A speech-to-text API returns HTTP 429 when the provider considers a request over a limit—but that limit might be request rate, quota, concurrent streams or jobs, or even an account balance or spending cap. Read the provider’s error code and message first: the right fix depends on what was exhausted.
What a 429 means for speech-to-text APIs
HTTP 429 is a signal to slow down or resolve a limit, not a single diagnosis shared by every speech service. A temporary rate limit may clear when traffic is paced. An exhausted daily quota, concurrent-session ceiling, credit balance, or usage cap requires a different response. The provider’s response body and error code identify which case applies.

Limits also depend on the operation and its scope: a streaming session, batch transcription job, request count, or audio-processing allowance may be governed by different quotas. Project, account, region, and API version can matter. There is no useful universal “429 limit” to apply across providers.
Diagnose the specific limit before changing code
- Capture the response. Save the HTTP status, full provider error code and message, request or correlation ID, and timestamp including timezone. Record the provider, endpoint, operation, account or project, and region. Never log API keys or other credentials.
- Classify the failure. Use the provider’s own error description to determine whether it indicates a short-term rate limit, request or token quota, daily processing quota, concurrent stream or job limit, service availability issue, or billing/spending cap.
- Check short traffic windows and concurrency. Measure requests and tokens over short intervals as well as the published window, and count in-flight streams or jobs. Include automatic and application-level retries: a modest average can conceal a burst, while retries add load.
- Match the remedy to the constraint. Pace traffic for a temporary throttle; queue supported batch work or reduce parallel sessions for a concurrency ceiling; resolve billing or usage settings for account limits; request a quota adjustment only when the provider identifies an adjustable service quota.
- Roll changes out gradually. Monitor error codes, latency, success rate, queue depth, and in-flight concurrency as you restore traffic. A lower error count alone does not establish that capacity or billing limits are resolved.
How to fix transient rate limiting
Smooth bursts by pacing submissions rather than sending a backlog all at once. When the response includes a valid Retry-After value, wait for that interval before retrying. If it is absent or unusable, use exponential backoff with random jitter, and set both a maximum number of attempts and a maximum total retry duration. Stop retrying when the error indicates a balance or hard usage limit; waiting will not restore an exhausted allowance.

Unsuccessful retries can make throttling worse. OpenAI’s guidance states, “Unsuccessful requests contribute to per-minute limits.” Its official SDKs retry eligible rate-limit errors and honor Retry-After when present, so account for SDK retries before adding an application retry loop. Stacking both can multiply attempts unexpectedly.
Fix concurrency and queueing limits
Streaming requests
Streaming limits often concern the number of sessions running at the same time, not simply the number of requests sent over a minute. Reduce simultaneous sessions, avoid sharp increases in concurrency, and retry eligible failures with bounded backoff. Confirm the service’s session-duration and concurrency rules for the specific endpoint.

Batch transcription jobs
If the service supports job queueing, queue work rather than repeatedly submitting jobs when processing capacity is full. Amazon Transcribe documents optional batch-job queueing for capacity constraints, with a maximum of up to 10,000 jobs. That is a documented queue maximum, not a recommended target or a promise that every job will start immediately. Batch queue behavior does not imply that streaming calls use the same limit.

When to request a quota increase
First verify that traffic is not bursting, retries are not amplifying it, and the reported constraint is actually a service quota. Then check the live quota documentation for the exact operation, region, and account or project. Provider limits can differ by scope and change over time; a quota increase may be available for some limits, but it will not fix billing exhaustion or an unsupported workload.

Google Cloud’s quota documentation distinguishes request categories and scopes limits by project and region; its v1 error guide points users with a per-minute or daily quota error to quota review or an increase request. AWS likewise publishes service-specific quotas. Use the live documentation rather than relying on a threshold quoted for another API generation, method, or region.
