Why Oil Prices Can Fall While Gasoline Prices Stay High

Gasoline prices reflect more than crude oil. Refining margins, product supply, timing, taxes, seasonal blends and regional conditions can keep pump prices high after crude falls.

Falling crude prices do not guarantee an immediate, equal drop at the gas pump. Crude is only one input: wholesale gasoline prices, refinery margins, fuel supply, transportation, taxes, seasonal blends and local market conditions also shape what drivers pay. Retail prices typically adjust after spot prices, and tight gasoline supplies can keep the refined product expensive even when crude is cheaper.

From crude oil to the pump: several prices are involved

When people say “oil prices,” they usually mean a crude-oil benchmark. The pump price is for finished gasoline, which moves through a chain: crude oil, refinery processing and wholesale sales, terminals and transportation, then retail stations. Each stage has its own supply, demand, inventory and logistics conditions.

The U.S. Energy Information Administration (EIA) breaks the retail price into crude oil, refining costs and profits, distribution and marketing, and taxes. These are components, not fixed markups: businesses can make profits or losses, and costs and margins change. In the EIA methodology, crude is represented by the monthly average composite refiner acquisition cost, spot gasoline is used as a proxy for the value of gasoline leaving a refinery, and distribution and marketing is calculated as a residual. That residual is not a measure of station profit alone.

Why pump prices do not fall in step with crude

Crude is a major input, not the whole gallon

A decline in crude can lower one important cost, but it does not automatically reduce refinery, distribution, marketing or tax components. If those costs or margins rise, or stay elevated, they can offset some or all of the crude-price decline.

Wholesale gasoline can remain expensive relative to crude

A gasoline crack spread is the difference between a wholesale gasoline price and a crude-oil price. Traders and analysts use it as an indicator of refining margins; it is not a direct measure of every refinery’s net profit. If gasoline supply is tight, its wholesale price—and therefore the crack spread—can remain high while crude falls.

In a September 4, 2026 analysis, EIA said the New York Harbor gasoline crack spread had averaged about $1 per gallon higher since May than in 2025, when it peaked around 60 cents per gallon. EIA attributed the elevated spread primarily to tight global gasoline supplies, associated with refining disruptions in Russia, China and the Middle East. These figures describe that market and period, not the current spread.

The same EIA analysis reported that since March 2026, total U.S. gasoline imports, including finished gasoline and blending components, were 32% below the 2021–2025 five-year average. EIA said higher prices and tight international supplies increased import costs and demand for U.S. gasoline exports. This illustrates why gasoline’s own supply-and-demand balance can diverge from crude’s.

In its October 5, 2026 review of the third quarter, EIA reported that the quarterly average gasoline crack spread was more than double its year-earlier level, despite easing in the second half of the quarter, amid tight global supply. U.S. refinery utilization averaged 95% in 3Q26. Both are observations for that quarter, not permanent conditions.

Retail prices adjust after spot prices

Wholesale and retail prices are measured at different points in the supply chain and do not change at exactly the same time. EIA warns in its pump-component methodology: “Since there is typically a lag between when the spot price changes to when the retail price changes, the refining costs & profits component and the distribution & marketing costs & profits component can vary from month to month.”

That timing can make the apparent shares of the pump price shift as retail prices catch up. EIA does not specify one universal number of days for the lag, so it is not accurate to claim that every station takes a fixed number of weeks to pass on a price change. The timing evidence also does not establish that retailers are deliberately withholding price cuts.

The crude benchmark may not match the local market

Not every crude price is equally relevant to every gasoline market. A 2014 EIA analysis of U.S. regions found that Brent, an international crude benchmark, was more important to U.S. gasoline prices than WTI, a domestic benchmark, in the regions studied. EIA also describes gasoline as a globally traded commodity. This is useful context for understanding the relationship, but it is not evidence about the current Brent–WTI price difference.

Why prices vary by season and place

Gasoline is not a single uniform product everywhere. Formulations can differ by season and region to reduce air pollution, and EIA says gasoline demand usually rises in summer. Refinery capacity, supply disruptions, import availability, transportation routes, local competition and station costs can also vary by location.

Taxes create another geographic difference. EIA lists the U.S. federal motor-gasoline tax as 18.40 cents per gallon: an 18.30-cent excise tax plus a 0.1-cent Leaking Underground Storage Tank (LUST) fee. EIA reported average state gasoline taxes and fees of 33.55 cents per gallon in January 2026. Local sales or municipal taxes can add further variation. These are U.S. figures with the dates stated; taxes differ by jurisdiction.

One illustration of regional variation: on the Monday before Labor Day 2026, EIA reported regular gasoline averaging $5.21 per gallon on the West Coast, $4.27 in the Rocky Mountains, $3.62 on the Gulf Coast and $4.07 for the United States overall. Those are prices for that specific date, not typical or current prices.

How to tell what is driving a particular price move

To assess why gasoline in a particular place is not following a headline about falling oil, compare like with like and look beyond a single crude quote:

  1. Identify the crude benchmark. Check whether the quoted price is Brent, WTI or another relevant crude measure, and note the dates and averaging period.
  2. Check wholesale gasoline. Compare a gasoline price for the relevant market or hub with crude prices for the same period. A rising crack spread points to gasoline becoming more expensive relative to crude, but does not reveal each refinery’s profit.
  3. Look at product supply. Consider refinery disruptions, gasoline inventories, imports and exports, and transportation constraints. These can tighten gasoline availability independently of crude.
  4. Account for timing. Distinguish daily, weekly and monthly averages. A pump-price series may not yet reflect a recent move in spot markets.
  5. Compare the same location and season. Regional fuel rules, seasonal demand and tax differences make one city or state a poor stand-in for another.
