A blurry scan is usually caused by a dirty scanning surface, a page that is not flat, unsuitable scan settings, compression, or movement during capture. First check whether the saved digital file is actually blurry: if it looks clear on screen but prints poorly, the problem may be with the printer rather than the scan.
Find out where the blur appears
Open the saved scan on screen and inspect it before changing scanner settings. If the file itself looks soft, troubleshoot the original, scanner, and scan workflow. If the file is clear but a printout is blurry, test the printer separately: HP recommends checking print quality when the problem appears on a printed scan. Check the original and scanning surfaces
Dust, fingerprints, smudges, or debris on the flatbed glass, the underside of the lid, the feeder’s scanning strip, or the original can reduce quality or leave visible artifacts. Inspect the surfaces used by your scanner, clean them according to its manual, and scan again. HP identifies contamination in these areas as a cause of scan-quality problems (HP Support).

Do not assume a particular cleaner or cloth is safe for every scanner. Follow the cleaning instructions for your exact model, especially for coated glass or automatic document feeders.

Flatten and steady the page
Place the page fully against the glass and close the lid if your model allows it. Flatten curled or wrinkled paper as much as is safe for the original. A raised corner, fold, or binding can put part of the page outside the scanner’s focus plane. HP notes that CIS scanners have limited depth of field, so pages that are not flat may not remain sharp across the whole image (HP Support).
Keep both the scanner and original still during capture. Epson gives this advice for blurry characters in its model-specific scanning guidance (Epson support). If softness is localized near a raised edge, page position may be a clue, though edge blur does not always have that cause.

Choose scan settings for the source
Resolution is a trade-off, not a universal cure. HP says 300 dpi is acceptable for most text-based documents and recommends 600 dpi or higher for detailed photo scans. Higher settings take longer and create larger files, so use them when the source contains detail you need to preserve rather than automatically selecting the maximum (HP Support). These are HP recommendations, not a guarantee for every scanner or workflow.
Also verify the scan type and color setting. A text document, a color page, and a grayscale original may need different choices. HP advises matching the selected scan type and color or grayscale mode to the original (HP Support).

Check compression if the saved file looks worse
If the preview looks sharp but the saved scan looks soft, check whether the software is compressing the image to reduce file size. Compression can reduce image quality, according to HP (HP Support). Save a fresh copy with less compression, if the software offers that control, and compare it with the original.
For OCR, HP’s Scanjet 200/300 guide recommends minimum or disabled scanner compression for best results. That advice is specific to that scanner family; it is not a universal setting for all scanners (HP Scanjet 200/300 guide).

When basic fixes do not help
Make sure the scanner is on a stable, flat surface, then check the manual for model-specific calibration steps. Look for scratches or other visible damage on the scanning surfaces. If the same area remains soft after cleaning, flattening the original, correcting settings, reducing compression, and preventing movement, consult the manufacturer about service or hardware limitations.

For a persistent focus problem associated with CIS scanners’ limited depth of field, HP identifies CCD scanners as an option for higher quality requirements (HP Support). Treat that as a conditional equipment choice, not a first fix: an upgrade will not correct dirty glass, excessive compression, or an unrelated printer problem.
