Why Do Free Apps Collect Data, and How Do They Make Money?

A free download does not reveal an app’s revenue model or privacy practices. Here’s how apps make money, why they collect information, and what to check.

“Free” means you can use or download an app without paying at that point; it does not tell you whether the app earns money, collects information, or sells data. Developers may earn revenue from advertising, subscriptions, optional paid features, content, or sales of goods and services. Some apps earn no revenue at all. Meanwhile, an app may collect information to make its core features work, remember preferences, measure usage, personalize content, or support advertising. Those purposes are not all the same—and collecting data is not automatically the same as selling it.

What “free” does—and does not—tell you

An app’s price is only one part of the picture. A zero-dollar download could be funded by ads or purchases, connect to a paid service, support sales outside the app, or have no revenue model. Apple’s developer documentation explicitly includes a “free without monetization” model: an app with no in-app purchases, sales of physical goods or services, or advertisements, from which the developer earns no revenue. That definition is useful because it breaks the assumption that every free app must make money from its users’ data. Apple’s business-model guidance also describes several ways apps can earn revenue.

As an Amazon Associate I earn from qualifying purchases.

Data collection is a separate question from pricing. An app may need information to provide a feature, such as remembering a setting, or may use it to understand how people use the service. Information can also help choose or measure advertisements. Whether data goes to the developer, a service provider, an advertising partner, or another company depends on the app’s design and disclosures; the word “free” alone does not answer that.

How free apps can earn revenue

There is no single free-app business model. Some approaches earn money directly from use of the app; others rely on transactions or subscriptions outside the initial download.

Model How it works What “free” means here
Free without monetization The app has no ads, in-app purchases, or in-app sales of physical goods or services, and earns no revenue from the app. The app is free and has no revenue from the listed sources, according to Apple’s description.
Advertising The developer earns revenue by displaying ads. Ad partners may also be involved in targeting or measuring them. The app can be free to download and use while earning money from ad placement.
Freemium Basic access costs nothing, while users can pay for premium features, content, subscriptions, or digital goods. The free tier is an entry point; payment is optional for additional access or functionality.
Reader app Users pay or subscribe for content outside the app and access it inside the app. The app itself may be free, although the content is paid for elsewhere.
Physical goods or services The app helps users buy items or services, such as food, clothing, or rides, and revenue comes from those sales. Using the app may cost nothing even though a purchase arranged through it does.
Paid or paymium Users pay to download; a paymium app may also offer additional purchases. These are not free-to-download models, but they show why an app’s download price and later charges should be considered separately.

These categories describe possible revenue arrangements, not a guarantee about any particular app. An app can combine approaches, and its store listing or disclosures may not explain every commercial relationship in detail. Look for what the developer says users pay for and what the app says it collects or shares.

Why apps collect information

Information can serve several different purposes. The Federal Trade Commission (FTC) explains that websites and apps may save preferences, provide personalized content, measure visits, remember searches, or show ads based on browsing history or location. These purposes can overlap, but they should not be collapsed into the vague claim that an app collects data “to make money.” The FTC’s consumer guide explains these uses and the role of tracking.

  • Core functionality: Some information is needed to provide a feature the user requested. An app may need access to relevant information or a device capability for that feature to work.
  • Preferences and continuity: Saving choices can let an app remember settings or other preferences between visits.
  • Analytics and measurement: Usage information can help a service measure visits or understand how its app is being used. The disclosure should be checked for what is collected and whether it is shared.
  • Personalization: Information such as searches or interests may be used to select content relevant to a user.
  • Advertising: Data may help select advertisements or measure their performance. In some cases, tracking supports advertising personalized across services rather than only within the app.

The reason matters when deciding whether a request seems proportionate. A permission or data category that is clearly connected to a feature is different from information used for advertising or shared for another purpose. A disclosure should help explain the distinction, although it may not answer every question about how a system works.

Data collection is not automatically a data sale

“The app collects data” and “the app sells your personal information” are different claims. Collection means information is gathered; it may be used by the app provider or by a company supplying analytics, advertising, or other technology. Sharing can occur without a straightforward sale of a person’s name or records. For example, identifiers may be shared with advertising networks or data brokers for purposes that Apple classifies as tracking. That kind of cross-service activity is different from an app using information solely to provide its own feature.

It is therefore inaccurate to conclude that every ad-supported app sells personal data. Advertising can involve several distinct practices: showing an ad in the app, measuring whether it was seen or acted on, using information to personalize ads, or tracking activity across other apps and websites. An app’s disclosures and privacy policy are the places to look for which practices it declares. If they do not say enough to establish a direct sale, do not infer one just from the presence of ads.

Information can also reach an app through third-party code. Developers may incorporate software development kits (SDKs), including libraries for advertising or analytics. The FTC’s developer guidance notes that ad libraries can collect device, network, and identifier information, and that developers need enough information about those libraries’ practices to describe collection, use, and sharing accurately. The FTC’s discussion of ad libraries includes historical examples; those examples do not establish that all SDKs behave alike.

Adding a third-party library does not make the developer’s responsibility disappear. The FTC advises developers to make their practices clear even when collection or sharing is needed for the app to operate. Apple likewise says app developers are responsible for code included in their apps, including third-party SDKs. FTC guidance for app developers and Apple’s privacy and data-use documentation describe these disclosure expectations and platform-specific rules.

Does paying for an app guarantee less data collection?

No. A paid download is not a reliable privacy guarantee. A study by Catherine Han and coauthors, submitted to FTC PrivacyCon in 2019, compared 1,505 pairs of free Android apps and paid counterparts. The free apps were randomly drawn from Google Play category-level top charts. In that study sample, 48% of paid versions reused all third-party libraries found in their free counterparts, and 56% retained all sensitive-resource permissions of the free versions among the relevant pairs. The authors also reported that 38% of paid apps displayed all the same data collection and transmission behaviors as their free counterparts.

The same study found that 45% of app pairs provided a privacy policy, and fewer than 1% had policies that differed between the free and paid versions. Its conclusion was that payment did not guarantee protection from extensive collection in the corpus it examined. These are historical, Android-specific sample results—not current market-wide rates, not a forecast for every paid app, and not evidence about a particular app today. The study submission provides the methods and findings.

Paying may change how an app earns revenue, but price alone cannot show whether the app still uses analytics, requests permissions, includes third-party code, or shares information. To assess privacy, compare the app’s actual disclosures and requested access rather than treating a purchase as proof of a different data practice.

How to assess an app before or after installing it

No single label or setting gives a complete audit. A practical review combines the store’s privacy information, the policy, the permissions the app requests, and the controls available on the device.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the revenue model. Check the store listing for ads, in-app purchases, subscriptions, or other charges. Read the app’s own explanation of how it earns money if available. A free download does not rule out a paid tier or an external purchase.
  2. Read the store privacy disclosure and policy. Note the types of data the developer says it collects, whether it says information is linked to identity or a device, and whether it is used for tracking. Then compare those statements with the privacy policy’s explanation of purposes and recipients. Apple describes its App Store privacy labels as a way to show some data categories and whether data is linked or used for tracking; developers are responsible for their declarations and included code.
  3. Compare data with the app’s function. Ask whether each stated category or requested device permission appears necessary for a feature you intend to use. If the connection is not clear, look for an explanation or consider whether the feature is worth granting access.
  4. Review permissions and limit unnecessary access. Use your operating system’s permission controls to turn off access that is not needed for the app’s function. The precise controls and labels depend on the device and software version; do not assume every phone uses Apple’s rules or menus.
  5. Check available advertising and tracking controls. Review the operating system and browser privacy settings, and use opt-outs offered by the service or platform when appropriate. On supported Apple operating systems, App Tracking Transparency permission applies to Apple’s defined cross-company tracking or access to the device advertising identifier; it is a platform-specific rule, not a universal law for all phones or jurisdictions.
  6. Reassess when the app changes. Apps update, add features, and revise disclosures. If requested access or stated purposes no longer match how you use the app, revisit permissions and decide whether to keep it.

For a comparison between two apps, use the same questions for both: how does each earn revenue; what data categories does each declare; which information appears connected to core functionality; whether ad, analytics, or broker partners are involved and for what purpose; what permissions and opt-outs are available; and whether each disclosure is specific and current. A store privacy label can help compare what developers declare, but it does not independently prove the app’s actual behavior.

What privacy controls can—and cannot—do

Opting out of personalized ads does not mean opting out of advertising altogether. You may continue to see ads, just without the same kind of personalization. Ad blockers can reduce some ads, but the FTC cautions that they may not block all ads or all tracking. A permission restriction can limit access to a particular device resource, but it does not establish that no other information is collected. Treat controls as ways to reduce or manage particular practices, not as a promise of complete anonymity.

If an app’s explanation is vague, that uncertainty is itself useful when choosing whether to use it. You can decline a nonessential permission, avoid optional personalization, or choose another service whose stated practices better fit your expectations. For functionality that depends on a permission, denying access may disable or limit that feature. The right trade-off depends on whether the feature is worth the information access and what alternatives the app offers.
