Why Twins Can Have Different Driver’s License Numbers

Driver’s license numbers are state-assigned record identifiers, not simply products of birth dates. Identity checks and card numbers serve distinct roles.

Twins can have different driver’s license numbers because a license number is assigned to an individual driver record by the issuing jurisdiction; it is not simply calculated from a person’s birth date. The exact numbering practice varies by state, and the number printed on a card may be a driver-record identifier or a separate customer number.

Why twins may receive different numbers

A shared birthday does not make twins one licensing record. Each person applies and is identified separately, and the state assigns or maintains an identifier for that person’s driver record. A date of birth may be one piece of information used to verify identity, but it should not be assumed to determine the license number by itself.

That is the general administrative explanation—not a claim that every state has a special rule for twins or that their numbers must always differ. The issuing jurisdiction’s numbering policy controls.

Identity verification is different from the number on the card

A DMV may collect or verify a Social Security number (SSN) as part of an identity check without printing the SSN on the license. Delaware DMV describes its Social Security On-line Verification process as comparing a person’s name, date of birth, and SSN with Social Security Administration records and reporting whether the information matches: Delaware DMV’s Real ID, driver license, and identification card guidance. That describes a verification step; it does not mean the license number is the SSN.

PennDOT says Pennsylvania collects SSNs for fraud prevention and interstate safety checks, retains them in the driver record as an internal identifier, and does not print them on Pennsylvania credentials: PennDOT’s Social Security number guidance. Virginia likewise says it no longer issues credentials displaying SSNs and describes a customer number used in their place: Virginia DMV’s customer number guidance. These are examples of state practices, not a nationwide description of every DMV.

The number may depend on the state and the credential

Not every identifying number shown or used by an agency has the same purpose. A credential can display a driver number, a separate customer number, or another state-defined identifier. Federal Real ID requirements include confirming SSNs with the Social Security Administration, while federal law also restricts displaying an SSN or its derivative on state-issued identification documents; the Social Security Administration’s historical chronology describes that background: SSA’s Social Security number chronology. The chronology was last updated in 2005, so it is useful for statutory history, not a current state-by-state guide.

State context matters when records are searched, too. The U.S. Department of Transportation’s CDLIS privacy description lists the driver license number together with the state as one possible record-lookup combination: DOT’s Commercial Driver’s License Information System privacy description. This does not establish one common nationwide number format.

What to check if you need to understand a particular number

  1. Identify the issuing jurisdiction. Start with the state or other jurisdiction that issued the credential, rather than comparing the number with a twin’s card from memory.
  2. Check the agency’s current credential guidance. Look for whether the field is called a driver license number, customer number, or something else; labels and practices differ.
  3. Ask the issuing agency if the purpose remains unclear. Do not infer that a number is an SSN, or that two numbers should match, based only on their length or pattern.

There is no nationwide twin-specific numbering rule established here, and no reliable basis for saying how often twins receive different numbers. The specific numbering algorithm and uniqueness scope are not established across all states; consult the issuing DMV for an individual card or record.
