Some Windows apps use web technologies because one codebase can serve a website, an installable app, and users on other platforms. That can simplify distribution and let teams update hosted parts without a new Store submission for every change. The trade-offs depend on the app: web features are limited by browser support, some work needs a connection, and deep Windows integration may require native code.
“Web app” can mean several different things
An app opening in its own window does not tell you how it was built. Windows experiences that look similar can have different capabilities and dependencies.
- Website: Runs in a browser tab. Live content and features commonly depend on the web service and an internet connection.
- Progressive web app (PWA): A web-technology app that can be installed where supported. It may offer offline features, notifications, and selected operating-system integrations.
- Site installed as an app: Opens a website in a dedicated window or from Start or the taskbar. Microsoft says it does not have the same capabilities as a PWA.
- WebView or web-engine-backed app: A desktop shell or Windows feature displays a web interface using a browser engine. That does not automatically make it a PWA.
- Hybrid app: Combines web code or UI with a native shell or bridges. Its access to Windows features and its performance depend on how it is implemented.
- Native Windows app: Uses Windows frameworks and APIs. Being native alone does not guarantee that an app is well designed or fast.
Microsoft Support lists Copilot, PWAs, sites installed as apps, widgets, and Windows Search web results among Windows experiences that depend on Microsoft Edge. Microsoft says Edge’s web engine, settings, extensions, and features are involved; its guidance also says installed PWAs, sites-as-apps, and Edge-backed widgets stop working if Edge is uninstalled. Why teams choose web technologies
Reuse code across platforms
A team can build with HTML, CSS, and JavaScript and potentially share parts of that work between its website, Windows app, and other devices. Microsoft describes the aim this way: “With a PWA, you can use a single codebase that’s shared between your website, mobile app, and desktop app (across operating systems).” Microsoft Edge PWA documentation

That can reduce duplicated platform-specific work, but does not guarantee lower total costs. The interface still needs to work across different screen sizes, browsers, devices, and operating systems, and the app still needs maintenance.
Reach people through a browser and the Store
A web app can be reachable by a link in a browser and, where supported, installed or distributed through the Microsoft Store. Microsoft’s Windows distribution guidance says a PWA can be brought to the Store without native packaging tools. Deliver hosted changes centrally
Microsoft says hosted PWA content can update without a Store resubmission. That is not the same as saying every code or service change is instant or needs no testing and deployment work. Update behavior depends on the app’s architecture, and operating the service still takes resources.
Work within a team’s skills and constraints
In a UK Department for Science, Innovation and Technology qualitative study, interviewed developers described shared code, fewer platform-specific skills, tight budgets or deadlines, and avoiding an app-store approval wait as reasons to choose web apps or PWAs. What users can gain—and what depends on the app
A PWA can feel more like a desktop app than a browser tab. Depending on its implementation, browser, and device, it may install, appear in Start or on the taskbar, send notifications, work offline, and use supported web APIs. Microsoft’s Edge guidance distinguishes those PWA capabilities from the more limited “site as an app” experience. An icon or dedicated window does not mean the app has full native capabilities.
Offline behavior is designed feature by feature: an app may cache some screens or files while other tasks still need a network. Nor does “web-based” always mean the same thing about where code runs. Microsoft describes traditional desktop apps as typically running on the device and web apps as running in the cloud; hybrid apps, cached web apps, and locally hosted software do not necessarily fit that shorthand.

Where web-based apps can fall short
Windows-specific features and peripherals
PWAs can use a growing set of web APIs, including file handling, clipboard access, background sync, Bluetooth or USB in supported cases, databases, and accelerated graphics. Availability varies by browser and device. Microsoft’s distribution guidance says a PWA cannot use native .NET, C++, or WinRT APIs without additional bridging. If a workflow depends on specialized hardware, extensive operating-system integration, or complex local processing, check whether that specific app supports it. Compatibility and ongoing upkeep
Sharing a codebase does not eliminate maintenance. Browser behavior, operating systems, devices, APIs, and security requirements change. The UK study found that developers described ongoing compatibility work: most participants estimated browser-compatibility work at 5–10% of their time, while a few estimated 20–25%. Those are participant estimates from a qualitative study, not a representative average for developers as a whole.

Performance and resource use
There is no general verdict here that web-based Windows apps are slower or faster than native ones. No independent, controlled comparison of the same apps was identified for this topic, so performance should be assessed app by app. A meaningful comparison uses the same tasks and hardware and looks at startup time, responsiveness, CPU and memory use at idle and during work, network dependence, and battery impact. WebAssembly and hardware-accelerated web APIs can support demanding tasks, but their existence does not establish parity for every workload.
Updates, privacy, and control
Central delivery can help a vendor change hosted features without a conventional client installer update; it also gives the vendor control over that hosted experience. That may be convenient, but the consequences depend on the product’s update process and service.
Architecture alone does not establish whether an app is private or unsafe. Microsoft notes that traditional desktop apps may not appear in Windows privacy settings or be governed by those controls, while web apps may process information through cloud services. When deciding whether a web-based version suits your work, compare it with the native alternative using the tasks and device you actually rely on:

- Responsiveness and resources: How does it perform on your hardware during real work, and what are its CPU, memory, and battery effects?
- Updates and service dependence: What does the vendor control centrally, and what stops working if the service or connection is unavailable?
- Privacy: What permissions, cloud sync, and data handling apply?
- Accessibility and integration: Do input methods, assistive features, and Windows interactions work as you need them to?
There is no representative figure establishing what share of Windows apps have moved to web technologies. Individual examples show that the approaches exist, not that all Windows apps—or even most—are changing architecture.
