In Finland, an agency is investigating whether forest clearing for Google-related projects in Muhos required an environmental impact assessment. In the United States, critics say Microsoft’s wetlands and native-garden program does not address concerns about the energy source for a planned data center power supply. Neither dispute is a finding that a company broke the law; they concern different projects, evidence and questions.
What is the criticism about?
The cases are distinct. The Finnish dispute centers on forest clearing and whether a required environmental assessment was needed. The Microsoft criticism centers on whether landscaping and habitat restoration can meaningfully address concerns about energy and other impacts from data center operations.

| Microsoft’s biomimicry program and power choices | More than 20 data center sites; Tom’s Hardware reported on October 4, 2026, that the program involved U.S. projects and sites in the United States and Germany. The report also described a planned power agreement for a gas plant in West Texas. | Whether wetlands and native gardens address concerns about energy sources and the broader effects of data center development. | Microsoft’s reported approach is to restore wetlands and plant native gardens around sites. Public Citizen’s Texas director criticized the approach in light of the planned gas-plant agreement. |
What is happening at the Google-related site in Finland?
AFP reported that forest on land acquired by Google for planned data centers in Muhos had already been cleared. The Finnish Supervisory Agency was investigating whether Tuike Finland, which AFP described as representing Google, had cleared more than 300 hectares without a required environmental impact assessment. AFP compared the area with 420 football fields.

Conservation advocates’ concern
Hanna Halmeenpää, chair of the Finnish Association for Nature Conservation, asked for work at the site to be suspended until compliance was clarified. She told AFP on October 4, 2026: “From the satellite images, we’ve seen that nature sites which should be preserved have also been logged.” That is the conservation group’s account of the imagery, not a final agency finding.
Google’s response
Google told AFP that tree felling complied with Forestry Act requirements and that it was awaiting further guidance from the agency. Sondre Ronander, Google’s communications manager in Finland, said: “We have conducted extensive nature surveys covering the entire area as part of the zoning and Environmental Impact Assessment processes, to ensure high-value nature zones within the sites have been protected during forestry works.”
Rank #2
Google’s statement describes its surveys and position; the agency’s investigation remained unresolved in AFP’s account.
Why is Microsoft’s landscaping approach being criticized?
Tom’s Hardware reported that Microsoft was restoring wetlands and planting native gardens at more than 20 data center sites as part of a “biomimicry” program. The stated aim is to integrate sites into local landscapes and ecosystems. The report described the work as part of new U.S. projects and sites in the United States and Germany.
Rank #3
The criticism is that landscape restoration does not answer separate questions about how a data center is powered or what other impacts it may have. Tom’s Hardware reported a planned 20-year agreement for Microsoft to buy power from a Chevron gas plant in West Texas. Adrian Shelley, Texas director at Public Citizen, called the landscaping approach “basically lipstick on a pig.” On the planned gas plant, Shelley said: “I cannot really see any level of biomimicry investment that makes a gas plant a desirable neighbor.” These are advocacy-group criticisms, not neutral findings about the program’s effects.
What do Microsoft’s sustainability figures show?
Microsoft’s 2026 Environmental Sustainability Report covers fiscal year 2025 and compares progress with a 2020 baseline. The company reported matching 100% of its annual global electricity consumption with renewable energy in FY2025. In the same report, it said its total Scopes 1, 2 and 3 emissions rose 25% year over year, driven primarily by expansion of data center infrastructure and by pausing the use of non-additional, unbundled renewable energy certificates.
Rank #4
Those figures are company disclosures. The electricity-matching claim and the emissions increase describe different measures: matching annual electricity use with renewable energy does not mean total reported emissions fell.

AFP described Google’s Finland plans as part of an announced €13 billion ($15 billion) investment over two years. The expansion named Kajaani, Muhos and Vaala, alongside Hamina, where Google already operated a data center. AFP reported local hopes for jobs and business activity as well as concerns about energy consumption, housing, public services, grid capacity and environmental effects.

Are similar concerns appearing elsewhere?
Yes, but other disputes should not be folded into the Muhos investigation. Rest of World reported farmer opposition and concerns involving land acquisition, agricultural land, water, energy and transparency around Google and Microsoft projects in India. It also reported allegations concerning Microsoft’s Telangana site. Microsoft denied lake encroachment and improper waste disposal and said it was cooperating with authorities. Those reports concern separate locations and claims, not the Finnish agency’s investigation.
Quick Recap
What to watch next
- In Finland: whether the Supervisory Agency clarifies if an environmental impact assessment was required and what action, if any, follows.
- For Microsoft’s U.S. projects: how the biomimicry work relates to power sourcing and the planned West Texas gas-plant agreement.
- Across projects: how companies, regulators and local communities address land, water, energy, environmental effects and public participation. The relevant impacts and decision-making processes vary by site.
