The cause could be on the broadcaster’s side—such as an unstable encoder connection or a YouTube ingest warning—or on the viewer’s side, including network congestion, device or app conditions, or a latency setting that leaves too little playback buffer. Start with YouTube Live Control Room and your encoder, then compare reports from affected viewers by location, ISP, device and time.
Diagnose the stream in this order
1. Review YouTube Live Control Room health messages
Check the stream-health history for the period viewers reported buffering. YouTube’s Live API guidance says that when it is not receiving enough video to maintain smooth streaming, viewers can experience buffering. Compare any warning with your encoder’s dropped-frame count, upload interruptions and reconnects. A warning that coincides with reports points toward the outgoing stream or its path to YouTube; it does not, on its own, identify the underlying cause.
2. Check encoder output and upload stability
Confirm the codec, resolution, frame rate, bitrate, rate-control mode and keyframe interval actually being sent. Use a bitrate appropriate to that combination and to the connection’s sustained upload capacity—not merely its advertised or peak speed. YouTube recommends testing with representative audio and video before going live, using constant bitrate (CBR), and setting a two-second keyframe interval (no more than four seconds). Watch stream health and encoder dropped frames during a test; a setting that works briefly may still fail under sustained load.

These are YouTube recommendations, not proof that a particular connection can sustain the setting or a guarantee that playback will be smooth. Do not apply these H.264 figures to AV1 or H.265; YouTube lists separate recommendations for those codecs. If the upload fluctuates or the encoder reports dropped frames, test a lower output setting that the connection can maintain consistently.
3. Check the latency mode
For a rain ambience stream that does not need real-time interaction, check whether it is set to normal latency. YouTube describes normal latency as having the lowest viewer buffering. Low and ultra-low latency reduce the time between broadcast and playback, but leave viewers less read-ahead buffer. YouTube warns that lower latency can make problems between the encoder and player more noticeable; congestion may also disrupt playback even when average bandwidth looks adequate.

4. Compare affected viewers rather than assuming a regional fault
Ask each affected viewer for their city or region, ISP, device, YouTube app or browser, approximate time of the issue, and YouTube “Stats for nerds” readings if available. Note buffer health and connection speed readings. Compare those reports with viewers elsewhere and look for clusters—for example, one ISP, one city, mobile devices, or a particular time of day. These comparisons help narrow the possibilities; no single reading proves the cause.
How to tell where the problem may be
- Several viewers on different networks report trouble at the same time: compare the reports with YouTube stream-health warnings, encoder dropped frames and upload interruptions.
- Reports cluster on one ISP, in one area, or on one type of device: record the common details and compare with viewers outside that cluster. This is a clue for investigation, not confirmation that the ISP or location is at fault.
- Only some viewers report buffering while others watch smoothly: investigate their individual network, app or device conditions as well as the broadcast. A smooth experience for one viewer does not rule out problems for another.
- Buffering begins alongside encoder drops or a YouTube ingest warning: investigate outgoing-stream stability and the encoder settings first.
Delivery networks and geographic routing can matter to streaming in general. Google Cloud describes Media CDN as using YouTube infrastructure to bring content closer to users, and an Airtel case study discusses distribution across India’s varied ISP landscape for IPL broadcasts. Those examples provide context only: they do not show that a CDN fault, India, Airtel or any specific ISP is causing buffering on this rain stream.

The cause cannot be established from the viewer location alone. A useful diagnosis needs the stream’s codec, resolution, frame rate, bitrate and latency setting; encoder logs and YouTube health messages from the affected period; and reports from a sample of affected viewers including their locations, ISPs, devices, times and playback-buffer readings.
