To use an external camera for Windows sign-in, you’ll need to turn ESS off—if Windows offers the setting and your organization allows it—and use a camera that is explicitly compatible with Windows Hello. An external webcam working in Teams or another app does not mean it can be used to sign in.
Why ESS blocks an external camera
Microsoft states that “Enhanced sign-in security is not supported for external camera modules.” ESS protects biometric data through specialized hardware and software components, including Virtualization Based Security and TPM 2.0, and limits the biometric path to supported sensors. As a result, a USB camera may work normally in apps but remain unavailable to Windows Hello sign-in when ESS is on. This is a sign-in restriction, not necessarily a camera fault. Testing the webcam in Camera or Teams only confirms that the app can use it; it does not test Windows Hello facial recognition.

How to turn off ESS, depending on your Windows 11 version
Check your Windows version first, because the setting’s name and behavior differ. Turning ESS off removes existing ESS enrollments and associated credentials, including passkeys. You can reprovision them after setup, but consider that impact before changing the setting.

Windows 11, version 24H2 or later
- Open Settings > Accounts > Sign-in options.
- Under Additional settings > Enhanced sign-in security, turn ESS off if the toggle is available.
- Set up Windows Hello again with a compatible external camera.
Some PCs show ESS as available for setup rather than displaying a toggle. In that case, the first sensor enrolled can determine the ESS state. Microsoft documents these interface variations in its Windows Hello peripheral guidance.
Windows 11, version 23H2
- Open Settings > Accounts > Sign-in options.
- Find Sign in with an external camera or fingerprint reader and turn it on.
- Set up Windows Hello with a compatible external camera.
Despite the different wording, Microsoft describes enabling this option as disabling ESS so compatible external peripherals can be used. Do not apply the 24H2 toggle instruction to this older interface.

If the setting is missing or unavailable
Windows may not have detected a sensor that is incompatible with ESS, your organization may have blocked non-ESS Windows Hello devices, or the feature may not yet be available on your device. On a work or school PC, ask the administrator whether policy permits non-ESS peripherals. Microsoft notes that availability can vary with device detection and phased rollout.

Turning ESS off does not make every webcam suitable for facial recognition. Microsoft’s Windows Hello setup guidance supports an external infrared camera, but a generic USB webcam should not be assumed to support Hello face sign-in. Confirm the camera is explicitly Windows Hello-compatible and IR-capable before relying on it. Microsoft’s Windows Hello setup instructions explain the supported facial-recognition setup.

If you are considering buying an external camera, verify the exact model’s Windows Hello support. A compatible camera can be an option for a PC without a suitable built-in IR sensor only if you can use Hello with ESS disabled; purchasing one does not make external cameras work with ESS enabled.
Troubleshoot a camera that still does not work
It works in apps but not at sign-in
If the camera works in apps while ESS is enabled, that behavior is consistent with the restriction described above. Check ESS and your organization’s policy before changing camera drivers or replacing the webcam.

Windows does not detect the camera
- Make sure the USB connector is firmly seated, then try another USB port.
- Check the camera in Device Manager and review its driver status.
- Do not switch to the in-box USB Video Class (UVC) driver as a routine first fix. Microsoft notes that changing drivers can remove Windows Hello facial-recognition functionality if the manufacturer’s driver supplied custom USB extensions.

The camera is detected, but Hello does not recognize you
Confirm the camera is unobstructed and clean, and use suitable lighting. If facial recognition still fails, sign in with your PIN or password, then use the recognition-improvement option under Settings > Accounts > Sign-in options. Microsoft outlines these steps in its Windows Hello troubleshooting guidance.

Why older security guidance may mention a registry setting
Microsoft’s guidance for KB5005478 and CVE-2021-34466 describes an optional registry setting that can block all external USB cameras from Windows Hello Face while leaving camera use in apps such as Teams intact. That is historical vulnerability guidance, not the general explanation for every current external-camera sign-in failure. For current ESS behavior, use Microsoft’s ESS documentation.
