If Task Manager shows your disk at 100%, first find out whether Windows is reporting sustained drive activity or whether the drive is nearly out of storage. They are different problems, and deleting files will not necessarily stop high activity. Check Task Manager while the slowdown is happening, then choose the steps that fit what you see.
What “100% disk” means in Windows 11
In Task Manager, disk activity describes how busy a drive is handling read and write requests. It does not tell you how much storage space is occupied. A drive can have plenty of free space and still be busy; a nearly full drive can also have low activity. Check both before troubleshooting.

Check disk activity and free space first
- Open Task Manager. Press Ctrl+Shift+Esc, then look at the Processes list and its Disk column. If Disk is not visible, widen the window or use the column header options to show it.
- Look at activity during the slowdown. Open the Performance view and select the disk. Note whether activity remains high or spikes briefly, and check the Processes list for apps associated with disk use. A single snapshot may not identify the cause; observe it while the problem is occurring.
- Check capacity separately. Open Settings > System > Storage and review the available space and category breakdown for the system drive.
Microsoft’s Tips to improve PC performance in Windows recommends monitoring resource use and investigating heavy processes. The process shown can help direct your next check, but it is not by itself proof that an app is faulty.

Review apps and startup items
In Task Manager, check which apps are active when disk use rises. Close an app you recognize and are not using, then see whether activity changes. Also review startup apps in Task Manager and disable only items you recognize and do not need to launch automatically. Leave unfamiliar entries alone rather than turning off services indiscriminately.

Check Windows updates and drivers
Use Windows Update to check for available updates, including relevant optional driver updates. Install changes one at a time where practical and observe whether the symptom changes; this makes it easier to identify which change mattered. Microsoft includes updates and startup apps among its general performance checks.
Optimize the drive with the built-in tool
Search Windows for Defragment and Optimize Drives. Windows generally optimizes data drives automatically, but the built-in tool lets you check and optimize a drive when appropriate. The operation depends on the drive type: HDDs can be analyzed and defragmented, while SSD optimization uses TRIM. SSD optimization is not conventional defragmentation, so do not run third-party defragmentation utilities as a substitute.

If the system drive is nearly full
Review Windows storage recommendations
Go to Settings > System > Storage to see what is taking up space and what cleanup recommendations Windows offers. Storage Sense can remove selected temporary files and Recycle Bin items according to its settings, and it operates on the system drive. Review the selections before enabling or running cleanup. In particular, check whether Downloads or cloud files are included so you do not remove items you intended to keep.
Move personal files only when capacity is the problem
If large personal files are the main reason for low free space, moving files you rarely use to external storage can free capacity. That addresses storage pressure; it does not establish that the files caused sustained 100% active disk use or guarantee that moving them will fix it.

Compare the next step with the symptom
| What you find | Reasonable next step | What the step does not prove or promise |
|---|---|---|
| Disk activity stays high and a recognizable app is active | Check the app, close it if appropriate, and review startup behavior. | A busy process is not automatically defective. |
| Disk activity is not sustained, but free space is low | Review Storage recommendations and cleanup selections. | Deleting files is not a general fix for high active disk use. |
| The drive is an HDD or SSD and you want to check optimization | Use Defragment and Optimize Drives; Windows handles HDD defragmentation and SSD TRIM differently. | Optimization is not evidence that the drive is failing. |
| The issue persists after ordinary checks | Use a diagnostic startup such as Safe Mode to help isolate software or service conflicts. | A change in Safe Mode narrows the possibilities; it does not identify a specific culprit by itself. |
Use Safe Mode or a clean boot to narrow down conflicts
If disk activity remains high after checking ordinary software causes, a diagnostic startup can help determine whether software, services, or drivers loaded during a normal start are involved. Microsoft describes Safe Mode as starting Windows with only essential services and drivers. If the problem disappears there, some default settings, basic drivers, or services become possible causes; it is a clue, not a diagnosis.
A clean boot is another way to isolate software or service conflicts, but it changes startup behavior and can temporarily remove functionality. Follow Microsoft’s clean-boot instructions carefully and restore normal startup after troubleshooting. Avoid changing advanced system configuration unless you understand how to reverse the changes.

When to investigate the drive or get help
If the problem continues, record the process name, how long activity stays high, whether the drive is an HDD or SSD, how much free space remains, and any recent software or hardware changes. Note any drive-health warnings as well. This evidence is more useful than assuming a particular part needs replacement.
