The applicable rules depend on division, timing and the athlete’s circumstances. If a school determines an athlete is ineligible, it must withhold them from competition; the school—not the athlete acting alone—submits any NCAA reinstatement request. If you have an active case, contact your school’s compliance office first.
What does NCAA ineligibility mean?
Eligibility is not a single NCAA status governed by one rule. An athlete may be trying to establish initial eligibility to compete in college, maintain continuing eligibility while enrolled, or resolve a restriction caused by a transfer, violation or drug-test penalty. A problem in one category does not automatically mean the same rules or remedy apply in another.

The school applies the relevant requirements to the athlete’s record and circumstances. NCAA rules can also vary by division and change over time. The NCAA’s initial eligibility guidance describes differences among Division I, II and III; an athlete’s compliance office can identify the specific rule and version relevant to a case.
Common reasons athletes may be ineligible
| Issue | What may affect eligibility | Important distinction |
|---|---|---|
| Initial academic eligibility | Coursework, grades, core-course GPA, transcripts and proof of graduation. | Division I and II use the NCAA Eligibility Center for academic and athletics eligibility certification. Division III schools set campus academic standards; NCAA guidance describes NCAA certification of athletics eligibility for Division III international student-athletes. |
| Continuing academic progress | Credits earned, progress toward a degree and other academic requirements. | The benchmarks cited below are for Division I; they should not be applied automatically to other divisions or individual cases with special circumstances. |
| Transfer | Academic standing at the prior school, progress toward a degree and applicable transfer requirements. | Transfer does not mean automatic eligibility or automatic ineligibility. The applicable division rule and the athlete’s academic record matter. |
| Violation or other athletics-related issue | The facts of a potential violation and the athlete’s role may prompt the school to assess whether eligibility is affected. | Reinstatement is separate from enforcement, which focuses on the school and other involved parties. |
| Drug-test positive | The substance category, testing program, penalty and any prior positive can affect the consequences. | The process and consequences differ by case; current NCAA guidance and the school’s compliance office are essential. |
What academic progress does Division I require?
NCAA Division I academic guidance states that athletes must continue to meet academic requirements to practice, compete and receive athletics aid. The guidance lists these general credit and degree-progress benchmarks:

These are Division I benchmarks, not universal rules for every NCAA athlete. Consult the school about how the applicable requirements interact with the athlete’s degree program, academic record and circumstances. See NCAA Division I Academics.
How can a transfer affect eligibility?
A transfer can affect both academic progress and athletic eligibility, so a change of school should be assessed under the athlete’s division-specific rules before assuming they can compete. A Division I rule change adopted in 2024 allows immediate eligibility for transfers who meet specified criteria, including leaving the previous school academically eligible and in good standing and meeting progress-toward-degree requirements at the new institution. It does not make every transfer automatically eligible.

What changed under Division I’s 2026 age-based model?
On June 23, 2026, the NCAA reported that Division I had adopted an age-based eligibility model with staged implementation and transition rules. The NCAA explainer says a five-year period is generally available to athletes who meet the model’s entry-timing conditions; other academic and athletics requirements still apply. The announcement also described transitions for certain current athletes and incoming cohorts, so the new model should not be treated as identical for every athlete immediately.

Eligibility under this change depends on the athlete’s cohort and applicable transition provisions. Check current NCAA guidance with the school before applying the model to an individual case. The NCAA’s June 23, 2026 announcement and Division I and II Age-Based Eligibility Rules provide further details.
How does NCAA reinstatement work?
Reinstatement is an institutional process, not an athlete’s direct request to the NCAA. If a school determines that a matter makes an athlete ineligible, it must apply the eligibility rule and withhold the athlete from competition. The school decides whether the facts warrant asking the NCAA to restore eligibility.

- Disc only. Original case and manual not included. Will come packaged in a generic case.
- This renewed game has been cleaned, tested, and shows minimal wear.
- The school assesses the issue. It determines whether the matter affects eligibility and identifies the applicable rules. Factual disputes and questions about how a rule applies should be resolved before a reinstatement request is submitted.
- The school submits the request. If it concludes a request is warranted, the institution uploads relevant information through Requests/Self-Reports Online (RSRO). The athlete should work with the school’s compliance office to provide information the institution needs.
- NCAA staff reviews the case. Student-Athlete Reinstatement staff considers the facts and merits of the individual case. NCAA guidance describes the aim as returning the athlete to the position they would have occupied before the violation, considering the total circumstances.
- The school receives a decision. Once necessary information has been received, staff issues its decision. The athlete should ask the institution what the decision means for their status and any next steps.
The NCAA describes reinstatement as focused on the student-athlete’s role and whether they can continue competing; enforcement focuses on the school and other involved parties. See Student-Athlete Reinstatement and Upholding the Rules.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCan the school appeal a reinstatement decision?
The institution may appeal a decision through RSRO within 30 calendar days after the decision is sent. If the appeal is not filed during that period, the case is automatically closed. An appeal does not itself authorize the athlete to compete while ineligible: Division I bylaw guidance says the institution must withhold an ineligible athlete. The school may appeal for restoration if it concludes the circumstances warrant it. See the NCAA’s Division I Bylaws 14.10 and 14.12.

How do drug-test cases differ?
Drug-test cases have a distinct process under NCAA year-round and championship testing programs. Penalties, seasons lost, minimum ineligibility periods, retesting and reinstatement steps depend on the substance category and repeat history, so a general article cannot determine an individual athlete’s penalty.
For described NCAA tests administered on or after August 1, 2016, NCAA guidance says eligibility need not be restored by the reinstatement committee after the penalty has been completed and a negative test has been obtained through NCAA-authorized methods. In other described cases, the institution submits a request through RSRO. Because the applicable route turns on case details, contact the compliance office and consult the current NCAA reinstatement and drug-testing guidance.
What should an athlete do if eligibility is at risk?
- Contact the school’s athletics compliance office promptly; do not assume that an appeal or pending request permits competition.
- Ask which division rule, eligibility category and rule version apply, and whether the issue concerns initial eligibility, continuing academics, a transfer, a violation or a drug-test penalty.
- Provide requested records and resolve factual disagreements with the institution before it submits a reinstatement request.
- Ask the school to explain any decision, deadline and available appeal or waiver route. The institution handles the NCAA submission and any institutional appeal.
NCAA requirements can change, and the 2026 Division I age-based model includes cohort-specific transitions. An eligibility outcome therefore depends on the athlete’s division, facts and timing; only the institution can assess the individual record and pursue the appropriate process.
