Not automatically. Wanting to watch a video privately does not, by itself, give you permission to copy it. Whether a download is lawful depends on your country, the video’s copyright status, who authorized the copy, the platform’s terms, and whether your method bypasses technical access controls.
Why personal use does not settle the question
Downloading a video usually makes a copy. Copyright owners generally control reproduction of their protected works, so copying a protected video without authorization can raise an infringement issue even if you keep the file to yourself. The U.S. Copyright Office explains that unauthorized downloading may infringe reproduction rights, and in some circumstances distribution rights as well.

That does not mean every private download is unlawful. A copy may be authorized by the rights holder, offered through a platform feature, allowed by an applicable license or exception, or outside copyright protection. The facts and the law where you are matter.

Check these four things before downloading
- Your country’s law: Copyright exceptions and rules about bypassing access controls differ by jurisdiction.
- Authority to copy: Look for permission from the rights holder, an applicable open license, public-domain status, or a download feature that covers the video.
- The source and method: A creator-provided file or a service’s official offline feature is different from extracting a stream or bypassing a technical restriction.
- What you will do with the copy: Private viewing is different from reposting, sharing, commercial use, or incorporating the video into another work. Those later uses may raise additional copyright or contractual issues.
Is downloading a video illegal if you don’t share it?
Not sharing may matter to the overall circumstances, but it is not a general exemption from copyright law. In the United States, fair use is evaluated case by case under four statutory factors:

- Purpose and character: This includes whether the use is commercial or nonprofit educational, and whether it adds a new purpose or meaning.
- Nature of the work: The type of copyrighted work matters.
- Amount and substantiality: Both how much is copied and the importance of what is taken are relevant.
- Market effect: The analysis considers effects on the potential market for or value of the work.
Criticism, comment, news reporting, teaching, scholarship, and research are examples of purposes named in U.S. law, not automatic safe harbors. The U.S. Copyright Office says there is no fixed number of seconds or percentage that guarantees fair use; whether a particular use qualifies depends on all the circumstances. Merely calling a download personal or noncommercial does not answer the four-factor question.
Can I download YouTube videos for personal use?
YouTube’s rules and copyright law are separate checks. YouTube says creators generally hold copyright in their original videos and identifies permission, Creative Commons terms, public-domain status, and applicable copyright exceptions as possible bases for use. The rules vary by country.

The UK version of YouTube’s Terms of Service effective March 17, 2025 restricts downloading except where the service permits it, YouTube and any relevant rights holders have authorized it in writing, or applicable law permits it. The terms also restrict interfering with features that prevent or limit copying. The service’s terms do not by themselves decide whether a download infringes copyright under local law.

YouTube’s official download help says you can download videos you uploaded through YouTube Studio, but not other users’ videos through that feature. It also offers offline viewing in the YouTube app with Premium. Availability and eligibility can depend on the video, market, and current service terms.

Can I save a video to watch offline?
If a platform offers an official offline-viewing feature for a video, using that feature is the clearest route to offline playback within the service’s rules. It provides service-bound access; it is not necessarily permission to save an unrestricted file, keep it indefinitely, or reuse it elsewhere. Check the platform’s current conditions for the video and your location.
A third-party extraction method is not made lawful simply by intending to watch privately. If it bypasses a password, encryption, or another technical measure controlling access, that can raise a separate legal issue in addition to copyright and platform terms.

How the answer differs by country
United States
U.S. copyright law gives owners exclusive rights that can include reproducing protected works. The fair-use factors described above may apply, but there is no blanket personal-copy exception established by the sources cited here. Separately, Section 1201 of the U.S. Copyright Act prohibits circumvention of certain technological measures controlling access to copyrighted works. The U.S. Copyright Office gives bypassing a password to access a subscription video-streaming service as an example. This is a distinct question from whether your intended viewing is private.

Canada’s Copyright Act permits certain reproductions for private purposes only if specified conditions are met. Among them, the source copy must not be infringing and must have been legally obtained, the user must not circumvent a technological protection measure or give the reproduction away, and the copy must be used only for private purposes. A separate provision covers recording a broadcast for later viewing but excludes works received through an on-demand service. These rules do not amount to blanket permission to download any online video.
United Kingdom
The current UK position is not established here. A version of the Copyright, Designs and Patents Act surfaced with personal-copying text, but that page was dated November 3, 2021; that historical text is not enough to establish the present law. Check current UK guidance or obtain local legal advice before relying on a private-copying exception.
A practical decision path
- Identify where you are and what law applies. Do not assume that a rule described for the United States or Canada applies in another country.
- Check whether the video is protected and who controls it. Look for the creator’s permission, a license, public-domain status, or a platform feature that expressly enables the copy or offline playback.
- Read the service’s current terms. Copyright permission and permission to use a platform in a particular way are not interchangeable.
- Do not bypass access controls. If the video requires a subscription or other access control, use the service’s authorized viewing options rather than trying to defeat that control.
- Keep the planned use within the permission you have. Permission to watch offline does not necessarily include permission to redistribute or repurpose the video.
If any of those checks is unclear, the safer choice is to stream through the authorized service or ask the rights holder for permission.
