A report can look right in a browser preview and still break differently in its exported PDF. The reason is often that the preview and PDF use different rendering rules: HTML is designed for flexible screen display, while PDF lays content onto fixed-size pages. Barry Mooring, the author and builder of BroadPaper, describes the preview’s page break as “really a guess” when it does not share the PDF’s pagination decisions.
Why the preview and PDF paginate differently
HTML and PDF are not simply two views of the same page. Microsoft classifies HTML as a soft-page renderer, optimized for screen display and able to use variable-length pages. PDF is a hard-page renderer, designed to place content consistently on physical page sizes. The resulting pagination depends on factors such as page dimensions, report-body size, item dimensions, and page-break or keep-together settings. Microsoft’s documentation on paginated-report rendering explains why a preview and export can diverge and recommends an iterative cycle of previewing, exporting, reviewing, and revising.

The difference becomes visible at boundaries. A table that fits in a preview may gain rows when real customer data replaces sample data. The additional rows can push content across a page boundary; if the table header is not repeated, the next page may be difficult to interpret. Content wider than the usable page area can also create extra pages in some report systems. Bold Reports’ page-layout documentation describes this behavior for its own renderer, an example of why pagination depends on the product’s rendering and page settings rather than a universal rule.

In his account of building BroadPaper, Mooring says the mismatch can be more than a cosmetic nuisance: a plausible-looking PDF may silently clip content or retain text from neighboring pages in a page’s content stream. Those defects can affect extraction, screen readers, and search indexing even when a quick visual check does not reveal them. These are failure modes he reports encountering in his implementation, not a claim that every PDF renderer behaves the same way.

How BroadPaper makes the preview and PDF share pagination
Mooring’s architectural response was to make one paginator decide where pages begin and end. BroadPaper measures document sections as a continuous galley, then passes the measured content to a pure paginator that assigns page windows. The paginator handles keep-together rules, orphans and widows, repeated table headers, and running headers with page numbers. The on-screen canvas and PDF engine then consume those already-decided pages.
In Mooring’s account, the same engine and embedded fonts are used for preview and PDF measurement. That shared pipeline is intended to reduce drift because the two outputs do not independently guess page breaks. It is an implementation choice, not an independently verified guarantee for every browser, font, or document.

To catch differences, Mooring says BroadPaper compares layout in Chromium against the engine and fails a test if a section drifts by more than 12 pixels. That is the threshold described by the BroadPaper article author in 2026; it is not an industry benchmark or proof of perfect fidelity.

A page window must govern both what is drawn and what is exposed as that page’s content. Mooring says the Forme PDF renderer, an open-source MIT renderer written in Rust and compiled to WebAssembly, initially allowed content taller than a page to be clipped silently. He also reports that text from neighboring pages could remain in a page’s content stream. His described correction crops each section to its page window and tracks rows dropped above that window. This is a specific account of his work with Forme, not an independent assessment of the renderer.

Measure large tables without relying on one enormous surface
Mooring says BroadPaper’s measurement surface is 200,000 points tall and that a table reaches that limit at around 10,000 rows. He reports that tables over 1,000 rows are now measured in batches and joined. These are BroadPaper implementation details reported by its builder in 2026, not general limits or performance figures for PDF libraries.
Why a structured document model matters
BroadPaper uses a structured document tree—page, section, row, column, and block—instead of treating the document as an unconstrained canvas. Mooring’s stated rationale is that a structure keeps content aligned and reduces overlaps as data changes shape, while still allowing drag-and-drop editing, field binding, conditions, themes, and custom blocks. The design reflects a trade-off: authors get flexibility within a layout model that can make pagination more predictable.

For user-authored calculations, Mooring says BroadPaper uses a tokenizer, Pratt parser, tree-walking interpreter, and schema type-checking rather than JavaScript eval. This describes a design decision by the builder; using a parser instead of eval does not by itself establish that an application is secure. Security still depends on validation, permissions, isolation, and how data is handled throughout the system.
Choose an approach that fits who creates the documents
There is no neutral comparison in the available accounts that establishes one rendering approach as best for every team. The right fit depends on who authors templates, how closely preview and PDF must match, how variable the data is, and what runtime and data-handling model the application requires.

| Approach | Authoring fit | Pagination and deployment considerations |
|---|---|---|
| BroadPaper | Positioned by its builder for end users who need to author documents with controlled pagination. | Its reported design shares a paginator between preview and PDF. Mooring says saved templates are plain JSON and can run in a browser, Node, a small HTTP rendering service, or a .NET client for .NET 8 and 10. He describes the WebAssembly engine as about 7 MB and says the SDK makes no network calls of its own; these are product claims from the builder, not independent measurements or a complete security assessment. |
| react-pdf | Mooring names it as an option when developers author every document in code. | The source does not establish comparative behavior for page-for-page preview fidelity, large data, portability, deployment requirements, or maintenance burden. |
| Puppeteer | Mooring says it may suffice when existing HTML already prints acceptably. | Because HTML and PDF renderers can apply different pagination rules, test the actual exported PDF with the intended page settings and data. The source does not provide neutral comparative benchmarks or a complete deployment comparison. |
Before choosing, work through the constraints that determine whether pagination is a core product requirement:
- Template authors: Decide whether business users need to build or edit templates, or developers can own each document in code.
- Output expectations: Establish whether users need page-for-page agreement between preview and PDF, or whether a screen preview may be approximate.
- Data variation: Check how the approach handles long tables, missing fields, unusually long text, and changing row counts.
- Pagination controls: Verify support for repeated table headers, keep-together behavior, page numbers, and other layout rules your documents require.
- Runtime and portability: Identify browser, server, and client environments you must support, and whether templates need to move among them.
- Data handling: Map where records and generated documents travel, what runs locally or remotely, and what controls are needed for sensitive data. A claim that an SDK makes no network calls of its own does not settle how the surrounding application handles data.
- Ownership cost: Account for the work of implementing, testing, and maintaining the renderer or integrating a library, not just the initial authoring experience.
Test the exported document, not just the screen
A convincing preview is not enough to establish that a PDF is correct. Mooring’s account highlights silent clipping and text-extraction defects; Microsoft likewise recommends reviewing exported output and revising the report iteratively. Build QA around realistic records and the artifacts users actually receive.
- Use representative and boundary-length data. Include typical records and cases with many rows, long text, optional fields, and content near a page boundary. A small sample can conceal a layout defect that only appears with fuller customer data.
- Inspect page transitions. Check that rows are not cut off, table headers repeat where needed, page numbers and running headers are correct, and keep-together behavior does not leave confusing gaps.
- Check the physical page layout. Review the PDF at its intended page size and verify that content fits the usable area. Do not assume a screen-width preview exposes overflow or extra pages.
- Verify text as well as appearance. Extract or select PDF text and check that it belongs to the right page and is complete. Consider how screen readers and search indexing will encounter the document.
- Test the fonts and layouts you will ship. Use the representative embedded fonts, page dimensions, and document structures required in production; a result with one font or layout does not establish fidelity for all of them.
- Repeat after changes. Re-export and review after edits to templates, page settings, rendering code, fonts, or representative data. Microsoft’s recommended preview-export-review-revise cycle is useful precisely because renderer output can change the layout.
