That creates a real role for managed security service providers (MSSPs) and virtual or fractional CISOs—but it does not, by itself, prove a market of any particular size. The opportunity is strongest where providers can match a business’s actual needs, communicate responsibilities clearly, and protect their own systems as carefully as their customers’.
What the CISO gap means for a small business
The “CISO gap” is best understood as a constraint on expertise, time, and budget—not as proof that every small or midsize business is missing a chief information security officer. A business may need security leadership and specialized work without having enough complexity or resources to employ a full-time executive and team.

NIST’s small-business cybersecurity team guidance, created November 20, 2025, and updated September 21, 2026, explicitly identifies managed service providers (MSPs), managed security service providers (MSSPs), and virtual or fractional CISOs as outsourcing options. It says these arrangements are especially common among small businesses that lack in-house expertise, resources, or budget. NIST also advises businesses to build a cybersecurity plan that supports business objectives and notes that no business can prevent every incident.

For a provider, this supports a practical service opportunity: help a business obtain expertise and work it cannot efficiently supply itself. It does not establish that all small businesses need the same service, that they will buy it, or that an MSSP can capture a predictable share of demand.

Which cybersecurity support options fit different needs?
NIST presents several paths rather than a one-size-fits-all answer. The right choice depends on available staff, IT complexity, budget, and legal, regulatory, and contractual obligations.
| Option | When it may fit | What to weigh |
|---|---|---|
| Upskill or reskill existing staff | The business has employees with relevant IT responsibilities and can develop their security capability. | Existing staff already understand the business and its systems; assess whether they have the time and expertise to take on the work. |
| Hire dedicated staff | The need and resources justify an internal cybersecurity role. | Define the responsibilities and expertise required before recruiting. |
| Use an MSP or MSSP | The business needs external technical or managed security support. | Specify desired outcomes, service scope, responsibilities, provider experience, and how the provider secures its own environment. |
| Engage a virtual or fractional CISO | The business needs security leadership without assuming that it must employ a full-time CISO. | Clarify the leadership work expected and how it relates to any technical services provided by staff or vendors. |
| Seek community or work-based support | The organization has very limited resources and a simple IT setup. | NIST suggests community clinics may help in these circumstances; more complex environments or demanding external requirements may call for a cybersecurity vendor or trained internal staff. |
These options can be combined. For example, a business may develop the skills of an existing IT employee while outsourcing specialized work or security leadership. The decision should start with the outcomes the business needs, not with a presumption that a particular provider category is always best.

Why provider security is part of the customer’s risk
Outsourcing changes who performs work; it does not transfer the business’s responsibility for its systems and customer information. NIST’s guidance states: “You are ultimately responsible for protecting your systems and data.” A provider agreement should therefore make service levels, responsibilities, and expectations explicit.

NIST’s National Cybersecurity Center of Excellence described MSPs as attractive targets in its October 2019 project on improving MSP cybersecurity for small and medium-sized businesses. It warned that a compromised provider can increase the vulnerability of the businesses it supports. A provider’s security practices are consequently part of the customer’s exposure, not just an internal operational detail.

How an SMB can evaluate an MSSP or fractional CISO
- Define the outcomes. Identify the business objectives and the security work that needs to be done before comparing providers. Separate leadership needs from technical or managed-service needs where useful.
- Map the obligations and complexity. Consider the organization’s IT environment and applicable legal, regulatory, and contractual requirements. These factors can affect whether community assistance, internal staff, a vendor, or a combination is appropriate.
- Set the service boundaries. Ask what the provider will do, what remains the customer’s responsibility, how service levels will be described, and how expectations will be documented. Put responsibilities in a formal agreement.
- Check relevant experience and fit. Assess industry experience and the provider’s ability to meet the organization’s requirements. Compare the proposed scope and outcomes, not merely the headline price.
- Ask about the provider’s own security. Find out how it protects its environment and limits the risk that a compromise could affect customers. Treat the provider’s access and connection to business systems as part of the evaluation.
- Request multiple quotes. NIST recommends obtaining quotes from multiple providers. Compare them against the same desired outcomes, responsibilities, and requirements so differences in scope are visible.
How large is the opportunity?
NIST’s April 14, 2026 initial public draft, Small Business Cybersecurity: Non-Employer Firms (CSWP 50), cites the U.S. Small Business Administration Office of Advocacy for a count of 34.8 million U.S. small businesses. It also reports that 81.9% have no paid employees other than the owner or owners—that is, they are non-employer firms.
Those figures describe the U.S. business population, not the number of businesses without a CISO, the share buying MSSP services, or a provider’s addressable revenue. The draft is tailored to non-employer firms and businesses with minimal IT complexity; its guidance should be adapted to a business’s sector, size, resources, and external requirements. The figures therefore provide context for why accessible support matters, not a market-size calculation.

- Supports more than one million concurrent connections to handle growth in users, devices, and real-time applications.
The defensible conclusion is narrower but useful: NIST recognizes outsourcing, including MSSPs and virtual or fractional CISOs, as an option for small businesses that lack internal expertise or resources. The available evidence does not quantify adoption, service economics, or total market potential. For MSSPs, the opportunity rests on meeting specific needs credibly—and earning trust through clear accountability and strong provider-side security.
