Semiconductor fabs consume large amounts of electricity and water because chipmaking repeats many precision operations inside a continuously controlled facility. Wafers are cleaned, coated, exposed, etched, doped and inspected over and over, while pumps, air-handling systems, cooling equipment, chemical delivery, wastewater treatment and monitoring run around the clock.
The water is not all permanently consumed, and the electricity is not all delivered directly to process tools. A fab’s footprint depends on its process technology, production volume, building design, local utilities and whether the site is still ramping up. Understanding those boundaries is essential before comparing one factory with another.

What happens inside a fab
A modern integrated-circuit fab turns polished silicon wafers into multilayer devices through a long sequence of tightly controlled steps. The front-end sequence includes pre-cleaning, thermal oxidation, photolithography, etching, doping and deposition. These operations are repeated until the required transistor and interconnect layers are complete.

A high-volume line processes many wafers in parallel, so equipment and utilities must support simultaneous recipes rather than one batch at a time.

Cleaning and rinsing
Particles, residues and trace metals can ruin patterns that are only a few nanometers wide. Fabs therefore use deionized (DI) or ultrapure water to pre-clean wafers, rinse chemicals from surfaces and clean components. The water must be produced, filtered, monitored and delivered at the required purity; making that water also requires pumps, treatment equipment and energy.
Oxidation and deposition
Thermal oxidation grows an insulating layer on silicon at high temperature. The Semiconductor Industry Association’s March 4, 2026 Senate EPW testimony describes it this way: “The silicon wafers are then heated to approximately 1000°C in an oxidation furnace and exposed to ultra-pure oxygen (dry oxidation) or water vapor (wet oxidation).” Other deposition tools add dielectric or metal films using gases, liquids or vapor-phase reactions. Furnaces, vacuum systems, gas controls and exhaust treatment all add to site demand.
Photolithography and etching
Photolithography transfers a circuit pattern onto a wafer using a photosensitive film, optical equipment and carefully controlled chemicals. Wet etching uses chemical solutions; plasma etching uses radio-frequency energy to create a reactive plasma. After etching, the remaining films and residues are removed before the next layer. Plasma generators, vacuum pumps, temperature control and chemical handling draw power even when no wafer is being loaded.
Doping and repeated layer formation
Doping introduces carefully controlled impurities to change silicon’s electrical behavior. Implantation tools, thermal steps and cleaning stages may be followed by more film deposition and lithography. Because a finished chip can contain many patterned layers, the same categories of operation recur dozens of times. Repetition, not a single spectacular machine, is a central reason the resource requirement is high.
What uses electricity in a semiconductor fab?
Electricity powers process tools, but a complete fab is also a large industrial building whose environmental conditions cannot be allowed to drift. The available industry sources do not establish a current, generally valid percentage split among these uses. The balance changes with process mix, floor area, production volume, equipment age and whether a line is fully loaded.
Manufacturing equipment
- Furnaces and rapid-thermal systems heat wafers and process gases.
- Photolithography scanners, track systems and metrology tools require precision motion, light sources, computing and temperature control.
- Plasma etchers and deposition tools use radio-frequency generators, vacuum pumps and gas-management systems.
- Ion implantation, cleaning, drying and wafer-handling equipment operate in repeated cycles across the production schedule.
Many tools have substantial standby loads. Pumps, heaters, chillers and control electronics may remain on to keep chambers stable, prevent contamination and meet the next wafer’s recipe even when a chamber is between runs.

Cleanroom air and environmental control
Cleanrooms circulate and filter very large volumes of air to keep particle counts within specification. Air must be cooled, dehumidified or humidified, and often reheated after moisture removal. Fan arrays, filtration, chilled-water systems and controls therefore run continuously. Maintaining pressure differences between rooms also requires constant airflow, not just occasional ventilation.
Cooling, gases and support systems
Chillers and heat exchangers remove heat from tools, compressors and electrical equipment. Pumps move chilled water and process water. Gas cabinets, vacuum exhaust, abatement systems and chemical-delivery equipment protect workers and prevent corrosive or toxic emissions. Water-treatment plants, laboratories, material-handling systems, lighting and information technology add facility load.
Why reliable power matters
A brief grid disturbance can interrupt recipes, stop pumps or upset cleanroom conditions. The SIA’s 2024 infrastructure report warns that outages can cause lost production, cleanroom contamination or tool failure. Fabs consequently invest in redundant feeds, uninterruptible power for critical controls, backup generation and power-quality equipment. Those systems consume resources themselves, but they reduce the risk that a disturbance will scrap wafers or damage expensive tools.
Why chip factories use so much water
The Semiconductor Industry Association describes DI or ultrapure water as critical to semiconductor manufacturing. Water serves several distinct purposes, and grouping them together can make a fab’s numbers look larger or smaller than they really are.
Process water for wafer cleaning
Rinsing removes acids, solvents, particles and reaction by-products after wet processing. A rinse may require water that meets a tighter purity specification than water used elsewhere on the site. Production systems continuously monitor resistivity, organic contaminants, particles and microorganisms. Water that no longer meets one use’s specification may still be suitable for a less demanding use after treatment.

Cooling and heat rejection
Water carries heat away from process tools and facility equipment. Some loops are closed and recirculate the same water through chillers or heat exchangers; others require makeup water and discharge a concentrated stream. Evaporative cooling can consume water through evaporation, while air-cooled or hybrid designs shift part of the burden toward electricity and equipment cost.

Chemical preparation and component cleaning
Water is used to dilute or prepare chemical solutions, clean process chambers and rinse components. The 2024 SIA infrastructure report also notes water needs in assembly and packaging, where it can remove residues and particles from components. These uses may sit outside the front-end wafer line but still belong to the site’s overall water balance.
Treatment and discharge infrastructure
Incoming water is treated to create DI or ultrapure water. Used streams are segregated, neutralized, filtered and sometimes treated for metals, fluorides, solvents or other contaminants before discharge. Treatment plants need pumps, membranes, ultraviolet systems, monitoring and controls, all of which consume electricity and may themselves use water.
Water intake, consumption, discharge and recycling are different
A credible water comparison starts by asking what the reported metric includes. “Withdrawal” or “intake” generally refers to water taken from a municipal, surface-water or groundwater source. “Consumption” usually means the portion not returned to the source, for example water lost to evaporation, incorporated into products or sent outside the reporting boundary. “Discharge” is water released after use and treatment. “Recycled” or “reused” water is treated water used again within the operation.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Measure | What it describes | Why it can mislead |
|---|---|---|
| Freshwater intake | Water brought into the site from an external source | May include water later returned after treatment; it is not automatically equal to consumption. |
| Water consumption | Water considered permanently removed from the reporting system | Definitions and organizational boundaries differ between companies and reports. |
| Wastewater discharge | Water sent to a sewer, treatment plant or receiving environment | Discharge volume says little about purity or how much water was reused first. |
| Recycled or reused water | Water captured and used in another process cycle | A recycled total can exceed freshwater intake when the same water passes through several cycles. |
For that reason, a site can report a large recycled-water volume without claiming an equal reduction in freshwater consumption. The two figures have to share the same boundary and accounting method before a reduction can be calculated.
What published numbers actually show
There is no single current, universal electricity or water intensity for “a semiconductor fab.” A leading-edge logic line, a memory plant, an older specialty process and a packaging facility have different recipes, equipment and utilization. A new building may also consume fixed amounts for testing, ventilation and maintenance before formal production starts, making output-based intensity appear unusually high.
TSMC’s 2024 water example
TSMC reported that its 2024 water consumption was 161.0 liters per 12-inch wafer equivalent, measured by photomask count. The company said this was 8.7% lower than in 2023. It also reported 284.6 million cubic meters of recycled water and an average process-water recycling rate of 88.1% for 2024.

These are company-reported figures for the operations, production denominator and definitions in TSMC’s 2025 sustainability report. They are not an industry benchmark. The report notes that facilities not yet in formal production still used fixed amounts of water, which affected unit intensity. That qualification matters when comparing a mature site with a newly built fab.

Earlier government and industry publications contain facility-specific electricity or regional water examples, but dated, secondary-attributed figures cannot establish a current industry average. The SIA has described historical surveys of U.S. front-end fab electricity and water use dating back to 2001, yet the cited 2014 article gives no numerical series in its page text. It supports a historical observation, not a present-day percentage or consumption rate.

Efficiency work normally targets both the process recipe and the systems around it. Savings in one area can move demand to another: for example, replacing evaporative cooling may reduce water use while increasing electricity consumption. Engineers therefore evaluate resource savings alongside purity, reliability, cost and emissions.
Process and equipment efficiency
- Shorter rinse sequences, optimized spray patterns and improved wafer drying can reduce DI-water flow without compromising cleanliness.
- Higher-utilization tools spread fixed standby loads over more wafers.
- Efficient motors, variable-speed drives, heat recovery and better chiller control lower facility electricity demand.
- Chamber-clean recipes and abatement systems can reduce gas use and the energy required to treat exhaust.
Water recovery and reuse
TSMC identifies four broad measures: reducing system discharge losses, reducing facility-system water consumption, increasing wastewater recycling and improving water-production rates. In practice, fabs separate streams so that relatively clean water can be recovered for cooling towers, scrubbers, rinse pre-treatment or other applications. Membranes, ion exchange, advanced oxidation and monitoring can make additional reuse possible, but every reuse loop must meet the receiving process’s quality and reliability requirements.
Managing purity trade-offs
Not every stream can be reused for wafer rinsing. Ultrapure-water systems reject a concentrated brine or other waste stream, and repeated recycling can allow contaminants to build up unless they are removed. A lower freshwater intake is beneficial only if product quality, worker safety and discharge limits remain satisfied.
Why location and fab maturity change the footprint
Resource intensity is partly a site-planning question. A fab needs dependable electrical capacity, backup options, raw-water sources, treatment chemicals, wastewater collection and a permitted discharge route. The SIA’s 2024 infrastructure report treats reliability, cost, scale and sustainability as connected considerations rather than separate checkboxes.
Best Value
Climate affects cooling demand and water availability. Local grid generation affects the emissions associated with each kilowatt-hour. Municipal restrictions can limit withdrawals even when a site has treatment capacity. Conversely, a site with abundant water but unreliable power may need larger backup systems. A new facility also has construction, commissioning and ramp loads that disappear or change as production stabilizes.
Common misunderstandings
“All the water is used directly on wafers”
No. Wafer cleaning and rinsing are major uses, but water also supports cooling, chemical preparation, component cleaning, treatment and other facility systems. Some water is recirculated, some is discharged after treatment and some is lost through evaporation or other consumption categories.
“Electricity figures describe only chipmaking tools”
No. Cleanroom airflow, chillers, pumps, exhaust abatement, water production, lighting, laboratories and backup systems are part of the site load. Public sources do not provide a current, generally applicable breakdown that assigns a fixed share to each category.
Recommended Free Tools
“A high recycling rate means the fab does not need freshwater”
No. Reuse reduces the amount of new water required for eligible applications, but ultrapure-water production, losses, maintenance and quality controls still require a dependable supply. Recycling also creates treatment and monitoring needs.
How to read a fab sustainability number
- Identify the boundary. Check whether the figure covers one building, a campus, front-end production, packaging or all company operations.
- Check the denominator. Determine whether intensity is reported per wafer, per wafer equivalent, per photomask count, per unit of product or another measure.
- Separate water categories. Look for intake, consumption, discharge and recycled-water definitions rather than relying on one headline number.
- Check the year and ramp status. A newly commissioned site may have fixed utility loads before output reaches its planned level.
- Ask what changed. A lower intensity can result from process improvements, higher utilization, a different product mix or a revised accounting boundary.
The most defensible comparison uses matching boundaries, years, production denominators and definitions. Without those matches, a precise-looking ranking can be less informative than a carefully qualified range.
The bottom line for electricity and water use
Semiconductor fabs are resource-intensive because they repeat chemically sensitive, energy-demanding steps while maintaining an exceptionally clean and stable environment. Electricity runs both the tools and the facility systems that keep those tools viable. High-purity water cleans wafers and components, supports cooling and chemical preparation, and must be produced and treated to exact specifications.
Efficiency is improving through better equipment, tighter process control, wastewater recovery and reuse, but the gains do not remove the need for reliable power, water sources and discharge infrastructure. Any number should be read with its site boundary, production level, metric definition and reporting year attached.
