But the available evidence does not show that battery rooms are the biggest threat to data centers overall. It does show why battery-system design, testing and emergency planning deserve close attention.
What happens when a UPS battery enters thermal runaway?
Thermal runaway is an uncontrolled self-heating failure in a lithium-ion cell. Heat and gases released by a failing cell can ignite, and under some conditions the failure can spread to nearby cells or battery modules. The resulting hazards can include intense heat, smoke, hazardous vent gases and, in some incidents, fire or explosion.

Propagation is not inevitable: it depends on factors including the system design, spacing, enclosure, cooling and conditions of the failure. FM’s 2026 technical report describes both propagation and a later test in which design changes limited it. That is evidence about the system and test conditions studied, not a failure rate for data centers or a prediction for every UPS.

What did the large-scale UPS tests show?
FM, Delta Electronics and Equinix evaluated a Delta lithium-ion UPS battery system in two phases. The results show why a product-level compliance result alone may not establish how a complete installed system will behave in a fire scenario.

| Test | Observed result | What it establishes |
|---|---|---|
| Phase I, original configuration | In FM’s 2026 test, intentional ignition of thermal-runaway vent gases produced a peak heat-release rate of approximately 700 kW. The report says propagation could cross adjacent units. Sprinklers activated, but the enclosure restricted water access and cooling; adjacent module surfaces exceeded 500 °F (260 °C), the report’s stated safety-venting temperature. | The tested configuration failed this fire test despite having previously shown UL 9540A compliance. |
| Phase II, modified configuration | After changes intended to reduce heat transfer to adjacent modules and improve sprinkler cooling, the repeat test confined thermal runaway to the initiating module. Neighboring module surfaces stayed below 212 °F (100 °C). | The modified configuration passed that test. It does not establish how other products or installations will perform. |
The practical lesson is to ask what was tested and how closely the test configuration matches the proposed installation. A test result should be read with its scope, system design and scenario in view—not treated as a universal guarantee.
Can a battery-room fire cause a data-center outage?
Yes. A fire can threaten service even if the initial failure is confined to backup equipment: smoke, heat, firefighting activity or a building closure may affect access and operations. A September 2025 South Korean government-run data-center fire illustrates the continuity risk. UL Solutions reported that the closure disrupted 647 public systems. That figure is UL’s account; a primary government incident report was not available to independently verify it here.

This incident supports the point that a battery fire can have consequences beyond the battery room. It does not establish that battery fires are the leading cause of data-center outages. The available evidence does not provide a data-center-wide comparison of outage causes.

Detection, ventilation, suppression, physical separation and responder planning need to work as a coordinated system. A detector or extinguisher by itself cannot make a room safe or guarantee that a fire will be controlled. Room design and response plans should be reviewed by qualified fire-protection and electrical professionals with the local authority having jurisdiction (AHJ).

Detect abnormal conditions and connect alarms to action
The International Telecommunication Union’s 2025 white paper on lithium-ion batteries in data centres discusses automatic fire detection and combustible-gas detection in battery rooms. It describes linking gas detection with ventilation and alarms, and also addresses detector positioning, calibration and other detection approaches, including thermal imaging. The appropriate equipment and placement depend on the system and room design; this guidance is not a recommendation for a standalone consumer detector.
Design for cooling and separation
FM’s UPS tests demonstrate why engineers should evaluate heat transfer between modules, spacing and whether sprinkler water can reach the areas that need cooling. The enclosure in the Phase I test restricted water access, while modifications to improve cooling and reduce heat transfer helped limit propagation in Phase II. The result supports installation-specific assessment, not a blanket claim that a particular suppression arrangement will work in every battery room.

- [Important Notice]: This 600VA/360W Lithium UPS is an uninterruptible power supply with a 76.8Wh internal backup battery, not a portable power station or high-capacity backup power product (which typically exceeds 1000Wh). A UPS is designed to protect connected devices and provide short-term runtime during power outages or electrical surges. For normal operation, the UPS must remain continuously connected to utility power, which simultaneously supplies power to your equipment and charges the internal battery. In the event of a power failure, the UPS will automatically and instantly switch to battery power to keep your devices running without interruption
- [Compact Standby UPS]: The GOLDENMATE 600VA/360W simulated sine wave standby Uninterruptible Power Supply (UPS) is thoughtfully crafted with a sleek, space-saving design that blends seamlessly into any modern workspace. - [Communication Port & USB Charging]: The newly launched 600VA/360W model comes equipped with enhanced connectivity, including a communication port with a dedicated USB cable and dual USB charging ports. When connected to a Windows PC, the UPS can be configured to automatically initiate a safe system shutdown via Windows settings, providing added protection for your data. It also features two versatile USB charging options — one Type-C and one Type-A — delivering a combined 10W output to conveniently power your everyday devices such as smartphones, tablets, and smartwatches
Plan for responders and post-incident hazards
UL Solutions advises facilities to establish an emergency plan, pre-plan with the local fire department and restrict firefighting attempts to trained, qualified personnel. Its safety guidance warns that extinguishers will not fully extinguish a lithium-ion battery fire once thermal runaway begins. Water may help cool adjacent cells and limit spread, but that is not a general instruction for untrained staff to fight a battery fire. Follow the site emergency plan and qualified responders’ direction.
EPA guidance on battery energy storage systems (BESS) also emphasizes difficult suppression, harmful emissions, specialized cleanup and disposal, remote monitoring and incident-response planning. That is broader energy-storage guidance, not a data-center UPS code requirement. A BESS can differ substantially from an indoor UPS battery room in scale, layout and operating context. For example, UL’s Fire Safety Research Institute investigated a 2020 deflagration involving a 2.16 MWh energy-storage facility in Surprise, Arizona; that was a BESS incident, not a data-center UPS test.

What standards and test records should facility teams check?
Three references serve different purposes, according to UL Solutions: UL 9540 is a product safety standard, UL 9540A is a fire-propagation test method, and NFPA 855 provides installation guidance for stationary energy-storage systems. Meeting one test or standard should not be confused with approval of every room layout, system configuration or local installation.
UL Solutions says the 2026 edition of NFPA 855 adds installation-level large-scale fire-testing guidance. It also says UL 9540A edition 6 introduces a more challenging installation-level fire scenario and has an effective date of January 1, 2027. Standards and local code adoption can change; confirm the edition and requirements applicable to the project’s jurisdiction and installation date with the AHJ.
When reviewing a UPS proposal or existing installation, ask for documentation that addresses:
- The battery chemistry and system configuration being evaluated.
- Which test levels are covered—cell, module, unit or installation—and which UL 9540A edition was used.
- Observed propagation behavior and the spacing or separation assumptions behind the result.
- Whether sprinklers or other suppression can reach the relevant surfaces and provide effective cooling.
- How gas detection, ventilation and alarms are integrated and maintained.
- Emergency shutdown, responder access, the site response plan and local code approval.
These are review questions, not a substitute for a project-specific engineering assessment. A test report is most useful when its configuration and conditions can be compared with the equipment and room actually being installed.
