Google, Meta and Apple are not overseen by no one. Regulators in the European Union and the United States have investigated or taken action involving them. But oversight is split across jurisdictions and laws, each covering particular services or conduct. An investigation, regulator finding or lawsuit also does not automatically mean a dispute is settled or that oversight is comprehensive.
Who oversees Big Tech in the European Union?
The European Commission enforces two distinct laws that help explain why oversight is not a single, all-purpose system: the Digital Markets Act (DMA) and the Digital Services Act (DSA). They address different obligations and apply to designated companies or services.

The DMA targets gatekeepers and digital-market competition
The DMA is intended to make EU digital markets more contestable and fair. It covers ten defined types of core platform service, including search engines, app stores, online marketplaces, online advertising and messaging. On 7 March 2024, the Commission said six companies had been designated as gatekeepers and were required to comply with the law: Apple, Alphabet, Meta, Amazon, Microsoft and ByteDance.
The Commission’s actions involving Alphabet, Apple and Meta show why procedural stages matter:

- Magic Capture catches the moment as you live it: With just one tap, Pixel 11 Pro captures video and photos, and automatically edits, crops, and unblurs a curated collection, ready to share – and you get the memory of how it felt to be in the moment
- Two new cameras for more brilliant photos: A larger telephoto sensor captures 30% more light for clear, beautiful photos and videos, even in the dark[3]; Pixel’s longest zoom ever helps you capture details from impressive distances[4]
| Date | What the Commission did | What that means |
|---|---|---|
| 25 March 2024 | Opened DMA non-compliance investigations into Alphabet, Apple and Meta. The Commission described concerns about Google self-preferencing, Apple’s browser-choice screen and Meta’s pay-or-consent model. | These were matters under investigation, not findings that the companies had breached the law. |
| 23 April 2025 | Announced that Apple breached the DMA’s anti-steering obligation and Meta breached the obligation to offer a less-data-intensive alternative. The Commission described Meta’s previous choice as consenting to combine personal data for personalised ads or paying for an ad-free service. | These were Commission non-compliance findings. They are a later procedural stage than the 2024 investigations; they do not establish that every concern about either company was resolved. |
When announcing the 2025 findings, European Commission Executive Vice-President Henna Virkkunen said: “Enabling free business and consumer choice is at the core of the rules laid down in the Digital Markets Act.” That states the Commission’s aim; the existence of a rule or enforcement decision does not by itself show how fully it achieves that aim.
The DSA is a separate platform-supervision track
The Digital Services Act (DSA) covers designated very large online platforms and search engines. The Commission’s DSA supervision list identifies Google services, their designations and dated regulatory actions; the page was updated on 31 August 2026. This is a different track from DMA gatekeeper enforcement. Neither designation makes the Commission the sole regulator of every aspect of a company’s business.

What does US oversight look like?
A concrete US example is the civil antitrust lawsuit against Apple filed on 21 March 2024 by the Department of Justice (DOJ), joined by 16 state and district attorneys general. The complaint alleges that Apple monopolised or attempted to monopolise smartphone markets under Section 2 of the Sherman Act.

In its announcement, Attorney General Merrick B. Garland said, “We allege that Apple has maintained monopoly power in the smartphone market, not simply by staying ahead of the competition on the merits, but by violating federal antitrust law.” The Antitrust Division’s Anti-Monopoly and Collusion Enforcement Section handles antitrust enforcement, civil conduct investigations and litigation across industries.
This lawsuit demonstrates one route for US antitrust enforcement; it is not a complete inventory of US oversight. The cited information does not establish every federal, state or sector-specific authority that may apply to Google, Meta or Apple, or the latest procedural position of every case involving them.
Why can it still feel as if nobody is in charge?
Oversight can be hard to see as one coherent system because the laws and institutions have different remits. The distinction is not simply “regulated” versus “unregulated”:

- Jurisdiction: EU rules apply within their legal scope in the European Union; a US antitrust case proceeds under US law. A step taken in one jurisdiction does not establish the rules or outcome elsewhere.
- Subject: The DMA addresses gatekeepers and specified core platform services; the DSA supervises designated very large platforms and search engines. The DOJ Apple complaint concerns alleged monopolisation of smartphone markets.
- Decision-maker: The European Commission enforces the cited EU rules. In US antitrust litigation, government authorities bring the case and courts determine its outcome.
- Procedural stage: An investigation, a regulator’s non-compliance finding, a lawsuit and a final court judgment are not interchangeable. The 2024 Commission investigations and DOJ complaint should not be described as settled findings; the Commission’s 2025 decisions were findings under the DMA.
Those boundaries help explain why a regulator can act on a particular issue without becoming an all-purpose supervisor of a company. They also mean that the existence of an enforcement action is not proof that a broader problem has been solved.

No single conclusion about adequacy follows from these examples. They establish named oversight mechanisms and actions in the EU and United States, not comprehensive worldwide coverage or proof that the system is sufficient. To assess whether oversight is “enough,” first specify the jurisdiction, the conduct at issue and the standard being used. The evidence here does not supply a measurable threshold or a reliable global total that could settle that question.
