OPEC+’s review of members’ oil-producing capacity missed its end-of-September 2026 target, with one source telling Reuters it was expected to finish by mid-November. The reported reasons are war-related delays to capacity-expansion projects in some Middle Eastern member countries and missing data submissions from some members. Reuters said OPEC had not immediately responded to a request for comment, so the revised timetable and explanation are not an official public confirmation.
What has been delayed?
The delayed exercise is an assessment of how much oil each OPEC+ member can produce sustainably. Reuters reported that the group ordered the review in late 2025 to provide an updated independent assessment for negotiations over 2027 output targets. It is an input to quota talks, not a decision assigning quotas.

Some members had not submitted data
The same sources said some members had not provided required review data. Reuters did not name those members. It also reported that OPEC had not immediately responded to its request for comment, so the reasons and revised timing should be treated as source-reported, not formally confirmed by the group.
How capacity assessments can affect 2027 quotas
A capacity estimate measures sustainable production potential. A quota is a negotiated output target, and actual production or exports can be lower when infrastructure, conflict or shipping constraints intervene. The assessment could therefore shape bargaining: a country assessed as having less sustainable capacity could face pressure to accept a smaller allocation, while a country that expanded capacity could argue for a larger one. Those are possible negotiating effects, not confirmed outcomes of this review.

Quota disagreements predate the delay. Reuters reported that the UAE had sought a higher quota to reflect rising capacity before leaving the alliance in May, while Iraq was also seeking a higher quota and had considered leaving OPEC. A production target does not guarantee that the corresponding barrels will be produced, exported or delivered. In July 2026, the Associated Press reported that seven countries planned a combined increase of 188,000 barrels per day for August, while describing how war-related disruption in the Strait of Hormuz limited the practical effect of announced increases. That figure was a planned increase for that period, not a measure of the delayed review or a promise of additional supply reaching the market. Associated Press, July 2026
