For suppliers, a cluster can mean access to nearby fab customers, more responsive service and lower shipping burdens—but those advantages depend on the supplier’s role and location, and they are not guaranteed savings.
What is a semiconductor cluster?
A semiconductor cluster is a connected regional ecosystem, not simply several chip factories in one place. In its U.S. CHIPS policy, the Department of Commerce describes regional clusters as geographically compact areas with commercial-scale fabs, skilled workers, nearby suppliers, research and development facilities, utilities and specialized infrastructure. That is a U.S. policy definition, not a universal legal definition. NIST’s CHIPS Regional Strategy Fact Sheet also emphasizes coordination among industry, government, labor, academia and other partners to develop the ecosystem.

The components reinforce one another: fabs create demand for suppliers and skilled labor; suppliers and research capabilities can make a region more useful to fabs; and shared infrastructure can support multiple firms. Policymakers aim for that combination to make continued investment more commercially attractive.

Why do chipmakers build clusters?
To make production inputs and support more dependable
Fabs use specialized materials and manufacturing equipment. A supplier located nearby may be able to deliver critical inputs or provide service with less transport burden and a faster response. Those advantages matter most when an input or repair is time-sensitive enough that a delay could interrupt production. NIST identifies supplier reliability and infrastructure as part of the rationale for commercial fabrication facilities in its 2023 Vision for Success.

Proximity is not a requirement for every supplier. NIST says suppliers can also support clusters from elsewhere by providing critical materials or equipment to fabs in multiple areas. A cluster can therefore depend on a mix of nearby suppliers and regional or multi-site service providers. NIST’s supplier-facilities FAQ discusses both arrangements.
To build a workforce and knowledge base
A concentration of semiconductor employers can support a pool of workers with relevant skills. Universities, training organizations and research facilities can contribute to workforce development and knowledge exchange. The CHIPS regional strategy treats workforce, R&D and coordination as parts of the cluster, rather than assuming that factory investment alone creates them.

To coordinate infrastructure and future investment
Fabs rely on reliable utilities and specialized infrastructure. Coordinated regional investment can support the requirements of more than one company and can connect production with research and supplier capabilities. A developed ecosystem may strengthen the case for further investment, but that is an intended investment dynamic—not a guaranteed outcome. NIST describes a possible flywheel in which fab demand attracts suppliers and supplier investment can contribute to productivity improvements in its 2023 supplier-facilities vision.

Local production, domestic sourcing and recovery of chemicals and metals for reuse can reduce some shipping costs and exposure to delays, according to NIST. They do not make a supply chain risk-free. A cluster can concentrate activity in one region, and scarce inputs or disruptions can still affect multiple firms. The practical goal is to add capable sources and improve response options, not to assume that geographic concentration itself guarantees resilience.

To make a regional ecosystem commercially attractive
Companies have business reasons to value nearby suppliers, service providers and customers; public policy can help coordinate infrastructure and fill gaps that individual firms may not address alone. In the United States, CHIPS-related cluster building is an explicit policy goal. The strategy combines public coordination with private demand rather than treating subsidies as the sole reason companies locate together. The historical baseline in the Commerce Department’s February 2023 commercial-fabrication vision was that the United States produced about 10 percent of commercial global semiconductor output; that figure describes the document’s 2023 baseline, not a current 2026 estimate.
How suppliers may benefit
More potential customers and demand
New fab capacity can create demand for chemicals, gases, raw and intermediate materials, consumables, manufacturing equipment, equipment subsystems and supplier services. Demand may extend beyond direct fab vendors: NIST’s supplier-facilities FAQ includes certain suppliers to suppliers, subject to the applicable program requirements.

- AMT Kenworth Model Kit
NIST said in 2023 that it expected dozens of suppliers to support each CHIPS-funded U.S. cluster and anticipated that some would expand in response to fab demand. This is a program expectation, not a measured count for every existing cluster or a promise of orders for individual firms.
Lower transport burdens and more responsive service
When suppliers are close to fab customers, moving critical inputs can be less burdensome and service may be more responsive. The Semiconductor Industry Association also identifies lower logistics costs and operational efficiency as reasons companies value nearby suppliers and service providers. Its 2024 recommendations for policymakers do not establish a universal dollar or percentage saving, so the size of any benefit will vary by input, distance and operation.

Access to a wider ecosystem
Suppliers may draw on local infrastructure, a skilled labor pool, research capabilities and adjacent companies. The industry association notes that downstream industries can contribute talent, know-how and infrastructure, while local customers may represent a larger share of a supplier’s sales. Being near a fab can therefore matter for more than freight: it can also put a supplier closer to related expertise and business opportunities.
Potential eligibility for public support
Some U.S. CHIPS funding opportunities may support eligible supplier facilities. Eligibility, covered activities and terms depend on the specific funding notice and may change; supplier status alone does not guarantee an award. NIST’s supplier-facilities FAQ describes the relevant categories and program context.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does a supplier have to locate beside a fab?
No. Close co-location can be useful when delivery, repair or other support needs to be highly responsive. But a supplier may serve several fabs from another location, and NIST explicitly recognizes suppliers that provide critical materials or equipment to fabs in multiple areas. The right choice depends on customer coverage, the input or service involved, transport needs and the supplier’s ability to meet fab requirements from its existing footprint.
Recommended Free Tools
| Approach | Potential advantage | Trade-off |
|---|---|---|
| Locate near a fab or cluster | Closer access to customers, potentially lower transport burden and more responsive service | Requires a local operating presence; no source establishes a universal cost saving or guarantee of demand |
| Serve a region or multiple fab areas from elsewhere | Can reach customers in more than one location without making proximity to a single fab the condition for serving the cluster | May involve greater transport burden or less immediate on-site support for some needs |
How clusters are built—and what an example shows
Clusters can emerge as companies respond to fab demand, but they can also be deliberately developed through coordination among companies, public agencies, labor, education and research partners. The work may involve infrastructure, workforce development, innovation capacity and supplier growth; the aim is to make a region capable of supporting production and future development.
A U.S. example of the policy concept is the Department of Commerce’s April 2024 announcement of preliminary terms for a proposed Samsung Texas ecosystem. The announcement described two production foundries, an R&D fab and advanced packaging as parts of the proposal. Commerce said Samsung was expected to invest more than $40 billion in the proposed cluster; this was an announced expectation in preliminary terms, not evidence in that announcement of completed spending. The announcement also quoted then-Commerce Secretary Gina Raimondo describing expected jobs, supplier ecosystem support and innovation. Those statements describe the proposal’s anticipated outcomes, not independently verified results. The Commerce Department announcement is an illustration of the intended breadth of a cluster, not proof that every planned benefit has been realized.
Quick Recap
What cluster benefits do—and do not—promise suppliers
- They can create opportunity, not guaranteed contracts. Fab investment can broaden the potential customer base, but an individual supplier still needs to meet customer and program requirements.
- They can reduce some logistics burdens, not establish a fixed saving. The available sources describe mechanisms and industry rationale, not a general savings percentage or dollar amount.
- They can improve some response and sourcing options, not eliminate supply risk. Geographic concentration, shortages and dependencies remain relevant.
- They can draw on public support, not assure it. Funding applies only where a supplier and project meet the terms of a particular opportunity.
