A headless screenshot often shows a cookie banner because the browser context looks like a first visit: it has no saved choice, or the site’s consent state has expired or cannot be read. For a functional test, make and verify the intended choice through the real banner. For a visual-only screenshot, you can hide a confirmed banner selector in screenshot styling—but that masks the overlay; it does not record consent.
Why the banner appears in a headless screenshot
Headless mode changes how a browser is displayed, not whether the page can show ordinary interface elements. A consent banner is part of the page, so it can appear in a screenshot whenever the site believes no applicable choice has been saved.
Browser storage is part of the test setup. A new or cleared context may have no consent state; a reused context may retain one. A site’s choice may also expire or become unavailable if cookies or other storage are disabled. For example, the European Data Protection Board says its own edp_cookie_agree cookie expires after six months, and its banner returns when cookies are disabled. That is the EDPB site’s policy, not a general expiry period for cookie banners: EDPB Cookie Policy.
First decide what the screenshot is meant to test
Testing consent behavior
Keep the banner visible on a first visit and exercise the choice the test is intended to cover: reject, accept, or configure. Confirm both that the control was activated and that the resulting page state matches the expected outcome. If rejection matters to the test, test rejection explicitly rather than assuming a banner disappeared because consent was given.

A screenshot records what was rendered; by itself, it does not prove that a visitor made a choice. EDPB guidance describes consent as an affirmative choice. Its Cookie Banner Taskforce report says, “the default must be not to have cookies which require consent set.” These sources address GDPR consent and supervisory-authority positions; they are not a universal technical specification for every site or a legal determination for a particular website. Taking a visual-only screenshot
If the banner is irrelevant to the visual comparison, hide it only in the screenshot styling. Playwright documents stylePath as a way to filter dynamic or volatile elements in screenshot comparisons. This changes the captured presentation, not the site’s stored consent state or a visitor’s experience. Do not use masking in a test that claims to verify consent or show the unaltered page.

How to handle the banner in a functional test
- Start with the intended visit state. Use a clean context for a first-visit test. Reuse a browser context or saved state only when the test is meant to represent a returning visitor.
- Inspect the actual page structure. Identify the banner’s accessible role and button label rather than guessing a generic selector. Playwright provides guidance on inspecting page structure and taking viewport, element, or full-page screenshots in its Screenshots documentation.
- Check whether the target is in a frame. Do not assume every banner is embedded in one. If inspection shows that it is in a frame, use the framework’s documented frame interaction mechanism to locate and activate the intended control.
- Choose and verify the intended option. Use a locator based on the observed role and label, click the appropriate control, and assert the post-choice state your test expects.
- Capture once the page is stable. Wait for the page and relevant UI to settle before saving the screenshot. Playwright visual assertions wait until two consecutive screenshots match, but rendering can still vary with the operating system, browser version, settings, hardware, power source, and headless mode. Keep those conditions consistent when comparing baselines.

Choose the screenshot scope that fits the test
Playwright supports viewport, element, and full-page screenshots; Puppeteer documents page and element captures. A viewport image is useful when you care about the visible screen, an element capture isolates a component, and a full-page image records more of the document. Choose the scope based on what the test is intended to establish, not as a substitute for handling consent state.

- It appears only in a fresh context: that is consistent with a first visit that has no saved consent state. Decide whether the test should remain a first-visit test or deliberately load a returning visitor’s state.
- It returns after a choice: check whether the choice was actually saved and whether the next run is using the same context or state. Storage names, persistence, and expiry are site-specific.
- The selector does not match: inspect the current page markup and accessible controls again. Banner labels and structure are not universal; do not rely on a copied selector without confirming it.
- The banner is not in the main document: inspect the relevant frame and interact with it using the framework’s frame API rather than hiding or clicking an unrelated page element.
- Visual baselines still differ: standardize the browser version, operating system, settings, hardware, power source, and headless configuration where possible. These factors can affect rendering even when the page state is unchanged.
