Why Steam Downloads Are Slower Than Your Internet Connection

Steam download speed can differ from your internet plan for reasons beyond your connection. Match the units, test real throughput, then check Steam’s settings, region, network, and installation activity.

Steam downloads can look slower than your internet connection for two basic reasons: the numbers may use different units, or something between Steam’s content server and your computer may be limiting the transfer. Check the units first, then test your internet throughput, Steam settings, download region, local network, and installation activity in that order.

First, check whether the speeds use the same units

Internet plans are usually advertised in bits per second, while Steam may display downloads in bytes per second. Since one byte equals eight bits, multiply Steam’s bytes-per-second figure by eight to compare it with a plan stated in bits per second. Steam gives the example of 768 KB/s equaling 6 megabits per second; this is a unit conversion, not a benchmark or a promised download rate. Steam Support explains the distinction.

You can also enable bit-based speed display in the Steam client, so the values are easier to compare directly. Make sure you are comparing like with like: a plan’s advertised maximum is not necessarily the speed your connection is delivering at that moment.

Measure internet throughput, not just the local link

Your operating system’s network or system-tray properties may show the negotiated speed between your device and your router or access point. That is the local network link rate, not a measurement of internet throughput. Run a suitable internet speed test and compare its result with your plan details, using the same units as Steam’s displayed rate. Steam Support calls this out in its slow-download guidance.

  • ROG-exclusive Gaming Network streamlines Triple-Level Game Acceleration setup and connections through convenient SSIDs

A speed test and a Steam download can still differ: they use different destinations and may take different routes. Treat the test as a check on your general internet connection, not a guarantee that every Steam download will run at that rate.

Check Steam’s download settings and server region

Make sure Steam is not limiting bandwidth

Open Steam’s Settings, then Downloads, and check whether a bandwidth limit is enabled. A configured limit can cap downloads even when the rest of your connection has capacity. Steam’s Download Manager also shows download progress and queue controls; see Steam’s guide to managing downloads and updates.

Test the selected download region

Steam selects a content-server region based on your location, but that server can be slow, overloaded, or experiencing a hardware problem. In Settings > Downloads, check the selected download region. If it seems to be the bottleneck, try a nearby region and compare the result. Change one setting at a time so you can tell whether the route made a difference. Steam describes this option in its content-server troubleshooting and installation guidance.

Rule out other devices and Wi-Fi interference

Pause other downloads, streaming, cloud backups, or other network-heavy activity while testing. If you use Wi-Fi, try another available band or test with a direct wired connection. A wired test helps distinguish an internet or Steam issue from a problem with the wireless link. Steam warns that wireless and powerline connections can suffer intermittent interference; its network and Wi-Fi guidance and connectivity troubleshooting recommend isolating the connection this way.

On Steam Deck, an Ethernet test requires additional hardware. A compatible USB-C-to-Ethernet adapter can make that diagnostic possible, but it is not a guaranteed speed upgrade. Verify compatibility with your device before choosing an adapter.

Check whether installation work is holding up the download

Steam downloads may slow or pause while it processes files for installation. Steam Support notes that “Steam installations tend to be CPU and disk intensive,” and says the reported download rate can be throttled to match the pace of related installation work. A low network rate therefore does not always mean the internet connection is the bottleneck. See Steam’s network and Wi-Fi troubleshooting.

Watch the Download Manager alongside disk activity. If the network graph drops while disk or installation activity continues, try installing to another available drive to see whether storage throughput is involved. Steam includes alternate-drive troubleshooting in its update and installation guidance. That test can help isolate the cause; the support material does not establish that an SSD is a universal fix.

Use the symptom to choose the next test

What you observe Test What it helps isolate
Steam’s number seems far below your plan speed Convert bytes to bits, or enable bit display; then run an internet speed test. A units mismatch or a difference between local link rate and actual internet throughput.
Other internet activity is fast, but Steam is slow Check Steam’s bandwidth limit and try a nearby download region. A client cap or a content-server route/region issue.
Speed varies or drops on Wi-Fi Pause competing activity and test another Wi-Fi band or wired Ethernet. Wireless interference or another local-network constraint.
The download rate falls while files are being installed Observe disk activity and, if available, test another drive. CPU or storage work limiting installation progress.
Slowdowns happen at particular times Compare at another time of day. A time-dependent network or ISP condition; recurring timing may justify contacting your ISP.

If the basic checks do not resolve it

If downloads remain slow, consult Steam’s troubleshooting material for firewall or security software, filtering, background programs, and Steam connectivity status. Change one variable at a time where practical; that makes it easier to identify whether the issue is specific to the client, the local network, or the route to Steam’s servers. Steam’s content-server guidance, network connectivity guide, and installation troubleshooting cover these checks.

If the problem appears only at certain hours, test at a different time. Steam says ISP traffic shaping is one possibility; if the timing pattern persists, contact your ISP with the results of your tests. Steam’s network guidance discusses this possibility.
