The available university sources do not verify a specific instruction telling students to call ethnic minorities by that term. Whether it is appropriate depends on context and, for an individual, on the language they prefer.
What does “global majority” mean?
It is an umbrella phrase used by some institutions for people and communities who are not racialised as White. It is not a universally agreed category: universities define its scope differently, and the phrase does not describe how every person identifies.

UWE Bristol defines it collectively as people who are “Black, Asian, Brown, of Mixed Heritage, Indigenous to the Global South (including parts of Africa, Asia, Oceania, and South America), and/or not racialised as White.” The university says it adopted the term in November 2024 after consulting students and staff. Its rationale is to challenge Eurocentric framing and recognise that the groups included are not minorities globally. UWE cites an estimate of around 85% of the world’s population, but its guidance does not provide a calculation for that figure. UWE Bristol’s anti-racism guidance also acknowledges that not everyone will identify with the term and supports people using language that best reflects their identity.

It gives a separate estimate—80% of the world’s population—without a calculation in the relevant passage. The definitions and estimates are not interchangeable or evidence of a shared standard. Manchester’s Equality Information Report 2025 describes that institution’s usage.

Why are universities using it?
For institutions that choose the phrase, “global majority” shifts the frame from a group described as a minority in a particular country to populations that together make up most of the world. UWE Bristol presents it as a way to challenge Eurocentric framing. That rationale is about global numbers and perspective; it does not make the term precise enough to capture every person’s background or experience.
Some institutions therefore treat the wording as a contextual choice rather than a replacement that should be used everywhere. Newcastle University’s student toolkit says BAME, BME, POC, and Global Majority may be used depending on context and individual preferences. UCL describes BAME as contested and lists “global majority” as a term some people use from a global perspective. Newcastle University’s student toolkit and UCL’s EDI language guide set out those respective approaches.

Is “global majority” preferred to “ethnic minority”?
There is no evidence here of a UK-wide preference. York St John University’s Race Equality Charter survey reports counts from its own respondents, not population estimates. Among students who answered its terminology question, the page lists BAME (29), people of colour (26), global majority (9), and ethnic minority (15). For staff, it lists BAME (72), people of colour (17), and global majority (16). The page says the questions were provided by AdvanceHE and redesigned for 2023 after a different format in 2022; the listed counts should be read in that local survey context. York St John’s survey findings say both staff and students generally preferred to be led by the individual and asked which term they prefer.

Why might the umbrella term be criticised?
A broad collective label can obscure differences in ethnicity, nationality, history, and lived experience. The University of Leicester’s May 2021 guide says some people view “global majority” as a positive affirmation of global numbers, but argues that it is not helpful for progressing race equality within UK higher education because it does not distinguish varying experiences and intersecting factors. That is the position of the dated guide, not evidence of Leicester’s current policy. Leicester’s terminology guide gives its reasoning.
The point applies more broadly: a term can be useful in a discussion about global populations while being too general for analysing discrimination or unequal outcomes among particular groups. Institutions’ own definitions also vary, so readers should not assume the phrase includes exactly the same people wherever it appears.

Does a university require students to use it?
The institutional materials cited here establish that some universities use or discuss “global majority” in guidance, communications, or reports. They do not establish a general UK university rule requiring students to use it, nor do they verify the specific instruction asserted in the original headline. A local document’s wording matters: guidance, a house style, and a compulsory instruction are not the same thing.
What should you say when referring to someone?
For an individual, ask what term they prefer when the description is relevant and it is appropriate to ask. York St John’s survey guidance supports following individual preference, and UWE Bristol says it supports people using language that best reflects their identity. If you are writing about a group or institution, use the terminology that source uses, explain its scope when needed, and avoid treating a broad label as a substitute for more specific groups where those distinctions matter.
