That is because those tests identify an important class of distinctions, not every possible one. Some gapped quantum phases have no broken symmetry; their differences instead involve global structure, nonlocal diagnostics, or boundary behavior. In symmetry-protected topological phases, the boundary’s distinctive behavior is stable only while the symmetry that protects it is preserved.
Why ordinary phase tests can miss a distinction
A conventional way to distinguish phases is to ask whether a symmetry is broken and, if so, to identify a local order parameter associated with that change. This approach is powerful: it provides a clear way to describe many familiar phase transitions. But it is not a complete classification of quantum matter. A test can correctly report that two states show no relevant symmetry breaking and still fail to tell them apart.

The key is to distinguish a measurement’s answer from the full identity of the state. A local order parameter is information about a particular observable or local pattern. It need not encode every property that can distinguish entire many-body states. In some cases, the feature that separates two phases is global or appears only in how the state behaves at a boundary.
That possibility matters especially for gapped, zero-temperature phases. A gap and the absence of symmetry breaking do not, by themselves, establish that two phases are equivalent. The 2022 review by T. Senthil describes topological phases that are gapped without breaking symmetry, and explains how ideas associated with topological insulators extend to interacting many-body systems.

Three kinds of distinction to keep separate
“Topological” does not name one universal pattern or one diagnostic. It is important to distinguish conventional symmetry breaking, symmetry-protected topological order, and intrinsic topological order rather than treating them as interchangeable explanations for a failed local test.
| Framework | What distinguishes the state | What a local symmetry-breaking test can establish |
|---|---|---|
| Symmetry breaking | A symmetry is broken, with a local order parameter used to describe the change. | It can identify the relevant broken symmetry and associated local pattern. |
| Symmetry-protected topological (SPT) phase | A nontrivial gapped state has boundary behavior protected by a specified symmetry. | Finding no broken symmetry does not rule out an SPT distinction; the protecting symmetry and boundary behavior also matter. |
| Intrinsic topological order | The distinction involves nonlocal properties; fractionalized excitations are among the features discussed in examples such as the fractional quantum Hall effect. | A local order parameter alone may not capture the relevant distinction. |
The table describes different organizing ideas, not an exhaustive checklist that assigns every system to exactly one simple category. In particular, do not infer that every topological phase has the same boundary states, the same degeneracy, or the same excitations. Those details depend on the phase being discussed.
What “protected” means for an SPT phase
For an SPT phase, the boundary is not simply robust against every possible disturbance. Its distinctive behavior depends on a protecting symmetry. Yoshimasa Hidaka’s 2022 review in Progress of Theoretical and Experimental Physics puts the condition this way: “A remarkable feature of the SPT phase is that, if the system has a surface, gapless surface states appear and they are stable against disturbances which do not break the symmetry.”

The condition in that statement is essential. A disturbance that preserves the relevant symmetry is not the same as one that breaks it. The claim is about stability against the former; breaking the protecting symmetry removes the stated protection. This is conditional stability, not universal immunity to perturbations. The Annual Reviews discussion similarly characterizes SPT states as having a bulk gap, no exotic bulk excitations, and nontrivial surface states protected by symmetry.
What intrinsic topological order adds
Intrinsic topological order is another reason local symmetry-breaking tests can be insufficient. The supplied examples include the fractional quantum Hall effect, discussed in terms of ground-state degeneracy and anyons. These are not interchangeable with the symmetry-protected boundary behavior used to explain SPT phases. A phase may have nonlocal properties that a local order parameter does not reveal, but that does not mean all such phases share one set of signatures.
How to decide what a test needs to measure
There is no single replacement test called “the topology test.” The useful question is not merely whether a local observable changes, but what distinction is being proposed and what evidence would actually detect it. A diagnostic has to fit the phase and the claim; an invariant or an entanglement-based signature that is useful in one setting is not automatically a plug-and-play test for every material.

- Specify the proposed distinction. Is the claim about a broken symmetry and local order parameter, an SPT state protected by a particular symmetry, or intrinsic topological order? If the claim is unclear, a negative local test has limited meaning.
- Name the protecting symmetry, if there is one. For a proposed SPT boundary state, identify which symmetry is supposed to protect it. Then ask whether the disturbances considered preserve that symmetry.
- Match the observable to the claim. Local order parameters may be insufficient for a topological transition. The 2022 Physical Review B discussion describes nonlocal topological invariants and indirect signatures such as topological entanglement entropy as classes of diagnostics used for this problem.
- State the system and regime. Specify whether the discussion concerns a gapped, zero-temperature phase or a different setting. The definitions described here do not establish that one diagnostic applies to every material, driven system, or finite-temperature situation.
- Consider disorder separately. Ask what kind of phase behavior or transition is at issue and under what conditions randomness enters. Disorder can affect stability and transitions, but it can also produce other phenomena.
This procedure prevents a common reasoning error: treating “the usual local test found no distinction” as proof that there is no distinction at all. The result may instead show that the measurement answered a narrower question than the one the phase classification requires.

A local order parameter is useful when the defining feature is a local pattern associated with symmetry breaking. If the candidate phases share the same symmetry behavior, that measurement may group them together without being wrong. It simply does not resolve the proposed topological distinction.
Nonlocal invariants and indirect signatures such as topological entanglement entropy are examples of approaches discussed for transitions that conventional local order parameters cannot characterize. They should be understood as diagnostic families, not as a universal recipe. Choosing one requires knowing what phase, system, and regime are under consideration.

Why stability is conditional, not absolute
Stability claims need to say what is being varied and what is held fixed. For the SPT boundary states described above, the relevant qualification is whether the disturbance breaks the protecting symmetry. If it does, the argument for symmetry-based protection no longer applies. A broad statement that “topological phases are immune to perturbations” erases this condition and overstates what the classification says.
It is also important not to transfer a statement about one kind of topological phase to another. The cited SPT claim concerns boundary states under symmetry-preserving disturbances. It is not a claim that every phase described as topological must have gapless boundaries, or that every such phase has the same response to perturbations. The feature and the allowed disturbances must be specified together.

What disorder can—and cannot—tell you
Disorder does not have one universal effect on quantum phases. The Annual Reviews discussion of disorder describes conditions under which randomness affects symmetry-broken phases and their transitions, while also noting that disorder can produce phenomena such as Anderson localization, many-body localization, exotic criticality, and glassy ground-state phases.
Best Value
So disorder is neither a blanket destroyer nor a blanket protector of topological behavior. Its effect depends on the phase and conditions under discussion. If disorder is part of a stability argument, the argument needs to identify the relevant phase behavior and regime rather than assuming that “topological” settles the question.
The practical limit: identify the system before claiming a diagnosis
The distinctions above explain why conventional tests can group phases together, but they do not identify a particular material or prescribe an experiment for every case. The broad explanation applies to gapped, zero-temperature phases and to the concepts described here. It does not establish that a given diagnostic works for every material, driven system, or finite-temperature setting.
For a specific system, a meaningful claim needs more than the label “topological.” It needs a stated phase distinction, the symmetry or nonlocal structure involved, the perturbations under consideration, and an observable or invariant suited to the claim. Without those details, a conventional test’s failure to distinguish two states is not enough to decide whether they are the same phase.

When a report says two phases are indistinguishable by ordinary tests, read that as a statement about the tests used—not as a verdict that the phases are identical. Ask which local order parameters were checked, what symmetries were considered, and whether the proposed distinction requires a nonlocal or boundary-sensitive diagnostic. For an SPT claim, ask whether the boundary behavior is protected by a symmetry and whether the perturbations preserve it. For intrinsic topological order, ask what nonlocal feature is being used to characterize the state.
These questions keep the conclusion appropriately narrow. A local test can be decisive for the distinction it was designed to detect. It cannot automatically rule out a different kind of distinction that it does not measure.
