First identify which problem you mean: a creator’s outgoing livestream looks blurry or unstable, or a viewer’s YouTube playback is blurry, buffering, or stuck at low resolution. The fixes differ. Creators should check stream health, the encoder and source, then upload capacity. Viewers should check playback quality, their connection, and their app or device.
Creator: diagnose a blurry, blocky, or unstable livestream
Start in YouTube Studio’s Live Control Room. Check the stream-health indicator and read its messages before changing settings. YouTube lists incorrect bitrate, an unsupported codec or stream format, mismatched resolution, excessive frame rate, and incorrect keyframe frequency among possible problems. Fix the specific error, then check the stream again.

1. Check what the encoder is actually sending
Compare the encoder’s codec, resolution, frame rate, bitrate, and keyframe interval with YouTube’s current encoder settings and bitrate table. The published bitrate figures vary by codec; do not apply H.264 recommendations to AV1 or H.265. YouTube’s current H.264 recommendations include:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →| Output | Minimum bitrate | Recommended bitrate |
|---|---|---|
| 1080p at 60 fps | 6 Mbps | 17 Mbps |
| 1080p at 30 fps | 5 Mbps | 14 Mbps |
| 720p at 60 fps | 3 Mbps | 8 Mbps |
| 720p at 30 fps | 3 Mbps | 8 Mbps |
These are YouTube’s published H.264 encoder recommendations, not a guarantee that your connection can sustain the stream continuously. Its settings guidance recommends choosing a quality reliable for your connection and checking your upload speed. For a fresh setup, consult the current table rather than relying on an older preset: YouTube currently recommends CBR, a two-second keyframe interval (no more than four seconds), and supported codecs and settings shown on that page.

2. Make sure upload capacity has headroom
Your stream’s total bitrate must fit within the upload bandwidth actually available to the encoder. YouTube recommends leaving 20% headroom, and warns that other people or devices sharing the network can reduce your available capacity. A speed-test result is only a snapshot; it does not ensure stable upload throughout a broadcast. If the stream drops or quality fluctuates, lower the output bitrate or resolution enough to leave room for network variation, then test again. See YouTube’s streaming tips.
3. Separate source or encoder trouble from network trouble
Look at the encoder preview and, if available, a local recording. YouTube notes that poor audio or video may originate in the sources routed to the encoder. If the preview or recording is already bad, inspect the camera or media source, audio routing, encoder messages, and CPU load; update the encoder software and test again. If the preview is clean but the stream received by YouTube is not, test the outbound connection. YouTube advises contacting your ISP if testing identifies a connection problem. Its live-stream troubleshooting guidance also recommends testing with audio and movement similar to the planned broadcast and monitoring stream health while live.

4. Use the pattern of reports as a clue
- If the encoder preview and local recording are poor, investigate sources, routing, or encoder load first.
- If the preview looks good but YouTube reports health errors, check the exact error and compare the outgoing settings with YouTube’s current table.
- If many viewers on different connections report the same problem, inspect stream health and encoder diagnostics rather than assuming each viewer has an unrelated connection issue.
- If only one viewer reports trouble, have that viewer test playback and another connection before changing the broadcast settings.
Viewer: fix blurry playback, buffering, or low resolution
Playback quality is not the same as a creator’s outgoing bitrate. YouTube may lower playback resolution when a viewer’s connection or device cannot keep up. Its computer troubleshooting guidance gives these approximate sustained speeds for playback:
| Playback resolution | Approximate sustained speed |
|---|---|
| 4K | 20 Mbps |
| 1080p | 5 Mbps |
| 720p | 2.5 Mbps |
| 480p | 1.1 Mbps |
| 360p | 0.7 Mbps |
These are approximate playback/download estimates from YouTube, not livestream upload-bitrate targets for creators.

Try these checks in order
- Select quality manually: Open the video’s settings and choose a resolution, if YouTube offers the option. If it buffers at that setting, try a lower one.
- Test the connection: Try another network or connection. If playback improves, the original connection is likely a factor.
- Reduce network contention: Pause downloads and other bandwidth-heavy activity, or check whether other devices are using the same connection.
- Improve wireless conditions: Move nearer to the router and check for obstructions or interference. An optional wired-connection comparison can help distinguish Wi-Fi trouble from other causes; it is a test, not a guaranteed fix.
- Check the app, browser, and device: Try YouTube in a supported browser or the app, restart the app or device, and clear the app cache where that option exists. The cited YouTube guidance is for computer troubleshooting, so mobile and TV menu steps depend on the device.

If the problem you are trying to solve is keeping prerecorded video live on YouTube around the clock, rather than improving a camera-based broadcast, StreamNeo is a separate option: upload a recording or build a playlist, add your YouTube stream key, and go live. It loops uploaded videos from the cloud, so nothing has to stay on at home; it streams the uploaded quality up to 4K 60fps at one flat price per slot, and can automatically recover if YouTube drops the stream. The first day is free with no card. Monthly billing is $9.99 per month. This is for uploaded video, not going live from a camera.
