Teams also need permission-aware context, dependable tool connections, multi-step orchestration, evaluation, monitoring, human oversight, and controls for security and cost. The “infrastructure wall” is the work of building and operating that system around the model—not proof that prompts have stopped mattering.
What changes when an AI workflow moves into production?
A demo often asks a model for one answer. A production workflow may let one prompt initiate a chain of actions: retrieve enterprise information, call tools, update systems, and pass results to another step or person. Google Cloud says a single prompt can trigger hundreds of downstream actions in agentic workloads. As the number of actions grows, the consequences of missing context, a failed connection, or excessive permissions grow with it.

That is why a useful production design treats the prompt as one component in a larger workflow. The system must know which information the model may use, which actions it may take, how to detect a failure, and when a person should review or take over.
Prompt craft still matters
Prompts can shape instructions, output formats, and how a model approaches a task. IBM Research’s 2026 study of production agents found that 70% relied primarily on prompting off-the-shelf models rather than weight tuning. That finding is a reason not to call prompting obsolete. It does not show that prompting alone provides the context, controls, or operational safeguards a workflow needs.

The broader system carries the operational burden
Jay Parikh, Microsoft’s Executive Vice President of CoreAI, summarized the systems perspective this way: “What determines success is the system around the AI: how agents are built and deployed by engineering teams, how they’re contextualized in the enterprise, how they’re governed and observed in production, and how they improve safely over time.” This is an executive viewpoint, but it captures the distinction: model behavior is only one part of the production problem.
Which capabilities have to surround the model?
A practical way to understand the infrastructure wall is to separate what a prompt can influence from what the surrounding system must provide.
Rank #2
| Production need | What the surrounding system must handle |
|---|---|
| Relevant context | Retrieve the information needed for the task and restrict access according to permissions; a prompt cannot grant legitimate access to enterprise data. |
| Tool and system connectivity | Connect to the services where work happens, pass inputs and outputs reliably, and handle unavailable or unsuccessful calls. |
| Multi-step orchestration | Coordinate actions in the right order, track workflow state, and define what happens when a step fails or needs a person. |
| Identity, governance, and security | Establish who or what is acting, what it is allowed to do, and how those permissions are governed. |
| Evaluation and monitoring | Check outcomes against task requirements and observe behavior after deployment, including the model calls, tools, and workflow steps involved. |
| Human oversight | Set review and intervention points for decisions or actions that should not proceed automatically. |
| Cost and scale controls | Track and manage the operational cost of model use and downstream activity as workload and usage change. |
AWS’s Well-Architected Agentic AI Lens, revised June 10, 2026, spans infrastructure and memory, orchestration, and operational reliability, security, and cost-effectiveness. Google Cloud’s guidance emphasizes a centralized control plane for agent permissions, identity, and workflows. These are platform and architecture perspectives, not a neutral comparison proving one design or vendor is best.
Why is reliability still difficult?
More capable models do not remove the need to manage uncertainty across a workflow. A model can produce an unsuitable answer, a tool can fail, context can be incomplete, or an action can require judgment that should remain with a person. Production reliability depends on detecting and handling those conditions—not merely phrasing the initial instruction more carefully.

- A POWERFUL PLATFORM FOR AI — Apple silicon, and every major component that powers it, is designed to run demanding AI workflows like running huge LLMs, directly on device.
IBM Research identifies reliability as the top development challenge in its study and reports that teams address it through systems-level design. The study also found that 68% of the production agents it studied execute at most 10 steps before human intervention, while 74% primarily depend on human evaluation. These figures describe the study’s agents; they are not universal rates for all production AI systems. They do, however, underline that human review and limited autonomous execution remain part of measured production practice.
Monitoring does not end at launch. NIST’s March 9, 2026 report frames challenges to monitoring deployed AI systems as a distinct post-deployment concern. Teams need ways to observe what a workflow does in real use and to notice when behavior or outcomes need attention. A prompt edit may address one behavior, but it does not by itself create that monitoring capability.

How should a team compare infrastructure options?
Whether evaluating a platform or assembling components internally, compare the capabilities against the workflow’s actual risks and operating requirements. The AWS, Google Cloud, and NIST materials support these decision areas, but do not establish a universal architecture or commercial winner.

- Orchestration: Can the system coordinate the required sequence of actions, retain workflow state, and recover or stop safely when a step fails?
- Context and connectivity: Can it retrieve relevant enterprise data and connect to required systems while respecting the permissions that apply to each task?
- Identity, governance, and security: Can you define and enforce what agents, users, and tools may access or change?
- Observability: Can operators trace model calls, tool activity, and workflow steps well enough to investigate an unexpected outcome?
- Evaluation: Are outcomes checked against meaningful task criteria, and can evaluation failures inform changes to prompts, workflows, or controls?
- Human review: Can you specify where a person must approve, evaluate, or take over work?
- Cost and operating scale: Can you understand and control costs as model calls and downstream actions grow?
Apply these questions to a representative workflow, including its failure cases—not just its successful demo path. The comparison should reveal which responsibilities a platform covers, which remain yours, and how the handoffs between components will be operated.

What do the available figures say—and not say?
Several reported statistics help describe current practice, but their scope matters:
- 78%: Google Cloud’s 2026 State of AI Infrastructure report says this share of organizations source their generative AI solutions directly from their primary cloud partner, a 30-percentage-point increase from 2025. This is the report’s finding, not a universal market census.
- 70%, 68%, and 74%: IBM Research’s 2026 study reports these findings for the production agents it studied: primary reliance on prompting off-the-shelf models rather than weight tuning; execution of at most 10 steps before human intervention; and primary dependence on human evaluation, respectively.
- 130 engineers: Inngest’s May 5, 2026 AI in Production benchmark report is based on a vendor survey of 130 backend, full-stack, and AI engineers. That sample size is not an estimate of industry-wide prevalence.
The figures come from different sources and describe different populations or research designs; they should not be treated as directly comparable measurements. None establishes that a particular infrastructure vendor, model, or architecture will make a given workflow reliable.
What is the practical takeaway for a pilot?
Keep improving prompts where they affect task behavior, but do not treat prompt quality as a substitute for production engineering. Before expanding a pilot, map the data and systems it touches, define permissions and human checkpoints, plan for failed steps, decide how outcomes will be evaluated, and establish how the deployed workflow will be observed and its costs controlled. The prompt belongs inside that plan; it is not the plan itself.
