When a real-time app already has enough computing power and bandwidth, reducing latency can make it feel more responsive than adding still more of either. That is because latency is the time between an action and its response, while extra capacity cannot remove every delay in the path. The advantage is conditional: compute still matters when it limits rendering or processing, and bandwidth still matters when a connection cannot carry the required data.
What low latency changes for a user
Latency is the time it takes data or a response to travel through a path. In an interactive app, the user notices the wait between an input and the visible or audible result: a button press, touch, mouse movement or head turn. A fast download-speed result says how much data a connection can carry; it does not, by itself, say how quickly an interaction will be answered.

That distinction matters once a service has adequate capacity. The Internet Architecture Board (IAB) explains in RFC 9318 (2022) that, past a point, adding bandwidth may not improve the user experience because bandwidth is no longer the limiting factor. In that situation, reducing latency can improve perceived responsiveness more than increasing capacity.

Why interactive apps expose delay
Cloud gaming and remote rendering
In cloud gaming, an input has to reach a remote game, be processed into an updated frame, and return to the player’s screen. The pipeline can include input capture, server processing and rendering, encoding, network transport, decoding and display. Each stage adds time, so a responsive connection alone cannot guarantee a responsive game. Meta describes these stages and its use of GPU encoding, hardware decoding and edge placement in its cloud gaming infrastructure overview. Meta says bringing the service closer to users can reduce latency even more significantly than moving the streaming pipeline to GPUs; that is an account of Meta’s system, not a universal ranking of optimizations.

The IAB calls cloud gaming an example of an application with a “fixed latency budget”: a sudden spike can affect whether a player wins or loses. RFC 9318 therefore emphasizes avoiding jitter as well as keeping delay low. Jitter is variation in latency over time. A tolerable average can still feel erratic when some responses arrive much later than others.
Buffered video versus interaction
Linear video can use a playback buffer to absorb some network variation while it plays. An interactive action, such as seeking or switching channels, has no equivalent wait-free trick: the user is waiting for the change to happen. The IAB discusses this difference in RFC 9318. A stream can therefore look smooth while still taking time to respond to controls.

Latency, bandwidth and computing power are different constraints
- Latency is delay along a path. A figure may describe one-way travel, a network round trip, or a full input-to-display response; those measurements are not interchangeable.
- Jitter is how much latency varies. Spikes can disrupt timing even when the average looks acceptable.
- Bandwidth is data-carrying capacity. It affects throughput and whether a service can sustain a target resolution, frame rate or quality, but more bandwidth does not automatically remove waiting time.
- Computing power affects how quickly a device or server can process work and produce frames. More power can help when rendering or processing is the bottleneck, but it cannot remove propagation distance, queueing, synchronization or display delay.
So “latency matters more” is not a claim that hardware or bandwidth never matters. It applies when those resources are already sufficient and the user’s main problem is waiting for an action to register.

| 112–403 ms | Input-to-display interactive latency measured on representative mobile cloud gaming platforms, even under good network conditions, in a 2025 USENIX study | A result for the platforms studied, not an industry-wide range. The same study reports that LoopTailor reduced latency by about 34%, to stably below 100 ms, on the platform and commodity Android devices it tested. See the USENIX study. |
| 27 percentage points on LTE; 15 percentage points on Wi-Fi | Google Research’s 2022 real-world A/B test of SQP against Copa on X’s AR streaming platform, measuring the share of sessions with high bandwidth and low frame delay | Specific to that platform and test, not a general performance guarantee. See Google Research’s SQP paper. |
| FTTH: 148 ms downstream, 207 ms upstream; cable: 103 ms downstream, 176 ms upstream; DSL: 194 ms downstream, 686 ms upstream | Example working-latency measurements reported by the IAB in RFC 9318, alongside lower idle measurements | Examples in the report, not current national averages or expected figures for every subscriber. See RFC 9318. |
These numbers answer different questions. Google’s INP concerns web-page responsiveness; the USENIX figures cover input through display in cloud gaming; an ISP or router ping commonly reports network round-trip time. Compare like with like, and do not treat a low idle ping as proof that the complete app responds just as quickly.

How to find the delay that matters in your setup
- Measure the interaction, if the app exposes it. Look for input-to-response or input-to-display timing rather than relying only on a network ping. For a web page, use the page-responsiveness metric relevant to that context; for remote gaming, a network-only figure omits rendering and display stages.
- Compare idle and busy conditions. Record latency when the connection is quiet, then repeat while normal household or workplace traffic is active. The IAB explains that router queues and cross-traffic can increase working latency relative to idle latency in RFC 9318.
- Watch variation and spikes as well as the average. A single average can hide inconsistent response times. Jitter is particularly important for applications with tight interaction timing.
- Check that capacity is actually sufficient. If the stream cannot sustain its target quality, frame rate or resolution, bandwidth may still be the constraint. If rendering or processing cannot produce frames quickly enough, compute remains relevant.
- Trace the whole path. Consider where computation occurs and the time spent on rendering, encoding, transport, decoding, synchronization and display. A problem may be outside the network segment that a ping measures.
What you can—and cannot—conclude from a network test
A high download-speed result establishes neither low latency under load nor fast end-to-end interaction. Conversely, a slow-feeling app does not prove that more raw power is needed: the delay could come from queueing, distance to the server, jitter, encoding or decoding, or the display pipeline. The IAB’s distinction between idle and working latency is useful because congestion can change the path’s behavior even when a quiet-connection test looks good.
Traffic-management settings such as SQM or QoS may be relevant when queued traffic is contributing to delay, but the cited sources do not establish that a particular consumer router will solve a given user’s problem. Diagnose the behavior under load before assuming new hardware is the fix.

A practical way to compare services or setups
- Does the response-time measurement include the display, or only network travel?
- How does latency change during typical household or workplace use?
- How large are jitter and occasional spikes, not just the average?
- Is there enough bandwidth for the chosen resolution, frame rate and quality?
- Where is computation performed, and which rendering, encoding, decoding or display stages add time?
- Can buffering hide delay, or must every user action produce an immediate response?
These questions help distinguish a capacity problem from a responsiveness problem. When capacity is adequate, the more useful improvement may be a shorter and more consistent input-to-response path—not simply a faster processor or a bigger bandwidth number.
