Semiconductor fabs need dependable water, electricity, and trained workers because wafer production is a tightly controlled industrial process that runs through many precise steps. A shortage or interruption in any one of these inputs can disrupt operations, while weaknesses in local infrastructure can make a site difficult to expand. The exact demand varies by fab, process, and location: there is no single water, power, or staffing profile that applies to every plant.
Why these three inputs have to work together
A semiconductor fab turns wafers into chips through a sequence of manufacturing steps that depend on specialized equipment, controlled environments, and repeatable processes. Water is used in wafer processing and cleaning; electricity runs production tools and facility systems; people operate, maintain, and troubleshoot both. These are not interchangeable resources. Reusing water does not keep a plant running through an electricity interruption, and a strong grid does not compensate for a lack of technicians who can maintain complex tools.

That interdependence reaches beyond the facility boundary. A fab relies on local or regional water systems, wastewater treatment, electricity networks, transportation, and a workforce pipeline. A site that appears suitable on paper may still face constraints if its water supply is vulnerable, grid capacity is inadequate, or training and hiring cannot keep pace with production plans. The right question is not simply whether a region has water, power, or workers today; it is whether the linked systems can reliably support the fab’s operating needs and future growth.

Water demand varies with plant size, production volume, manufacturing processes, and how water use is measured. A figure for water withdrawn from a supply system is not necessarily the same as the amount consumed: some water is treated and returned, while some is lost through processes such as evaporation. Recycled water also changes the amount of fresh water a fab needs, but does not remove the need for a dependable supply or for wastewater systems.

SEMI gives an upper-end illustration of up to 10 million gallons of water daily for one fabrication plant. The accessible SEMI article does not clearly establish a publication date for all underlying figures, so this should not be treated as a typical plant’s daily use. Its cited water-risk analysis covers 140 facilities across 89 water basins. Separately, a 2026 European Commission staff working document says a large fab can use up to 38 million litres per day in its EU-focused policy analysis. The figures describe large-fab potential in different source contexts; they are not a like-for-like estimate for every facility.
Why ultrapure water matters
Fab processes use ultrapure water (UPW), including for cleaning and etching, according to SEMI. Ordinary water contains dissolved substances and particles that can interfere with sensitive manufacturing steps. The water therefore needs treatment to meet stringent quality requirements before it can be used in relevant processes. The treatment system itself must be operated and maintained, and the facility needs reliable access to the source water it treats.
This makes both quantity and quality important. A basin may have water in aggregate, yet local supply constraints, water quality, treatment capacity, or delivery infrastructure can still limit what is available to a facility. The fab also needs a plan for handling wastewater and, where feasible, reclaiming water for reuse. Reuse can reduce demand for new withdrawals, but it does not make the facility independent of the watershed, utility systems, or community allocation decisions.
Water risks are not limited to drought
Water resilience is local. SEMI’s summary of its analysis identifies basin conditions, infrastructure, regulation, and community expectations as factors that shape risk. It reports that flooding and reputational risks—including tensions with local communities over water allocation—were among the most significant immediate threats in its assessment of 140 facilities across 89 basins. That finding is a reminder that water security is not just a question of whether a region might become dry. Flooding can threaten infrastructure, while competition or concern over allocation can affect a fab’s relationship with the communities and systems on which it depends.

For a fab operator or a region evaluating a proposed plant, practical water questions include the reliability and quality of the source, basin-level drought and flood exposure, the capacity and timing of water delivery, wastewater-treatment capacity, and the scale and reliability of reuse systems. A water plan also has to account for how the fab’s demand fits alongside the needs of households, other industries, and the environment.
Why a fab needs stable electricity, not merely a large supply
Fabs require electricity to operate manufacturing equipment and the building systems that support production. The reliability of that supply matters as much as the amount available. Interruptions or shortages can jeopardize production and customer deliveries; power quality matters, too, because sensitive equipment depends on stable operation.
TSMC’s 2024 annual report, page 138, identifies electricity shortages or interruptions as risks that could jeopardize its ability to fill customer orders. It also says utility shortages could constrain future capacity expansion. These are company-specific disclosures: they show why power reliability matters to a major manufacturer, but they do not provide a universal estimate of outage losses for every fab.

A U.S. government supply-chain review indexed in search describes a large wafer fab as capable of consuming as much as 100 megawatts and says outages or voltage irregularities can damage sensitive equipment. Because the underlying PDF was not available for verification in the source material, the figure is best understood as a reported upper-end illustration—not a standard load for every fab. Actual electricity needs depend on the facility and its production setup.

Electricity also affects the environmental footprint of manufacturing. A 2026 European Commission staff working document attributes roughly 60–70% of lifecycle CO₂-equivalent emissions in front-end manufacturing to electricity use, in a European manufacturing context and with underlying references cited in that document. This estimate describes the emissions contribution in that context; it is not a claim that every fab has the same electricity mix or lifecycle profile.
Grid readiness is a regional issue
A facility depends on more than its connection to a nearby line. Grid capacity, reliability, and the ability to transmit electricity across regions influence whether existing plants can operate consistently and whether proposed expansions can receive the power they need. The DSET and ERF Taiwan report emphasizes regional power resilience for advanced-chip fabrication. It states: “Stable interregional power distribution and reliable ultra-high-voltage infrastructure are crucial to ensure uninterrupted power and a secure semiconductor supply chain.” The point is specific to the report’s Taiwan analysis, not a universal prescription for every country or site.
Planning therefore has to consider the fab’s expected demand alongside the grid’s ability to serve it reliably, including transmission infrastructure and regional constraints. Building a fab does not by itself create the utility capacity needed to operate it. Conversely, new utility infrastructure and plant expansion may not come online on the same schedule, making timing part of the resilience question.
Which workers keep a fab operating?
Fab staffing is broader than a headcount of advanced-degree engineers. Engineers and scientists contribute to process development, production, and problem-solving. Experienced technicians operate, maintain, and troubleshoot complex tools and facility systems. Production workers also need job-specific skills to carry out manufacturing work in controlled environments. The mix depends on the plant’s operations, but these roles work together: equipment and processes require people prepared to run them reliably, and maintenance capability matters alongside the ability to design or improve them.

CSET’s September 2026 report, Strengthening the U.S. Semiconductor Manufacturing Workforce, describes the need for people with specialized skills, experience, and readiness for high-reliability cleanroom environments. It says: “However, fabrication facilities (fabs) cannot operate at scale without a steady pipeline of workers with specialized skills, experience, and readiness to work in high-reliability cleanroom environments.” The report also stresses role-specific competencies and retention in demanding working conditions, not just educational credentials.
That distinction matters when communities plan training. A degree pipeline alone may not provide enough technicians with the relevant tool experience, or production workers prepared for cleanroom work. Employers, colleges, technical programs, and apprenticeship efforts may all play a role in matching training to actual jobs. Even when new workers can be trained, retention and the timing of training relative to facility expansion remain practical considerations.
What U.S. workforce estimates do—and do not—show
The Semiconductor Industry Association (SIA) projects that U.S. semiconductor-industry employment could rise from about 345,000 jobs to about 460,000 by 2030—nearly 115,000 additional jobs. Under the report’s degree-completion assumptions, approximately 67,000 projected new roles, or 58%, risk going unfilled. These are projections, not observed job outcomes or a forecast of vacancies at any single fab.
In SIA’s breakdown of those projected unfilled jobs, 39% are technicians, 35% are engineers with four-year degrees or computer scientists, and 26% are engineers with master’s or PhD-level qualifications. The proportions reinforce why workforce planning cannot focus only on graduate engineers: technicians make up the largest share of the projected gap in this analysis.
Best Value
A separate CSET analysis counted 3,441 U.S. semiconductor manufacturing job postings in its sampled observation period from January 2023 through April 2025. This is a sample of postings, not a census of all vacancies, hires, or filled jobs. It offers a view of employer demand in that period, but it should not be combined with SIA’s longer-range projection as if the two figures measured the same thing.

There is no single global ranking of the best fab locations in the source material. DSET and ERF’s Taiwan-focused analysis highlights climate exposure, regional imbalances, water-reuse infrastructure, and stable interregional power distribution. Those concerns illustrate why comparisons should be made at the basin, grid, and workforce level—not by assuming a whole country or region has uniform capacity.
A useful comparison brings the dependencies together rather than scoring each one in isolation:

| Planning question | What to examine | Why it matters |
|---|---|---|
| Water source and basin | Availability and quality by basin; drought, flood, and reservoir exposure; competing allocation needs | The fab needs a dependable source of suitable water, and local hazards or allocation tensions can affect operations and community trust. |
| Water delivery and treatment | Delivery capacity and timing; reclaimed-water infrastructure; wastewater-treatment capacity | Reuse can reduce new-water demand, but treatment, delivery, and wastewater systems must be able to serve the facility. |
| Electricity supply | Grid capacity and reliability; interregional transmission; infrastructure timing | Power interruptions can threaten production, and utility shortages can limit expansion. |
| Climate and regional resilience | Drought, heat, flooding, and reservoir impacts | Different hazards affect water supplies, infrastructure, and the reliability of regional systems. |
| Workforce pipeline | Availability of trained technicians, engineers, and production workers; training partnerships; retention | A fab needs role-specific skills and experienced people to operate and maintain complex systems, not just a supply of degree holders. |
These questions also make sequencing visible. A region may have a workforce program but need time to develop experienced technicians; water-reuse infrastructure may be planned but not ready when a fab expects to begin production; or transmission upgrades may lag an expansion schedule. Planning should check whether the facility’s water, power, and staffing needs can be met at the time they are needed, rather than relying on future capacity without a credible delivery path.
What resilience means in practice
Resilience does not mean that one technology, energy source, water system, or training program can eliminate risk. It means a fab and its region have considered how the dependencies interact, where disruptions could arise, and whether the systems can recover or adapt. For water, that includes supply, quality, reuse, and wastewater handling. For electricity, it includes grid reliability and regional transmission. For staffing, it includes job-specific preparation, experience, and retention.
The evidence also has different scopes. SEMI’s water-risk summary spans facilities and basins but does not establish a universal water-use figure. TSMC’s utility-risk disclosures describe one company’s exposure. The European Commission’s water and emissions figures are tied to its 2026 European policy analysis. SIA’s employment numbers are U.S. projections, while CSET’s posting count is a U.S. sample from a defined period. Taiwan’s infrastructure analysis concerns regional conditions there. Keeping those distinctions intact is essential when using any figure to plan a specific facility.
