Why Does a Raspberry Pi FFmpeg YouTube Stream Keep Buffering?

A Raspberry Pi FFmpeg stream that keeps buffering is usually falling behind in one of four places: the Pi’s encoding or input pipeline, the upload connection, YouTube ingest, or the stream’s settings—especially keyframe frequency. Start with the message in YouTube Studio’s Stream Health panel, then compare it with FFmpeg’s real-time speed and logs. Without the Pi model, command, logs, network measurements, and health message, there is no reliable way to identify one cause for every installation.

Diagnose the buffering before changing settings

Use YouTube’s Stream Health message to choose what to investigate. Its documented warnings cover bitrate, frame rate, codec, audio, and keyframe frequency. YouTube says infrequent keyframes can cause buffering, and describes ingest starvation as not receiving enough video to maintain smooth streaming. YouTube’s live-stream health messages are more useful than changing several FFmpeg options at once.

  1. Read Stream Health in YouTube Studio. Note the exact warning and when it appears. A keyframe/GOP warning points to encoder cadence; an ingest-starvation warning means YouTube is not getting enough video smoothly.
  2. Watch FFmpeg’s progress and logs at the same time. Look for speed below real time, growing delay, dropped or stalled input, and queue-overflow errors. If FFmpeg cannot process the stream on schedule, first investigate the local pipeline rather than lowering network latency.
  3. Check the upload connection over time. A brief speed-test peak is not proof that the connection can sustain the stream’s bitrate continuously. YouTube advises testing upload bitrate and matching stream quality to the connection.
  4. Record the conditions when it happens. Note resolution, frame rate, codec, bitrate, latency mode, whether FFmpeg copies or transcodes video, the Pi model, and the exact Stream Health warning. Change one variable at a time so you can tell what helped.

A Raspberry Pi forum post describes speed falling below 1 and queue overflow during a YouTube stream, but that report is anecdotal—not proof that the Pi is the cause in another setup. The reported Raspberry Pi FFmpeg symptom is a reason to inspect your own logs, not a universal diagnosis.

Match FFmpeg output to YouTube’s ingest guidance

YouTube recommends constant bitrate (CBR) and a two-second keyframe frequency, and says not to exceed four seconds. Its encoder guidance also covers RTMP/RTMPS, supported codecs, and frame rates up to 60 fps. Use the codec-specific bitrate table rather than applying H.264 figures to another codec. YouTube’s encoder settings and bitrate recommendations are ingestion guidance; they do not guarantee that a particular Pi can encode the workload or that an internet connection can sustain it.

These are YouTube’s H.264 ingestion figures, checked against its guidance in 2026; that is the check date, not a claimed publication year. The suitable setting for your stream depends on what the Pi can produce and the upload connection can sustain. Start with the lowest resolution and frame rate that meet your needs, then verify that FFmpeg stays at real time and YouTube’s health status is clear.

Follow the symptom that matches your setup

YouTube reports video ingest starvation

The message videoIngestionStarved means YouTube is not receiving enough video to maintain smooth playback. Check whether FFmpeg is keeping up with real time, whether the input is stalling or dropping frames, and whether the upload connection is steady. The warning does not, by itself, prove that the Pi is overloaded: a network or input problem can produce the same symptom.

YouTube reports a GOP or keyframe problem

Set a two-second keyframe frequency as YouTube’s general recommendation, and keep the interval at four seconds or less. Then check whether the health warning clears. YouTube notes that ingestion errors can affect reported GOP sizing, so treat the message alongside FFmpeg’s logs and stream behavior rather than assuming the displayed size tells the whole story.

FFmpeg falls below real time or reports queue overflow

That points to a pipeline that may not be keeping up with its schedule. Check CPU load, input stability, frame size and rate, and whether FFmpeg is copying already-encoded video or doing software transcoding. A FIFO output or recovery approach discussed in an older FFmpeg mailing-list thread may help survive a temporary output failure; it cannot fix sustained overload. The FFmpeg queue-delay discussion is an example of resilience advice, not a guaranteed fix.

Studio looks healthy but a viewer still sees a spinner

Capture the viewer’s Buffer Health, YouTube’s live dashboard state, and FFmpeg logs at the time of the problem. This helps distinguish a viewer-side buffering experience from an ingest or encoder warning. A mailing-list report describes persistent buffering on a Pi-to-YouTube stream but does not establish whether Wi-Fi, muxing, encoding, or ingest caused it. A reported FFmpeg buffering case is not enough to identify the cause in a different setup.

You are using a Raspberry Pi 5 camera pipeline

Raspberry Pi’s camera documentation says Pi 5 uses software video encoders and notes that longer frame latency can affect real-time applications. The rpicam-vid --low-latency option changes encoder options so frames are output sooner, but it applies to that camera pipeline; do not assume the same option transfers to every FFmpeg command or encoder. Check latency mode and the network path

YouTube describes normal latency as the option with the lowest amount of viewer buffering. Lower-latency modes leave viewers with less read-ahead buffer, so network congestion can cause playback trouble even when a connection sustains the average bitrate. Ultra-low latency can increase the chance of buffering. If smooth playback matters more than minimizing delay, compare the stream in normal latency before reducing latency further. YouTube’s live-stream latency guidance explains the trade-off.

If Wi-Fi instability is suspected and the Pi is near the router, a Cat6 Ethernet cable is a reasonable test. A wired connection may help isolate wireless inconsistency, but it will not fix an overloaded encoder, incorrect keyframe cadence, or a YouTube ingest issue on its own.

Use a repeatable test, not a pile of setting changes

  1. Choose a conservative resolution and frame rate, and use YouTube’s codec-specific bitrate guidance as a starting point.
  2. Configure CBR and a two-second keyframe frequency; do not let the keyframe interval exceed four seconds.
  3. Test with audio and motion similar to the actual stream. YouTube recommends testing with representative content and monitoring Stream Health.
  4. During the test, compare FFmpeg’s real-time speed and logs with YouTube’s Stream Health status and the viewer’s Buffer Health.
  5. If a change improves the result, repeat the test under the same conditions before raising resolution, frame rate, or bitrate.
