A Google Cloud–to–YouTube stream can drop frames when the encoder cannot produce them steadily, the cloud-to-YouTube connection is constrained or uneven, or YouTube detects an ingest or settings problem. YouTube’s stream-health message shows what its ingest system sees, but it may not identify the upstream cause. Start with the timestamped error, then compare it with encoder logs and Google Cloud metrics from the same time.
Start with YouTube’s stream-health message
Open YouTube Studio’s Live Control Room and check the stream-health indicator and its associated error messages. Note each message and the time it appeared. YouTube’s streaming error guidance describes common problems involving format, bitrate, resolution, frame rate, and keyframe frequency.

If you use the YouTube API, its health-status documentation includes videoIngestionStarved, meaning YouTube is not receiving enough video to maintain smooth streaming. That describes the symptom at YouTube’s ingest point. It does not establish whether the encoder produced too slowly, the network delivery faltered, or another part of the pipeline was responsible.
Use the error’s timestamp as the anchor for the rest of the investigation. Compare it with encoder output and queue logs, VM resource metrics, and network measurements. A setting change without that comparison can mask the symptom or create a different problem.

Find which stage is falling behind
Check encoder production
Inspect the encoder or streaming application’s output frame rate, dropped-frame counters, queue depth, and logs around the reported times. If the stream is generated or transcoded on a Compute Engine VM, correlate those records with CPU, GPU or accelerator utilization, and network counters. A saturated encoder or growing output queue points toward production trouble; an idle CPU alone does not prove the entire pipeline is healthy.
Do not resize the VM by guesswork. Google’s Compute Engine bandwidth documentation describes bandwidth accounting per instance and notes that a full receive queue can lead to packet drops. Treat these as measurable possibilities for your instance and route, not evidence that a particular VM setting caused the issue. The available guidance does not identify one universally suitable machine type.

Check delivery from the cloud to YouTube
Compare actual outbound throughput over the incident interval with the stream’s total bitrate. Look for variability, packet loss, and shared traffic that may compete for capacity. A brief speed test can be informative, but it cannot prove that the stream’s actual route sustains the required rate under its real load.

YouTube also states: “The total bitrate that you’re streaming cannot exceed the amount of upload bandwidth available.”

For a cloud-hosted workflow, measure latency and jitter on the route that carries the stream. Google Cloud’s live-video networking guidance explains that distance and intermediate transit steps affect these characteristics. Latency or jitter is a hypothesis to investigate, not a diagnosis by itself.
Check YouTube ingest and configuration
Use the exact health error to check whether the encoder’s codec, resolution, frame rate, bitrate, and keyframe cadence match the stream configuration and YouTube’s current recommendations. A stream can have sufficient raw bandwidth and still be misconfigured. YouTube links frame rate and keyframe timing in its guidance and recommends keyframes every two seconds for the relevant settings; confirm the requirement for your selected codec and configuration rather than assuming one setting fits all streams.

Match bitrate and keyframes to the actual stream
YouTube’s H.264 table gives these recommended bitrates for the listed 60 fps resolutions. They are YouTube encoder recommendations, not guaranteed results or Google Cloud VM requirements. Check YouTube’s current table for the codec, frame rate, and resolution you actually use.

These values come from YouTube Help’s recommended encoder settings. A 20% bandwidth margin is in addition to the chosen stream bitrate; also allow for other traffic on the connection. If you change resolution, frame rate, or codec, revisit both the bitrate and keyframe settings rather than carrying over values from a different configuration.

Apply protocol advice only to the matching workflow
If your encoder sends video into Google Cloud Live Stream API, its input best practices prefer SRT over RTMP when the encoder supports it, citing packet-drop recovery and forward error correction. That advice applies to the API’s input endpoint. It is not a blanket instruction for a direct encoder-to-YouTube stream, and changing protocol will not fix an encoder or VM that cannot keep up.
The same Google Cloud guidance lists source-input recommendations of 15 Mbps H.264 for 720p at 50/60 fps and 20 Mbps for 1080p at 50/60 fps in its documented workflow. These are Live Stream API input recommendations, not YouTube’s separate encoder recommendations above. Do not substitute one table for the other.
Troubleshoot by symptom
- YouTube reports that it is not receiving enough video: Use the message timestamp to compare encoder output rate and queues with outbound throughput and packet loss. The error identifies an ingest shortfall, not its root cause.
- The encoder’s output rate falls or its queue grows: Inspect CPU/GPU or accelerator utilization and application logs at that time. Address a measured encoding or production bottleneck before increasing VM size.
- Throughput approaches the connection’s capacity: Reduce the configured bitrate or remove competing network traffic, then verify sustained capacity with the stream running. Preserve YouTube’s recommended 20% headroom.
- Health errors mention format, resolution, frame rate, bitrate, or keyframes: Match the encoder to YouTube’s current recommendations and the selected stream configuration. Check keyframe cadence alongside frame rate.
- VM network counters show packet drops or route measurements show instability: Correlate those readings with the incident timestamps and inspect the relevant instance and route. A full receive queue is one documented possibility, not proof of the cause.
- You are using Live Stream API input over RTMP: If the encoder supports it, assess the API’s SRT guidance for that input path. Do not apply this change to a workflow whose endpoint does not support it.
