PCBs remain in old equipment, building materials, waste, soil and sediment, and some can still be generated unintentionally by particular industrial processes. But continuing to find PCBs—including PCB-11—does not prove that total pollution is rising. The answer depends on where and what is measured.
Why are PCBs still around after they were banned?
Polychlorinated biphenyls (PCBs) are a family of man-made chemicals, not one uniform substance. They were used in electrical equipment and commercial materials. Bans curbed or stopped production and uses; they did not retrieve chemicals already released into the environment or instantly remove those still contained in equipment and products.

In the United States, the Environmental Protection Agency says PCBs were manufactured domestically from 1929 until manufacturing and importation were banned in 1979. That date describes US policy, not a worldwide ban date. Older equipment and materials may still contain PCBs, including transformers, capacitors, fluorescent-light ballasts, caulking, paints and plastics. The EPA’s overview of PCBs explains the US ban and legacy uses.
Historically, some uses enclosed PCBs in equipment such as transformers and capacitors; other applications put them in materials such as paints and sealants, which could be more readily released. The United Nations Environment Programme estimates that 1 to 1.5 million tonnes of PCBs were produced worldwide since the late 1920s. That is an estimate of historic production, not a measure of current contamination or its direction. UNEP’s PCB overview describes these uses and the global issue.

International targets do not mean the cleanup is complete. UNEP describes the Stockholm Convention framework as requiring elimination of PCB use in equipment by 2025 and environmentally sound management of contaminated waste liquids and equipment by 2028. These are treaty goals and obligations, not evidence that every country has met them.
Can PCBs still be generated today?
Yes, as an unintended by-product of some processes. The EPA says US rules allow certain inadvertent PCB generation under defined conditions and reporting requirements. Pigment and dye manufacture is the most frequently reported process class in its data.

What PCB-11 does—and does not—show
PCB-11 is associated with the manufacture of diarylide yellow pigments. Its presence in environmental samples is relevant evidence of an ongoing unintentional source. It does not, by itself, show that all PCB pollution is increasing, or establish that modern products generally contain dangerous levels. The EPA’s information on inadvertent PCB generation describes the regulated context and reported processes.

PCB-11 findings also need to be distinguished from measurements of legacy PCB mixtures. A study of one congener, source or location cannot stand in for every PCB, environmental medium or region. A Chesapeake Bay Trust research report discusses legacy contamination and PCB-11 in relation to land use and pigment manufacturing.

Are PCB levels still going up?
There is no single comparable global time series in the cited evidence that establishes whether total PCB pollution across air, water, soil, sediment, food and people is now higher or lower than before bans. Different indicators answer different questions, so they should not be treated as interchangeable.

For environmental contamination, the relevant questions are where samples were collected, which medium was tested, which PCBs were counted, and which years were compared. A local hotspot or a change following remediation can diverge from a broader trend. The EPA’s historical review discusses environmental and food trends alongside local remediation context. Why can PCBs persist—or decline at different rates?
Persistence and breakdown vary with PCB chemistry and environmental setting. NOAA describes breakdown by sunlight or microorganisms, with the process depending on the type of PCB and its location. A PCB in one setting may not behave like a different congener in another. NOAA’s PCB overview explains these breakdown factors and the history of environmental releases.

What should a concerned reader do?
These broad findings do not establish that personal exposure is rising everywhere. If the concern involves a suspected contaminated site, older building materials or occupational exposure, seek advice from the relevant public authority or a qualified environmental professional in your jurisdiction. The appropriate response depends on the site and the material; the evidence here does not justify a general recommendation to buy a home test kit or filter.
