Crude oil getting cheaper does not guarantee an immediate or equal drop in petrol prices. The pump price also reflects the cost of refining and delivering finished fuel, taxes, exchange rates, local supply and demand, and the timing of purchases and price updates. A slow decline by itself does not prove that a retailer is withholding savings: the cause depends on which prices and market conditions you compare.
How crude oil becomes a pump price
Think of the price chain as crude oil → refined petrol → wholesale or terminal price → distribution and retail → pump price, with taxes applied under each jurisdiction’s rules. Every step can add costs or margins, and the crude benchmark a driver sees may not match the oil’s grade, location, currency, or delivery date relevant to local fuel.

The U.S. Energy Information Administration (EIA) identifies crude oil, refining costs and profits, distribution and marketing, and taxes as components of gasoline prices. The European Central Bank (ECB) likewise distinguishes crude, refining and distribution margins, and taxes in its euro-area analysis. EIA: Factors affecting gasoline prices; ECB: From well to pump: how fuel prices are formed.
Finished petrol has its own price and market. Refinery outages, seasonal fuel specifications, blending requirements, shipping, and terminal access can affect how much petrol is available and what it costs, even when crude eases. The EIA notes that gasoline characteristics and refining costs vary by region and season. The ECB’s 2026 analysis also describes refining margins amplifying a crude-price shock, rather than simply passing it through unchanged.

Why a drop can take time to reach the pump
Fuel is bought and moved through stages
Crude-price changes move through refining, wholesale transactions, distribution, and retail. Inventory and delivery schedules mean the fuel being sold today may have been purchased or produced when prices were different. The delay depends on the market and on the stage being measured—not just on the latest crude quote.
The ECB describes crude-to-pre-tax-pump pass-through in the euro area as typically fast but taking one or two months. The Reserve Bank of Australia (RBA) says Australian oil-price changes generally flow through within up to one to two weeks. These are regional estimates, not a universal timetable; refinery or shipping disruptions can make local prices diverge from crude movements. RBA: The Impact of Higher Global Energy Prices on the Australian Economy.
Petrol can stay expensive even as crude falls
Crude is an input, not a complete measure of the cost of finished petrol. If refinery capacity is constrained, a plant is offline, or seasonal fuel requirements change, refined-product prices or margins may remain high while crude prices decline. A mismatch between the crude benchmark and the local fuel market can also make the comparison misleading.

Fixed per-litre or per-gallon taxes do not fall just because crude does. Percentage-based taxes and other levies follow their own rules. As a result, a percentage change in crude need not produce the same percentage change in the final pump price. In markets where crude is priced in a foreign currency, exchange-rate movements can also raise or reduce the local-currency cost.
For a U.S.-specific illustration, the EIA reported federal gasoline taxes and fees totaling 18.40 cents per gallon and average state taxes and fees of 33.55 cents per gallon as of January 2026. Those figures are not a guide to taxes elsewhere.
Does petrol fall more slowly than it rises?
In some markets and datasets, retail petrol prices have been found to respond more quickly to wholesale increases than to wholesale decreases. This pattern is often called “rockets and feathers.” It is an observed result in particular studies, not a rule that applies to every country, retailer, or price cycle.

A Federal Trade Commission study of U.S. data found that retail prices rose, on average, more than four times as fast as they fell in response to wholesale rack-price changes. The FTC cautions that results depend on geography, aggregation, and the price series being compared. The Bureau of Labor Statistics discusses timing, local competition, and consumer behavior as possible contributors; a lag alone does not identify the cause. FTC: Asymmetric Pass-Through in U.S. Gasoline Prices; BLS: As crude oil plunges, retail gasoline margins spike, then retreat.

To judge whether margins or competition are contributing in a particular market, the comparison must account for timing, costs, and how the margin is calculated. For example, the UK Competition and Markets Authority (CMA) reported average retail fuel margins of 10.3 pence per litre in February 2026 and 10.7 pence in March, broadly unchanged and close to or equal to the 2025 average of 10.7 pence. It also said margins remained above historic levels and that competition concerns persisted. Its monitoring used confidential financial information from large firms representing about 40% of UK petrol stations; it is evidence about that market, not proof about retailers elsewhere. | Market | What the source reports | How to interpret it |
|---|---|---|
| Euro area | The ECB describes crude-to-pre-tax-pump pass-through as typically taking one or two months and being complete in levels. It says an additional €0.10 per litre in crude usually translates into €0.10 per litre more in pre-tax pump prices. | This is a euro-area relationship in levels, not a promise of equal percentage changes or an identical timetable elsewhere. |
| Australia | The RBA says global crude prices account for around 40% of Australia’s final retail fuel price and changes generally flow through within up to one to two weeks. | The share and lag are Australian estimates; disruptions can alter local pass-through. |
| United States | The EIA reports federal gasoline taxes and fees of 18.40 cents per gallon and average state taxes and fees of 33.55 cents per gallon, as of January 2026. | These tax figures are U.S.-specific and do not describe the tax mix in other countries. |
| United Kingdom | The CMA reported margins of 10.3 pence per litre in February 2026 and 10.7 pence per litre in March 2026, broadly unchanged and near or equal to the 2025 average of 10.7 pence. | The figures come from the CMA’s UK monitoring, not a global margin measure. |
The St. Louis Federal Reserve published a separate U.S. scenario in August 2026: if oil had returned to its pre-conflict level by 20 July and then stayed flat, its model estimated gasoline would take about six months to get within 25 cents of its pre-conflict price. The authors explicitly describe this as a hypothetical illustration, not a forecast. Federal Reserve Bank of St. Louis: When Oil Prices Drop, Why Do Gasoline Prices Stay Elevated?.
What drivers can check
A single crude benchmark cannot tell you what your next fill-up will cost. Check current pump prices in your area and compare nearby stations; national averages can obscure local differences, and posted prices may change. In the UK, the CMA said Fuel Finder data is used by apps and websites and reported that local variation could allow savings of up to £9 per tank by shopping around. That is a UK-specific potential saving, not a guarantee for every driver. Elsewhere, use a relevant local official source or price-comparison service and check when its prices were last updated.
