But its policies do set clear prelaunch checks: identify whether the AI-generated content rules apply, build in safeguards and reporting, moderate shared user content, accurately describe the app, and account for data sent to AI providers and SDKs. If Play has already rejected your app, start with the specific notice in Play Console rather than guessing at a cause.
First, work out which AI rules apply to your app
Google defines AI-generated content as content made by generative models based on user prompts. Its examples of covered features include text-to-text chatbots when chat is a central feature, image or video generation from text, image, or voice prompts, and AI voice or video recordings of real people. Covered apps must follow existing Play policies as well as the AI-generated content policy.

Google says the policy is not currently intended to cover some narrower cases: apps that only host AI-generated content without generating it, certain apps that summarize non-AI material, and productivity apps that use AI to improve an existing feature, such as suggesting an email draft. These are scope examples, not exemptions from other Play requirements. What matters is what your app actually does, not just the label you give it.

Make output safety and reporting part of the product
For apps that generate AI content, Google requires an in-app way for users to report or flag offensive generated content without leaving the app. Reports should feed into filtering and moderation. A support email or a report form available only on a website does not meet the stated in-app requirement.

Safety needs to be considered across the app’s real use cases, not just its ideal prompts. Google gives examples of unsafe or prohibited output that include non-consensual sexual deepfakes; voice or video of real people used to facilitate scams; content encouraging self-harm or dangerous behavior; demonstrably deceptive election content; bullying or harassment; apps primarily intended to be sexually gratifying; AI-generated official documentation that enables dishonest behavior; and malicious code creation. These are examples, not a complete list.
Before submitting
- Test prompts and outputs that reflect the risks of your specific feature, including attempts to bypass safeguards.
- Use appropriate filters or classifiers and review their behavior on the content your app can generate.
- Make the report or flag control easy to find near generated content, and confirm that a report can be submitted without leaving the app.
- Route reports into a process that can inform moderation and improvements to filtering.
- Use safety testing guidance such as Google’s Secure AI Framework and OWASP’s generative AI red-teaming guide as references; using a particular tool or framework does not guarantee approval.
If users share content, review the UGC policy separately
Generated content and user-generated content are different review questions. Google defines UGC as content contributed by users that is visible or accessible to at least some other app users. A private chatbot is not automatically a UGC platform; sharing features can change the analysis.

If your app lets users contribute content that other users can access, Google’s UGC rules call for accepted terms or a user policy before creation or upload, clearly defined prohibited content and behavior, and reasonable, ongoing moderation. The policy also calls for in-app reporting and blocking suited to the app’s interactions. One-to-one interactions require user blocking.

- Check whether prompts, generated responses, images, profiles, comments, or messages are visible to other users.
- Require users to accept the relevant terms or policy before they create or upload UGC.
- Explain what content and behavior are prohibited, then moderate content on an ongoing basis.
- Provide reporting and blocking controls appropriate to how users interact; include blocking for one-to-one interactions.
Make the store listing match the released app
Google requires accurate disclosures, descriptions, images, and video throughout app metadata, and expects the app to work as users reasonably expect. Compare the listing and screenshots with the build you intend to release: claims about AI capabilities should be accurate, and depicted features should be available to users.

Deceptive behavior is a separate policy risk. Google’s examples include generating or facilitating fake IDs, passports, diplomas, credit cards, and similar documents; calling an app “for entertainment” does not by itself make that behavior acceptable. Device setting changes must be made with the user’s knowledge and consent and must be reversible. Google also prohibits modifying or obfuscating app behavior during review.
- Remove claims or screenshots that promise features the submitted build does not provide.
- Check that generated-document features cannot be used to enable dishonest behavior.
- Make any device setting changes transparent, consent-based, and reversible.
- Submit the same app behavior users will receive; do not use review-only behavior changes.
Audit data sent to AI providers and SDKs
In a July 15, 2026 announcement, Google clarified that Play User Data requirements apply to third-party AI integrations too. Developers remain responsible for limited use, disclosure, and consent even when a vendor or SDK processes the data. Google’s SDK guidance also says third-party code and its data practices must comply with Play requirements.

Inventory what leaves the app and why. Depending on the design, that may include prompts, uploaded files, images, voice, account identifiers, or other user data. Compare the actual data flow with the app’s disclosures and consent, and limit use to disclosed, policy-compliant purposes. Do not assume that using a third-party model transfers responsibility to its provider.
Google’s July announcement specified at least 30 days from July 15 for the named policy updates and stated an August 31, 2026 target API level deadline. Both dates have passed as of October 11, 2026; check Google Play Console Help for the live policy and deadline requirements that apply to your submission.

Check AI-generated promotional assets separately
AI content inside your app and AI-created store listing assets are separate checks. Google has guidance for declaring AI-generated or edited assets submitted through Play Console content-creation flows, including promotional images and videos. Review each asset in the relevant flow and declare it when applicable; the declaration is self-reported and asset-specific.
Diagnose a rejection from the notice, not a guess
- Open your app in Play Console and review Policy status.
- Read the available enforcement details and identify whether the action is a rejection, removal, or suspension.
- Match the stated issue to the relevant policy and correct the underlying behavior or disclosure.
- Do not republish a rejected or removed app until the violation is fixed. Submit a compliant update; for a suspended app, an appeal is available through the console.
A checklist can reduce avoidable policy problems, but it cannot guarantee approval. Google’s policy materials explain requirements and enforcement details; they do not establish how frequently any one issue causes rejection.
