A mobile screenshot can show a desktop layout when the page is being rendered at a wide CSS viewport. Start by checking the page’s viewport meta tag and the actual CSS viewport width: a screenshot’s pixel dimensions alone do not tell you whether mobile breakpoints are active.
Why a phone can show a desktop-width page
Responsive CSS width breakpoints follow the page’s CSS layout viewport. If a page has no viewport declaration, some mobile browsers use a wide virtual viewport—often described as around 980 CSS pixels—and scale the result to fit the phone. The page can look smaller, but its layout viewport remains wide, so narrow-screen media queries may not match. A fixed wide viewport setting can produce a similar result. This is why a screenshot that appears to fit on a phone is not proof that the mobile layout is active. Check the CSS width and the matching styles rather than judging by the image’s apparent scale.
Diagnose the viewport before changing CSS

Check the rendered page’s viewport declaration
Inspect the document’s
<head>for a declaration such as<meta name="viewport" content="width=device-width">. Confirm it appears in the rendered HTML, not just a source template that may be overridden. Check for duplicate viewport declarations or framework settings that force a wide width. MDN recommendswidth=device-width.initial-scale=1is common, but may not be needed; MDN advises adding it where unwanted shrinking caused by overflow is an issue, while fixing the horizontal overflow itself.#1 Best Overall

Measure the CSS layout viewport
In the page’s browser console, run:
document.documentElement.clientWidthCompare the result with the breakpoint you expect to apply. The screenshot’s raster width is not necessarily the CSS viewport width: device-pixel ratio and zoom can change how physical pixels relate to CSS pixels. See MDN’s viewport-width reference.

Check the breakpoint and active rule
Inspect the relevant
@mediacondition and see whether it matches the measured viewport. Media queries respond to the viewport, not to the apparent size of the screenshot. If the page is inside an iframe, the iframe document has its own viewport; inspect that document’s width and styles. MDN’s media-query guide covers how these rules apply.Rank #2

Set the capture dimensions deliberately
In Chrome DevTools, open Device Mode, select Responsive, and set the intended width. Turn on Show media queries to inspect breakpoints, then capture a viewport screenshot. A full-size screenshot includes content beyond the visible viewport; it does not, by itself, make the viewport mobile-sized. Follow Chrome’s Device Mode guide for the controls.

Verify on the target phone when needed
Chrome describes Device Mode as a “first-order approximation” of how a page looks and performs on a mobile device. If emulation and the screenshot still disagree, test with the target browser and device; remote debugging can help inspect the live page.

Tell a viewport problem from a breakpoint or capture problem
For each comparison, record these details together:
- CSS layout viewport width.
- The rendered viewport meta content.
- The breakpoint threshold and whether its rule is active.
- Capture mode and configured dimensions.
- Whether the same layout appears on the actual target phone.
This makes it easier to separate a wide-viewport setup from a breakpoint issue or a difference specific to the device or browser.
