Why Frontier AI Training Uses Human Feedback—and What Annotera Provides

Human annotation can provide examples and preference judgments for AI training, but it is not a universal requirement. Here’s how the InstructGPT workflow used feedback and what Annotera says it offers.

Human annotation can help train AI models to follow instructions, compare possible answers, and evaluate safety—but it is one approach, not a universal requirement. OpenAI’s InstructGPT research offers a documented example of how demonstrations and preference rankings can shape a training pipeline. Annotera says it provides those and related annotation services; its published scale and accuracy figures are company-reported, not independently verified.

Why do AI models use human feedback?

A language model learns statistical patterns from its training data, but that alone does not ensure its answers match a user’s intent. Human feedback can provide examples of desired behavior and judgments about which of several responses is preferable. Training can then use those signals to encourage responses that better fit the task and the criteria supplied by researchers.

In its 2022 InstructGPT work, OpenAI described the problem this way: “Making language models bigger does not inherently make them better at following a user’s intent.” The paper’s approach shows one way to use human judgments; it does not establish that every frontier model, or every model-training workflow, must use annotation.

How annotation fit into the InstructGPT pipeline

OpenAI’s InstructGPT research describes a sequence in which labelers provided both examples and comparisons. Those two kinds of annotation served different purposes:

  1. Write demonstrations. Labelers drafted example prompts and responses showing the desired behavior. Researchers used these examples for supervised fine-tuning.
  2. Rank model responses. Labelers compared outputs for the same prompt and indicated which they preferred. Those comparisons became preference data for training a reward model.
  3. Use the reward model as a training signal. Researchers used the reward model in reinforcement learning to guide further model training.

In the study’s evaluation setup, human evaluators preferred outputs from the 1.3-billion-parameter InstructGPT model to outputs from the 175-billion-parameter GPT-3 model on the prompt distribution examined. That is a specific result for the models, labelers, prompts, and evaluation methods in the 2022 paper—not a general measure of annotation’s effect across AI systems.

The judgments in such a pipeline reflect the labelers, instructions, and policies used to collect them. They do not automatically represent every user’s preferences or a universal definition of helpfulness or safety. The choice of task, examples, calibration, treatment of disagreement, and evaluation population all affect what the training signal rewards.

Does every AI model need human annotation?

No. InstructGPT is a concrete example of a human-feedback approach, not proof of a universal requirement. Anthropic’s 2022 Constitutional AI work describes using written principles and AI feedback to reduce the number of human labels needed in parts of a training approach. This illustrates that supervision can come from different sources and that human annotation may be combined with other methods.

That does not make human judgment irrelevant. People may still define principles, create or review examples, assess results, or help determine whether a system behaves acceptably. The practical question is which signals a particular model-development process needs, and how those signals are collected and checked.

What does Annotera say it provides?

Annotera describes itself as an enterprise data-annotation provider for large language model and generative AI work. Its LLM and GenAI service page lists services including:

  • Preference ranking of model responses, including pairwise comparisons and scoring.
  • Instruction-and-response examples for supervised fine-tuning.
  • Red-teaming and safety evaluation.
  • Conversational annotation and multilingual evaluation.
  • Code-generation evaluation and domain-specialist annotation.

The company also describes a three-tier quality process involving annotator review, peer cross-validation, and senior specialist audit. These are descriptions of Annotera’s stated services and process, not evidence that it supplied data to OpenAI or another named frontier-model developer. A layered review process also does not, by itself, establish that model outputs are safe.

Annotera’s LLM & GenAI Annotation Services page says it has 1,500+ trained annotators and nine global delivery centers, and describes a 48-hour pilot turnaround under stated conditions. Its homepage reports 10M+ assets annotated and uses 99% and 99.2% accuracy wording. These are company-reported figures. The homepage references internal QA benchmarks and average delivery timelines for 2023–2025; the available figures are not an independent audit or a head-to-head comparison with other providers. The different accuracy figures should not be treated as one independently established metric.

How to assess an annotation provider

For a buyer, a large workforce or a headline accuracy percentage is not enough to establish whether annotation will produce useful training data. Ask how the provider defines quality and whether its process fits the task you actually need done.

  • Task fit: Ask what relevant domain and language expertise annotators have, and how the provider handles specialized or ambiguous material.
  • Guidelines and calibration: Request the annotation instructions, examples, versioning practices, and method for checking that annotators apply the criteria consistently.
  • Quality measurement: Ask what “accuracy” measures, what the denominator is, how examples are sampled, and how errors are audited. Request examples of adjudicated disagreements rather than relying only on a single percentage.
  • Disagreement handling: Find out when labels are preserved as differing opinions, when they are reconciled, and who makes the final decision. For preference data, disagreement may reveal genuine ambiguity rather than a simple labeling mistake.
  • Security and data handling: Establish applicable security controls, access limits, retention periods, and deletion procedures for the data you provide.
  • Pilot design and scale: Run a representative pilot using realistic tasks and data before expanding. Check whether the team, quality process, and delivery plan can remain consistent at larger volumes.
  • Evaluation beyond the labelers: Test whether results hold for people and cases outside the group that produced the training labels; otherwise, apparent gains may reflect the annotators’ own preferences more than the broader intended use.

These are due-diligence questions for any provider. The published claims cited above do not establish how Annotera would perform on a particular buyer’s data or whether its metrics are comparable to another supplier’s.
