Phishing emails can feel more believable after a data breach because exposed personal details may help scammers tailor a familiar-looking story to you. A message that mentions your employer, an account, a payment, or the breach itself still does not prove the sender is legitimate. Verify it through a channel you already know is genuine, not through the message.
Why am I getting emails that know so much about me?
Phishing is a deceptive message designed to impersonate a trusted person or organization and prompt you to share information, click a link, or open an attachment. CISA defines spearphishing as phishing targeted at an individual by including key information about them. A breach can expose details that might help someone make a message more specific, but that does not mean every breach leads to targeted phishing or that the exposed data proves a particular email is connected to the breach. Scammers commonly use pretexts such as suspicious account activity, a payment problem, an invoice you do not recognize, or a request to confirm personal or financial information. Personal context can make one of these stories sound plausible. A familiar company name or a detail that appears accurate can be copied or misused; neither establishes who sent the email. The FTC advises organizations responding to a breach to tell consumers what information was exposed and how the organization will contact them in the future. Clear contact instructions can help people avoid phishing tied to the breach. That makes the breach notice a useful reference—but an unexpected email is not verified simply because it repeats information from the notice. How can I tell if an email about the breach is real?
Do not treat the message itself as proof. Avoid clicking unexpected links, opening attachments, or entering credentials or financial details in response. If a request might be legitimate, reach the organization independently using its known website or a phone number from a trusted source. - Compare the message with the breach notice: Does it match the notice’s description of what was exposed and how the organization said it would contact you?
- Look up the organization’s website yourself or call a number you already trust. If you need to check an account, sign in through that independently reached site or app.
- Verify a request outside the email thread, even if it uses a real name, account detail, or urgent-sounding explanation.
Urgency and surprise are reasons to pause and check independently, not proof on their own that a message is fraudulent. The FTC’s advice is to contact the company or bank through a phone number, email, or website you know is real if the message could be legitimate. FTC phishing guidance

What should I do if a phishing email mentions my account or personal details?
- Do not interact with the message. Do not click its unexpected links, open attachments, or provide login, payment, or other sensitive information.
- Check the claim independently. Use the organization’s known website or a trusted phone number, then ask whether the message and requested action are genuine.
- Match your response to the exposed information. The FTC directs consumers to IdentityTheft.gov for guidance after a breach. If your Social Security number was exposed, FTC guidance recommends obtaining free credit reports and checking for accounts you do not recognize. FTC, “What To Do After a Data Breach”
- Protect account access. Turn on multi-factor authentication where available. A one-time code or security key can provide a second factor and make account access harder for someone who has your username and password. MFA does not make a phishing email safe; check that the service and your devices support a security key before choosing one. FTC phishing guidance
- Report the message. The FTC advises reporting phishing emails to the Anti-Phishing Working Group and the FTC. FTC phishing guidance
What the available figures do—and do not—show
The FTC said email was the top method scammers used to contact people in 2024. That is general context about scam contact methods, not a measurement of phishing after a data breach. The cited guidance does not quantify how much a breach changes an individual’s chance of receiving or falling for a phishing attempt. FTC, April 2025
