Why Mobile Carriers Require ID to Issue or Replace a SIM Card

Carriers may need your ID to register a new SIM under local rules or authenticate a replacement to guard against SIM swaps. Requirements and evidence vary by country.

Carriers ask for identity details for two different reasons: local rules may require a new SIM to be registered before activation, and a carrier may need to authenticate you before it replaces or transfers an existing SIM. The rules depend on your country, the type of service, and the transaction. Registration can support accurate subscriber records and accountability, but it is not a universal requirement or a guaranteed way to prevent crime.

Why a carrier asks for ID when you buy a new SIM

In some countries, a provider must register a subscriber before activating a SIM. Regulators commonly say registration helps keep subscriber records accurate, establish responsibility for a line, limit misuse, and protect customers from scams. Those are policy goals, not proof that registration alone achieves them.

What you must provide varies. A rule may specify a particular government document or permit remote identity checks; an individual carrier may also set instructions for its sales channels. Do not assume every provider takes biometrics, checks the same document, or follows the same process.

Examples of how national rules differ

  • Egypt: The National Telecom Regulatory Authority says Egyptian customers buying a SIM should appear at an operator branch with an original, valid national ID. Foreign customers should present a valid passport and residency document. The regulator also describes checks that compare ID presented during a SIM swap with the carrier’s registered record.   • United Arab Emirates: The Telecommunications and Digital Government Regulatory Authority requires licensed providers to register subscriber details using documentation such as an Emirates ID, keep information current, and verify identity fully before issuing or transferring a SIM. It names subscriber protection, reducing telecom scams, and preventing false identity registrations as aims. UAE TDRA guidance.
  • Australia: A federal determination governs identity checks for prepaid mobile carriage services. The legislation register lists latest version F2026C00020 C01, dated 16 December 2025. This instrument should not be read as covering every kind of Australian telecom account. Australian legislation register.
  • Argentina: Updated rules allow in-person or remote identity validation. Providers that use a third party must meet security and personal-data requirements. Customers may request a list of lines registered in their name and ask for a line to be disassociated. The regulation text reflects a 2024 amendment. Argentina’s ENACOM regulation.
  • Philippines: Implementing rules require registration before activation and expressly include eSIMs and future SIM technologies. They also specify requirements for handling and disclosing registration data. Philippines NTC implementing rules.
  • Indonesia: A 2021 ministerial regulation requires providers to apply know-your-customer principles and establish customer-identification and risk-management procedures for registration. Indonesia’s 2021 regulation.
  • Singapore: IMDA has described government-ID requirements, Singpass for online registration, and numerical SIM limits as anti-scam safeguards. Its January 2026 release said a cross-telco postpaid cap of 10 would begin on 28 February 2026; check IMDA’s current instructions for implementation details. Singapore IMDA release.

These examples show variation, not a worldwide survey. Check your country’s current telecom regulator guidance and your carrier’s instructions, especially if you are unsure whether a rule applies to prepaid or postpaid service, a new line or a replacement, or an online rather than in-person transaction.

Why a carrier verifies identity when replacing or transferring a SIM

A replacement or transfer is a separate security event from registering a new line. In a SIM-swap attack, a criminal impersonates a customer or exploits a carrier’s process to move the customer’s phone number onto a SIM the criminal controls. The attacker may then receive the victim’s calls and texts, including SMS login or account-recovery codes. The FBI Internet Crime Complaint Center describes SIM swapping as a way criminals target mobile carriers to reach victims’ bank accounts, virtual-currency accounts, and other sensitive information.

In a public service announcement dated 8 February 2022, the FBI/IC3 reported 320 SIM-swap complaints and approximately $12 million in adjusted losses for January 2018–December 2020, followed by 1,611 complaints and more than $68 million in adjusted losses in 2021. These are complaints and adjusted losses reported to IC3, not estimates of all incidents or total losses. Identity checks for a SIM change are intended to make it harder for an impostor to take control of a number, but a check at initial issuance is not a complete defense against later swaps. The FBI recommends that carriers use strict credential-verification protocols, authenticate requests made through third-party retailers, and train employees to recognize and route fraud attempts. In the United States, 47 CFR § 64.2010 sets out secure authentication methods for covered providers before a SIM-change request and staff training requirements. However, the cited rule text says compliance with that paragraph is not required until it is removed or contains a compliance date; it should not be described as an effective deadline for every US carrier. 47 CFR § 64.2010.

Does mandatory SIM registration reduce crime?

Not conclusively. The GSMA’s 2026 handbook reports that 160 governments had mandated prepaid SIM registration by the end of 2020, but says the link between registration and lower crime is perceived rather than proven. The GSMA is an industry association and argues that governments should not mandate registration, so its policy position should be understood alongside its assessment of evidence. It also notes that registration may help people access identity-linked services such as mobile money, e-health, and e-government. GSMA’s 2026 SIM-registration handbook.

Privacy and access concerns

Mandatory identity checks can create problems for people who do not have an accepted identity document, including refugees and socially disadvantaged consumers. The GSMA handbook also warns that onerous rules may have unintended effects, such as underground markets for fraudulently registered or stolen SIMs. These are risks, not inevitable outcomes in every country.

A Council of Europe data-protection discussion raises separate rights concerns: mandatory registration may affect privacy, anonymous communication, identity, and access to communications when necessity, proportionality, and legal safeguards are lacking. Whether those concerns apply in a particular case depends on the local law and how subscriber data is collected, retained, shared, and protected. Council of Europe data-protection discussion.

What to do if you are asked for ID

  1. Check the current rules with your national telecom regulator, then review the carrier’s onboarding instructions for your country and service type.
  2. Confirm which documents the carrier accepts and whether the process must be completed in person or can be done remotely. If you cannot provide the requested ID, ask the carrier or regulator what alternatives or remedies are available; there is no single worldwide process.
  3. If you are concerned about privacy, review the carrier’s explanation of how it handles subscriber data and the relevant local privacy protections.
  4. If you suspect someone has taken over your number, contact your carrier promptly, change passwords for affected accounts, and alert your financial institutions. The FBI also recommends stronger multifactor authentication for important accounts, such as an authentication app or physical security token where supported. A security key can protect compatible online accounts, but it does not register a SIM or guarantee a carrier will reject a fraudulent swap.
