A password manager should let administrators manage the service without giving them a hidden route to read every user’s private passwords. That distinction matters because a vault concentrates many credentials in one place: if someone can expose its contents, the consequences can extend across a user’s accounts.
“God mode” is a useful shorthand for unrestricted access, not a formal password-manager feature. The practical goal is to limit who can access plaintext, make recovery rules clear, require multi-factor authentication (MFA) where supported, and audit privileged actions.

Why unrestricted access is a serious risk
A password manager stores credentials that would otherwise be difficult to remember and reuse safely. That convenience also makes its vault valuable: the National Cyber Security Centre (NCSC) warns that a successful attack could provide access to all passwords stored by a user, and the National Institute of Standards and Technology (NIST) describes password-manager vaults as high-value targets because they contain information valuable to cybercriminals.
An unrestricted administrator account, compromised recovery process, or exposed provider-side control could therefore magnify the impact of one security failure. This is a risk argument, not evidence that every password manager has a way for staff to decrypt customer vaults. The reviewed guidance does not establish that all products work alike.

Can an administrator see my passwords?
In an organization, administration and reading individual secrets should be separate jobs. Administrators may need to manage users and groups or trigger a password reset; that does not mean they should be able to read every person’s private vault.
The NCSC password manager buyers guide says: “Administrators should not be able to see or use individual passwords (unless they are part of a shared password group), but may have the ability to trigger a password reset.” It also says: “Administrator access should be audited.” NIST SP 800-171 Rev. 3 supports the broader principle of least privilege: grant only the access needed for assigned tasks, then review and remove or reassign privileges when they are no longer needed.

Shared credentials are a distinct case. People who are authorized to use a shared password group may need access to the credentials in that group; this is not a reason to expose unrelated personal vaults.
What should an organization check?
Before adopting or renewing an organizational password manager, ask for clear answers to these questions. Do not infer a product’s behavior from the word “administrator” or from a general security claim; verify the current product documentation and configuration.

- Visibility: Can an administrator view or use individual passwords, or only manage membership and trigger resets? What happens to shared-group credentials?
- Audit trail: Are privileged actions and shared-password access logged, and can the organization review those logs?
- Recovery: Who can recover an account, what does recovery restore, and can it expose existing vault contents?
- MFA: Is MFA supported, and can it be required for cloud-sync access and sensitive or privileged accounts?
- Separation and exports: Can work and personal vaults be kept separate? How are exports controlled?
- Operational fit: Does the service support the organization’s platforms, handle autofill carefully, receive timely vulnerability fixes, and provide secure exports?
These checks are selection criteria, not a claim that any particular product has been independently assessed against them.
What happens if I forget my master password?
Recovery is not one uniform feature. Depending on the design, it may involve another authorized user, an organization administrator, or the provider. The key question is whether the process merely restores account access or can also decrypt the existing vault.

A reset that lets someone use the account again without restoring old encrypted vault data is different from a recovery path that can reveal existing contents. Check the provider’s current documentation to learn which applies; the guidance cited here does not establish the behavior of specific products.

There is a real trade-off. NIST advises avoiding managers that allow recovery of the master password, warning in its Digital Identity Guidelines FAQ: “Any compromise of the master password through account recovery tools can compromise the entire password vault.” NCSC, meanwhile, notes that losing a decryption key may mean losing access to saved passwords and advises weighing recovery risks against the consequences of losing vault access. With a strict model, users who lose the master password or decryption key may have to reset accounts rather than recover the old vault.

Use MFA and limit privileged access
MFA adds a layer beyond a password. NCSC advises using it on cloud-sync password managers and when a vault protects privileged or other sensitive accounts; NIST’s FAQ also advises using MFA where available. A physical security key is one possible MFA route, but compatibility depends on the chosen manager and its current authentication support.
MFA does not replace restricted administrator privileges, careful recovery design, or audit logs. Those controls address different ways an account or vault might be exposed.
What NIST does—and does not—say about password managers
NIST has not explicitly recommended password managers in SP 800-63B. Its FAQ says they can improve security and convenience, and that verifiers should permit pasting so people can use them. That is not a blanket endorsement of every manager or recovery design.
