That gap helps explain why visible AI activity does not necessarily mean a company is ready to scale it. It is not a universal rule that data teams always lag: readiness varies by organization, and the studies measure different populations and capabilities.
What the readiness gap looks like
Recent surveys show that AI activity and readiness are not the same thing. Their figures are useful signals, not parts of one combined global estimate: each study has its own population, method and definition of readiness.

| Accenture, 2026: executive survey of 2,000 companies in 15 countries and nine industries, supplemented by proprietary modeling and expert interviews | 7% reached Accenture’s defined level of readiness to scale advanced AI. Separately, 64% had moved beyond pilots into production across multiple functions or begun coordinated enterprise-wide efforts. | The contrast illustrates that AI deployment activity is not equivalent to readiness under Accenture’s definition. It does not establish that one caused the other. |
| Accenture, 2026, same study | 72% lacked trusted data of the right quality with standardized governance practices for advanced AI; more than 80% said data-related risks at least occasionally delayed, limited or changed AI initiatives. | Survey respondents’ reported data readiness and the effect of data risks on initiatives, not a universal rate. |
| EDM Association, 2026 benchmark: more than 435 organizations in 50+ countries, aligned to DCAM | About 31% reported advanced data-strategy capability. While 77% had analytics capabilities, only 19% demonstrated mature adoption and education. | The association’s benchmark findings; they should not be treated as representative of every organization. |
| Amazon Web Services, 2025 CDO research | 52% rated their data foundation’s readiness for generative AI implementation as inadequate. Organizations prioritized data-quality improvement (49%) and integration (46%). | CDO research findings as described by AWS, not a general estimate for all businesses. |
| UK Department for Science, Innovation and Technology, 2025: 3,500 business interviews, fieldwork February 12–May 2, 2025 | 16% of UK businesses reported using at least one AI technology; 80% were neither using AI nor planning to adopt it. Among businesses using AI, 54% felt ready to scale; among those planning to adopt AI, 34% felt ready to implement it. | Business adoption and self-reported readiness in two distinct groups, not direct measures of data-team capability. The survey does not capture shadow AI adoption. |
| Deloitte, 2026 State of AI in the Enterprise report | Skills were identified as the leading barrier to enterprise AI integration. The report also says 42% more companies than in the prior year believed their strategy was highly prepared, while reported preparedness was lower for infrastructure, data, risk and talent. | A reported year-on-year change in views of strategy preparation, alongside weaker preparedness in other areas; it is not a direct measure of data readiness. |
| OECD, 2026 Digital Government Outlook: governments in 36 OECD countries | 30 of 36 countries (83%) had at least one institution responsible for governing public-sector AI, and 32 of 36 (89%) reported AI training programs. Only 13 of 36 (36%) offered training on AI use in public services or policymaking. | Public-sector governance and training, with some indicators drawing on 2023–2024 data. These figures do not describe private-sector data teams. |
Why AI can advance before data is ready
A pilot can work with a narrow slice of information
A demonstration can use selected, accessible data without proving that the same information is dependable across teams, systems or locations. Broader use exposes issues a pilot may not encounter: inconsistent definitions, incomplete records, unclear access rights, stale information and dependencies on legacy systems. The more workflows an AI application touches, the more important it becomes to know where its inputs came from and who is accountable for them.

Good data quality is necessary, but not enough
Completeness, accuracy, consistency and accessibility remain basic requirements. Advanced AI also needs usable context: what business terms mean, how entities relate, which process a document describes, and whether information is current enough for the task. Accenture notes that relevant knowledge may sit in unstructured material such as documents, diagrams and code, and that some information may need more frequent refresh. Improving a table’s accuracy alone will not supply that surrounding meaning.

Integration and governance take organizational work
Data may be split across platforms, departments and older systems, while ownership and rules for use are unclear. A governance policy on paper does not automatically provide funded roles, practical controls, measurement or alignment across the enterprise. The EDM Association’s benchmark describes organizations prioritizing AI tools and use cases before foundations, governance and clear business cases, and flags gaps in funding models, measurement frameworks and enterprise alignment.
Skills and implementation determine whether the work sticks
Teams need more than model familiarity: they need people who can prepare and interpret data, assess risk, connect technical work to business processes, and help colleagues adopt changed workflows. Deloitte names skills as the leading barrier to enterprise AI integration, while the EDM Association points to data literacy, analytics education and organizational adoption as constraints. A tool can be available before people know how to use it safely or effectively in a specific role.

Responsibility is shared across the enterprise
These findings do not show that data teams alone cause slow scaling. Data leaders and stewards are central, but leadership, business owners, security and risk functions, technology teams, and workforce development all affect whether AI can move from an experiment into sustained use. If accountability or funding is absent, asking the data function to “fix the data” cannot resolve the whole operating problem.

What organizations should do before scaling a use case
- Choose a business outcome and a bounded use case. Specify what should improve, who will use the AI, what decision or workflow it supports, and what risks must be controlled. Accenture describes an iterative, MVP-minded approach: test, learn, scale and improve rather than modernizing everything without a value test.
- Map the data the use case actually depends on. Identify sources, owners, definitions, access permissions, quality problems, update frequency and legacy-system dependencies. Prioritize quality and integration work that affects this use case; AWS’s reported CDO priorities reflect those two needs, not a claim that purchasing software alone will solve them.
- Add business meaning and relevant unstructured information. Document terms, relationships, process knowledge and the documents or other materials the system needs. Set appropriate access and refresh practices so context is available without making sensitive information indiscriminately accessible.
- Make governance operational. Assign accountable owners, agree how decisions and exceptions are handled, fund the work, and define how controls and outcomes will be measured. The aim is a working practice that connects teams, not just a policy document.
- Build capability for the roles involved. Provide training suited to the task: data literacy for people who interpret outputs, technical skills for those integrating systems, and AI-use guidance for people applying the system in a business process. OECD’s government findings show that broad AI training can be more common than training tailored to particular public-service or policymaking work; that is a public-sector illustration, not evidence about private companies.
- Measure sustained use, not just a successful launch. Track the use case’s business outcome alongside data quality, reliability, risk and adoption. Set criteria for continuing, changing or expanding it, and review them as the system and underlying information change. No single readiness score or metric fits every use case.
How to read readiness claims
Before comparing a readiness statistic with another, check who was surveyed, when fieldwork took place, what the study called “ready,” and whether the result describes adoption, self-confidence, data foundations, governance, skills or production deployment. A country-level business survey, a CDO study, an industry benchmark and a public-sector governance review answer different questions. Treating their percentages as directly comparable would create a stronger conclusion than the evidence supports.
