An AI can write an email without having permission to send it. Drafting creates message text; sending requires a connected mail action, authorization for the account, and—at work—any required administrator approval. Some documented products stop at drafts in a particular feature, while other configured integrations can send. The answer depends on the product and how the mailbox is set up.
Why writing an email and sending it are separate capabilities
A language model can compose a message from a prompt or conversation. That alone does not give it access to an email account or the ability to deliver a message. To send, the surrounding app must provide a send action, the user must authorize access to the relevant mailbox, and organizational controls may need to permit the action.

These are distinct gates: the model produces text; the product exposes an email action; the account grants the necessary permission; and any administrator policy allows the operation. A product may intentionally leave the final review and send step to the user, too. “AI can draft email” therefore does not establish that it can send, and “AI can send” is not a universal capability across every account or product surface.

Google Cloud’s Gemini Enterprise action documentation was last updated October 5, 2026. The examples show why a statement such as “inbox AI only drafts” is too broad: Gmail’s described Gemini features focus on assistance with message content, while a separately configured Gemini Enterprise action can send. The Outlook app documentation describes another send-capable setup, subject to its own permissions and workspace settings.
What permissions an email assistant may need
“Access to email” is not one all-purpose permission. Google’s Gmail API documentation distinguishes scopes by what they allow:

gmail.sendallows sending email on a user’s behalf.gmail.composeallows managing drafts and sending.gmail.readonlyallows viewing messages and settings.mail.google.comallows broad access to read, compose, send, and permanently delete mail.
Those permissions are not interchangeable. An assistant that only needs to send may not need the same access as one that reads messages or manages drafts. Google for Developers recommends choosing the narrowest focused scope that provides the needed features. Google also notes that some scopes can require verification or a security assessment. Its Workspace user-data and developer policy further sets requirements for approved Gmail productivity uses and minimum permissions.
For Outlook actions in ChatGPT, Microsoft permission approval and workspace action configuration are separate controls. Approval of a permission does not, by itself, switch on every action; after permission changes, a user may need to connect the account again. In either ecosystem, ask what the integration can actually do with the granted access rather than treating authorization as a simple on/off switch.

Why an assistant may stop after creating a draft
- The feature does not expose a send action. A drafting feature can help with wording without offering account-level sending.
- The mailbox has not been connected or authorized. The assistant can generate text, but cannot act on an account it has not been permitted to use.
- The available permission is narrower than the requested action. Read, draft-management, and send capabilities can require different scopes or permissions.
- An administrator has not enabled the action. Work or school environments may restrict app actions even when the underlying mail permission is approved.
- The product requires a human to finish. Some flows deliberately present an editable draft and make the user click Send.
- The feature is unavailable for that account or location. Plan, account type, language, region, and platform can affect availability.
These are separate failure points, not evidence that the AI model is unable to write a message. If a feature stops at a draft, check the product’s documented actions and account controls before concluding that it can never send.
What to check before enabling email sending
- Identify the exact feature. Check whether the documentation describes drafting, suggested replies, or an actual send action. Similar product names or AI surfaces may not share capabilities.
- Confirm account eligibility. Check account type, plan, language, region, and platform where those affect availability.
- Check administrator controls. In a managed workspace, ask whether the relevant Gmail action or Outlook app action is enabled.
- Review the requested permissions. Match each requested permission to what the feature needs. Prefer narrow access, and be cautious about broad mailbox access—especially permissions that include permanent deletion.
- Understand the final-send flow. Establish whether the assistant presents an editable draft for you to send or can complete a send action, and what review or confirmation the product requires.
- Recheck the connection after changes. If an administrator changes permissions, reconnect or reauthorize the account if the product documentation requires it.
What providers say about email privacy
Google says Gemini in Gmail processes information for the user’s specific request and that its foundational models are not trained on personal emails. That is Google’s statement about its service, not an independent finding about other providers or every email AI integration. Review the privacy and data-use terms for the specific product and account before granting access.
