1. Test another connection

2. Check whether a VPN is active
Apple warns that some apps or websites might block content from loading when a VPN is turned on. Restore your preferred VPN configuration after testing. A change in results is a clue, not confirmation that the VPN is defective.
3. Restart the iPad
Restarting is one of Apple’s general steps for Safari loading problems. Shut down the iPad using its normal power controls, wait briefly, start it again, and reload the page. This can clear a temporary network or browser state without deleting your Safari data.

5. Clear Safari history and website data carefully
Use Settings > Apps > Safari > Clear History and Website Data, the path in Apple’s loading guidance, only after trying the less disruptive checks. Clearing data removes browsing history and recent searches on the device. Apple also says it removes website cookies and permissions granted for location or notifications (Apple’s iPad guide to clearing cache and cookies).
Afterward, websites may ask you to sign in again or request permissions again. Return to the affected page and test it before changing several other settings, so you can tell whether this step helped.
6. Check iCloud Private Relay for a one-site failure
When the problem continues on only one website or webpage, Apple recommends checking whether iCloud Private Relay is on. Private Relay is not established as the cause of image-only failures; it is simply a check Apple lists for persistent, site-specific loading problems. Review the setting, test the page as appropriate for your privacy needs, and re-enable your preferred configuration afterward.
7. Try Safari’s site-display controls
If the site appears to depend on desktop layout or browser-specific behavior, review Safari’s site display and privacy controls. Apple documents these options, including requesting a desktop website when the site offers that choice, in its Safari settings guide for iPad. Requesting the desktop version can change how a page is rendered, but it cannot repair a missing image file or an outage at the site.
