Rotating proxies change a scraper’s network exit IP, but they do not necessarily change its browser or device identity, TLS handshake, session state, or request behavior. If a target evaluates those signals—or the proxy addresses already have a poor reputation—switching IPs may not stop blocks. The practical first step is to identify what is failing before changing the proxy pool.
Why do rotating proxies stop working?
A proxy rotation changes where a request appears to come from at the network level. It does not automatically make the request look like it came from a different browser, device, or person. Amazon Web Services describes CAPTCHA, browser profiling, device fingerprinting, and TLS fingerprinting as techniques used to identify clients in its Client identification controls for managing bots.

Targets can evaluate signals beyond the IP address
Browser profiling can consider headers, their order, JavaScript support, and whether browser characteristics fit together consistently. Device fingerprinting may draw on system properties such as operating system, CPU, memory, or virtualization. A TLS fingerprint can identify characteristics of the client’s handshake before application data is exchanged.
These methods are not used by every site, and an IP change alone does not prove that a fingerprint caused a block. They do explain why requests from a changing set of addresses can still be correlated.

One client can remain recognizable across proxy changes
Cookies, session state, headers, browser properties, TLS behavior, and request cadence may stay the same while the exit IP changes. AWS says device-based rate limits can recognize repeated requests from the same device despite changes to some characteristics. Its guidance states: “Rate-limiting rules that are based on device fingerprinting are typically more effective than rate-limiting rules based on IP addresses.” That is AWS guidance, not evidence that every site uses device-based limits.
Some detection systems assess changing patterns
Cloudflare’s Scraping detections documentation describes request-pattern analysis by ASN and JA4 fingerprint. It says matched traffic for detection IDs 50331648 and 50331649 is recalculated dynamically; one fingerprint is not permanently flagged unless it continues to behave suspiciously. A changing IP therefore does not necessarily remove other signals that make a sequence of requests recognizable.
Could the proxy pool be the problem?
Yes. An address can be shared by many users, previously overused, slow, or associated with activity that led a site to treat it as suspicious. The address may have a poor reputation before your scraper uses it. Apify identifies sharing, prior use or overuse, time to recover before resale, and server latency as factors affecting proxy quality in its proxy documentation.
Changing from datacenter to residential addresses is not a universal fix. Cloudflare describes defenses that combine request-level, fingerprint, and behavioral signals to detect traffic from residential proxy networks. Its analysis also warns that blocking residential IPs broadly can affect ordinary users who share those networks. In the post How Cloudflare is helping to fight residential proxy fraud, Cloudflare reported that four out of five requests it observed from active residential proxy IP networks were direct, benign residential-device connections. That figure applies to the analysis described in that post, not to residential proxy traffic everywhere.

How can I diagnose a scraper block?
Use a controlled sequence so you can distinguish an endpoint problem from a proxy, session, or client-configuration problem. Change one variable at a time where possible; changing several at once makes the result hard to interpret.
- Record what failed. Capture the status code, response body, challenge page, timeout, or empty or changed content. A challenge page is not a successful extraction.
- Group failures by endpoint and time. Check whether they follow one proxy, several proxies, one session, or all requests from the same client implementation. Patterns narrow the possibilities but do not identify the detection signal on their own.
- Reduce request pressure and observe. If the outcome changes, that may indicate sensitivity to rate or behavior; it does not prove which signal triggered the response.
- Review session continuity and client consistency. Check cookies, headers, browser properties, and request cadence. Avoid altering all of them at once if you need to isolate a cause.
- Inspect the proxy characteristics. Consider sourcing, sharing, location, prior reputation, latency, and session controls. Choose rotation cadence to fit whether the task needs a stable session across several requests; rotating mechanically on every request can disrupt that continuity.
- Check access rules and stop when denied. Look for the target’s documented rules and official API or data-access options. Use authorized collection methods and do not treat a proxy change as permission to continue after access is denied.
What should I compare before changing approaches?
Compare options against the failure you have evidence for, rather than assuming a proxy type will solve every layer. The dimensions below help frame that decision; no single proxy type is established as a complete fix.
| Dimension | What to check | Why it matters |
|---|---|---|
| Signal involved | IP reputation, rate limits, browser or device identity, TLS fingerprint, or behavior | IP rotation primarily changes the network exit address; it does not necessarily alter the other signals. |
| Session continuity | Whether the workflow needs one stable identity across multiple requests | Rotation cadence can affect session state and the ability to complete a multi-request workflow. |
| Proxy reputation and fit | Sharing, prior use, location, session controls, and latency | Addresses vary in quality, and reputation may reflect earlier users. |
| Operational trade-offs | Latency and cost for the required workflow | A network change may have operational costs without addressing the signal that triggered a block. |
| Permission | The target’s stated access rules and approved data-access options | Technical reachability does not establish authorization. |
What does the evidence say about fingerprint changes?
Changing fingerprint characteristics indiscriminately is not a reliable shortcut: mismatched characteristics can themselves be a signal. A 2024 study by Hari Venugopalan, Shaoor Munir, Shuaib Ahmed, Tangbaihe Wang, Samuel T. King, and Zubair Shafiq evaluated 20 bot services across half a million requests on a honey site. Its proposed fingerprint-inconsistency rules reduced evasion rates by 48.11% against DataDome and 44.95% against BotD in that evaluation. Those results are specific to the study’s setup and are not a general estimate of how well any site detects bots. The paper is available at arXiv:2406.07647.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhen should I stop troubleshooting and use another access route?
If the target denies access, presents a challenge, or documents restrictions, use an official API or other permitted data-access method where available, or stop. A successful connection through a different address is not proof that the collection is allowed. Proxy rotation can help distribute traffic in workflows where it is permitted, but it cannot guarantee access or resolve every kind of detection.
