Why Digital Identity Is Core Business Infrastructure, Not Just Security

Digital identity is more than login security: it underpins how businesses establish identities, authenticate users, and manage access across services.

Digital identity is business infrastructure because it determines how employees, customers, partners, and services establish who they are, authenticate, and gain access to online resources. Security is essential, but identity systems also shape privacy, customer experience, fraud controls, service continuity, and how different applications work together.

What digital identity includes

Digital identity is more than a login screen or an employee directory. For an online service, it can involve three distinct functions: establishing an identity and enrolling a person, authenticating that person during access, and communicating authentication results or relevant identity information to another application.

  • Identity proofing and enrollment: establishing an account and assessing claims about the person associated with it.
  • Authentication and authenticator management: checking that the person seeking access controls an enrolled authenticator, and managing that authenticator through its lifecycle.
  • Federation: enabling an identity provider to convey authentication results or relevant identity information to a relying application through an assertion.

These functions answer different questions. A strong login does not by itself establish that the original identity proofing was adequate, or that a federated assertion is trustworthy and appropriate for its recipient.

Why identity is a business concern

It connects people to work and customer services

Organizations rely on identity processes to create accounts, verify claims, and grant access to applications used by employees, contractors, customers, business partners, and administrators. Access decisions affect whether people can do their jobs, complete transactions, or use a service.

It coordinates access across applications

Applications may be administered separately, yet depend on shared identity functions or external identity providers. Federation can communicate authentication outcomes and relevant identity information to relying applications, helping coordinate access across those boundaries. That coordination also creates dependencies that need to be understood and governed.

It affects fraud, privacy, and service continuity

An identity error can have consequences beyond an account compromise: a legitimate user may be denied access, personal information may be exposed, fraud may go undetected, or a service may be interrupted. The appropriate identity controls therefore depend on the service’s mission and the potential effect on the organization, individuals, partner services, and operational assets.

It shapes customer experience and inclusion

Proofing, authentication, and recovery can create friction or exclude people whose devices, documents, or circumstances do not fit a default path. NIST’s guidance calls for considering privacy and customer experience alongside security, including alternative channels such as call centers or in-person interactions where they are relevant.

It needs cross-functional ownership

NIST characterizes identity management as a process involving cybersecurity, privacy, usability, program integrity, mission and business units, and other disciplines. Identity is thus not solely an IT configuration: choices about what evidence to collect, who can access a service, and how users recover access have organizational and human consequences.

Use a risk-based framework, not a universal checklist

The current NIST Digital Identity Guidelines are SP 800-63 Revision 4, finalized in July 2025. The suite comprises an umbrella volume on digital identity models and risk management, SP 800-63A-4 on proofing and enrollment, SP 800-63B-4 on authentication and authenticator management, and SP 800-63C-4 on federation and assertions. NIST also provides implementation resources, including FAQs, conformance criteria, reference architectures, and tools.

NIST’s guidelines are intended for online services that need some level of identity assurance, including services used by the public, business partners, employees, and contractors. They primarily address logical access; physical-access processes and some machine-to-machine and API cases are not specifically covered. Use the guidance to tailor decisions to a service’s mission and risk rather than treating it as one mandatory control set for every business.

The framework distinguishes three assurance dimensions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • IAL, or Identity Assurance Level: addresses the strength of identity proofing and enrollment.
  • AAL, or Authentication Assurance Level: addresses the strength of authentication.
  • FAL, or Federation Assurance Level: addresses the assurance of federated assertions.

Assess the dimensions relevant to each service. They are not interchangeable: stronger authentication cannot repair weak proofing, and neither automatically makes a federation relationship suitable.

How to make identity decisions for a service

  1. Inventory people, services, and access. Map employees, contractors, customers, business partners, administrators, and service accounts to the applications and resources they need. NIST’s primary scope concerns natural persons accessing online services; machine-to-machine and some API cases need separate treatment.
  2. Assess the service’s risk and mission. Consider the consequences of mistaken identity, account takeover, denied access, fraud, privacy exposure, and service interruption. Include effects on the organization, affected people, partner organizations, and operational assets.
  3. Set assurance needs by function. Decide what level of assurance is appropriate for proofing (IAL), authentication (AAL), and federation (FAL). Do not assume that choosing a strong login method settles the other two questions.
  4. Select and manage authenticators. Evaluate enrollment, recovery, loss or theft handling, lifecycle management, and compatibility with users’ platforms and identity providers. A hardware security key that supports FIDO2/WebAuthn may be one option, but protocol and form-factor compatibility must be checked for the organization’s services; a key is an authenticator, not a complete identity system.
  5. Evaluate federation and providers. Review the identity-provider and relying-party relationship, assertions, interoperability, logging, key management, third-party dependencies, and governance. CISA’s July 2025 discussion of cloud identity security identifies tokens, key management, logging, dependencies, and governance as areas requiring attention; that does not mean every provider has the same weakness.
  6. Design for privacy and usable access. Consider data minimization, accessibility, usable recovery, alternative access channels, and redress when identity information is wrong. These are part of managing service risk, not finishing touches after security decisions.
  7. Review as conditions change. Identity services, threats, provider dependencies, and user needs evolve. Use conformance criteria and other implementation resources to evaluate whether controls remain appropriate for the service.

What can go wrong when identity is centralized or federated

Identity infrastructure can reduce some access risks while concentrating others. If an identity provider is compromised, or if tokens can be stolen or replayed, access across dependent services may be affected. Weak key management, insufficient logging, poorly understood vendor dependencies, and unclear governance can also undermine cloud identity security. CISA’s July 2025 discussion highlights these areas without establishing that a particular breach occurred or that every cloud provider shares the same problem.

Identity systems also handle personal information and can create privacy, exclusion, surveillance, discrimination, and usability concerns. A June 2026 W3C report explores identity’s systemic effects on web privacy and human rights and calls attention to governance, interoperability, and threat modeling. W3C states that the report is exploratory, does not represent Membership consensus, and is not a standardization document.

What identity infrastructure is—and is not

NIST describes identity and access management as “a fundamental and critical cybersecurity capability.” It is foundational because it helps ensure the right people and things have appropriate access to resources at the right time. But calling identity infrastructure does not mean that every service needs the same assurance level, authentication method, or platform. It means treating the decisions about access, trust, privacy, usability, and dependencies as part of how the business operates.
