An age rating does not guarantee that a game can be sold on every storefront. Grand Theft Auto VI has an ESRB Mature 17+ rating with a Nudity descriptor, but that rating is a content disclosure—not permission that overrides a store’s distribution rules or a payment provider’s requirements. The available evidence does not establish why any particular indie game was delisted, or prove that GTA VI and indie games faced different rules.
What GTA VI’s rating actually says
The ESRB lists Grand Theft Auto VI for PlayStation 5 and Xbox Series as Mature 17+. Its descriptors include Nudity and Strong Sexual Content, alongside Blood and Gore, Intense Violence, Mature Humor, Strong Language, Use of Drugs and Alcohol, and In-Game Purchases. The ESRB rating record identifies the rating and descriptors; it does not provide a scene-by-scene account.

The ESRB defines Nudity as “Graphic or prolonged depictions of nudity,” Partial Nudity as “Brief and/or mild depictions of nudity,” and Strong Sexual Content as “Explicit and/or frequent depictions of sexual behavior, possibly including nudity.” These are category definitions, not descriptions of particular scenes in GTA VI. The ESRB also says descriptors indicate content that may have triggered a rating or may interest or concern consumers, and are not intended as a complete listing. Read the ESRB Ratings Guide.

For physical games, the ESRB’s process starts with information from the publisher: a questionnaire about relevant content and context, plus video showing typical gameplay, missions, cutscenes, and the most extreme content. Publishers must also disclose pertinent locked content. At least three trained raters recommend a rating category, descriptors, and interactive elements; the ESRB evaluates and confirms the recommendation and finalizes a rating summary. That process helps explain what the rating is for: communicating content information and age guidance based on submitted material. It does not establish that a storefront must carry the game.
Why a rating does not prevent a delisting
Three separate decisions can be involved:
- Rating: A rating authority classifies content and communicates age guidance. GTA VI’s ESRB rating is documented in the official listing.
- Storefront distribution: A store decides what it will list, sell, or make accessible under its own rules. The rating alone does not determine that decision.
- Payment processing: A payment provider or financial intermediary may have its own requirements for transactions. Those requirements are distinct from the game’s rating and the storefront’s content policy.
Accordingly, a game can have an age rating and still face a separate distribution decision. The available evidence does not establish that the ESRB rating protects GTA VI from storefront restrictions, or that a particular indie game was removed because of nudity alone.

What is known about indie-game restrictions
In a statement published in August 2025, the advocacy group AFEE reported restrictions affecting mature-rated games on Steam and itch.io and attributed the changes to payment-provider pressure. That is a dated account of the controversy, not an official statement from either storefront or a verified explanation for every affected title. Read AFEE’s August 2025 statement.

The evidence available here does not include current official Steam or itch.io policy text, individual delisting notices, or a case-by-case record establishing which rule applied to which game. It therefore cannot support a definitive explanation for a specific delisting—or a claim that indie developers were treated differently from GTA VI.

What a fair comparison would need
To determine whether two games were treated differently, compare the decision records rather than just their ratings. For each case, the useful evidence would include:
- The rating authority, territory, age category, and descriptors.
- The specific content cited by the developer or platform, if any.
- The storefront rule and version or date cited in the decision.
- Whether a payment provider was involved, and who attributed the decision to that provider.
- The actual outcome: delisted, hidden from discovery, removed from sale, or restricted in a particular territory. These outcomes are not interchangeable.
Without those details, the contrast in the title is not proof of an exemption or a double standard. It combines a documented rating for GTA VI with broad reporting about indie-game restrictions, while the reasons for individual storefront decisions remain unestablished.
