Why Concrete Alone Cannot Protect the World’s Coastlines

Seawalls can protect particular assets, but they cannot address every coastal risk or replace natural systems. Compare gray, nature-based and hybrid approaches in context.

Seawalls, levees and other engineered defenses can reduce erosion and flooding for particular places, but they protect only within the conditions they were designed for. They cannot address every coastal risk or replace the habitat, water-quality and recreation benefits of natural systems. Effective coastal protection depends on matching gray infrastructure, nature-based features or a combination of both to local hazards and conditions—and monitoring how that protection performs over time.

What seawalls can—and cannot—do

Hard defenses such as seawalls and levees are established tools for reducing shoreline erosion and flood impacts. They can be valuable where specific homes, infrastructure or other assets need protection. Their effectiveness, however, depends on the site, the design conditions and ongoing performance; a structure built for one location or level of hazard is not a guarantee against every coastal threat. A 2025 U.S. Geological Survey review identifies a continuing gap in understanding how natural features integrated with traditional engineering withstand extreme events and where their protective capacity breaks down: USGS review.

This is why the choice is not simply concrete versus nature. A defense must address the hazards a place actually faces, fit its waves, sediment and habitat, and be maintained as conditions change. A fixed structure alone cannot stand in for a broader coastline strategy.

What nature-based protection adds

Coastal natural and nature-based features include salt marshes, mangroves, oyster and coral reefs, seagrass, kelp and dunes. Depending on local conditions, they can help reduce hazards while also supporting habitat and other ecosystem services. NOAA identifies potential benefits including water quality, recreation and resilience, alongside coastal protection: NOAA on nature-based solutions.

#1 Best Overall
Garrison Flood Oversized Sand Filled Flood Control Barrier. 3ft Length x 3ft Width x 40in Height Beluga Concertina Style FIBC Bag - 1/Pack for Levee Building and Water Diversion.
  • FIBC Flood Bag Barrier - 3ft x 3ft x 40in (Ships flat for easy transport to protection site)
  • Fill with sand, gravel, cement or other applicable fill material - Each compartment replaces 150 sandbags, 4,500lbs (Safe Working Load) per chamber
  • 5.6oz, coated (impermeable) polypropylene fabric on 1 side and an uncoated 5.0 oz (water permeable) fabric on the other sides (allowing slow water drainage)
  • Divert water away from sensitive infrastructure - Keep water contained and block significant flow - Seal sewer drains to prevent back flow or back up
  • Combat coastal erosion without extensive site prep - Reinforce and heighten levees

NOAA’s Office for Coastal Management estimates that U.S. coastal wetlands provide $23.2 billion in annual storm-protection services; the agency’s fact sheet does not state a publication year, and the figure is specific to the United States. It also reports benefit-to-cost ratios greater than 7:1 for wetland and reef restoration in the Gulf of America. That ratio is not a promise for every restoration project: local design, site conditions and the benefits counted all matter. See NOAA coastal facts.

How gray, nature-based and hybrid approaches compare

No approach is best in every setting. The useful comparison is whether a measure fits the site’s hazards, ecological conditions and long-term needs.

Rank #2
Threan 4 Pcs 6 ft Sandbags for Flooding, Flood Prevention Sand Tube Bags
  • Thickened Canvas Adopted: the sand bag for flooding is made of thickened canvas with a thickness of about 0.48 mm, strong and sturdy, with high toughness, resistant to tear and wear, waterproof and not easy to fade, and can meet the needs of long term use
  • Long Size and Large Caliber: canvas sand bags measure about 6' x 6" when not filled with gravel; Longer size and larger caliber can hold more gravel for better water and flood protection
  • Elastic Band: the opening of tube sandbag adopts the design of binding band, which is convenient and flexible, after sand filling, you only need to tighten the elastic band to keep sand away from leakage, which is practical and convenient
  • Where to Use: flooding barrier can be applied in many places that need flood control, such as doors, windows, parking lots, gardens, fences, gates, sewer entrances and exits, elevator entrances and exits, garage entrances and exits, basement, which can become an effective barrier against rain, flood control and hurricane
  • What You Get: you will get 4 pieces of flood control barriers in green color, adequate quantity to meet your using needs, the nice waterproof effect allows them to be applied to water, flood and hurricane protection
Approach Potential role Key trade-off or question
Gray infrastructure Seawalls and levees can reduce erosion or flooding for assets at a particular site. Does the design address the relevant hazards and conditions, including extreme events? What maintenance will it require?
Nature-based features Marshes, mangroves, reefs and other features can contribute to hazard reduction and provide habitat and other ecosystem services. Is the habitat suitable for the site’s wave energy, sediment and hazards, and is protection measured over enough time?
Hybrid measures Combine engineered structures with nature-based features to address risk while incorporating ecological benefits. How should the components be designed and maintained together, and how well is their performance established for this location?

A 2024 meta-analysis found that, among the categories it assessed, hybrid measures produced the highest hazard reduction, while soft and hybrid measures were more cost-effective than hard measures in its comparison. The authors advise applying these findings with attention to risk context; they do not establish a universal ranking for every coastline. Read the 2024 meta-analysis.

Why the evidence does not yield one universal answer

NOAA National Centers for Coastal Ocean Science searched 37,000 scientific articles published since 1980 for its synthesis of nature-based coastal protection. That is the number of articles searched, not the number of studies that proved a measure effective. In the mapped interventions, 45% were in salt marshes, 26% in mangrove forests and 20% in shellfish reefs; fewer were in seagrass (4%), coral reefs (4%) and kelp (less than 1%). These shares describe where interventions in the mapped evidence occurred, not which ecosystems work best. See NOAA’s evidence map and synthesis.

The evidence also has limits that matter for decisions. Evaluations commonly emphasize ecological and physical outcomes, while social and economic outcomes remain under-studied. Many assessments were local and lasted less than a year to five years, so their findings cannot automatically be applied to other sites or long-term conditions. Extreme-event performance and the point at which a feature stops providing protection remain important uncertainties.

What a sound coastal-protection decision considers

Rather than selecting a defense by category alone, decision-makers need to weigh the specific place and the evidence available for it:

  • Hazard and assets: Identify the erosion, flooding and other risks to be reduced, and which people, infrastructure or habitats need protection.
  • Site conditions: Account for wave energy, sediment and suitable habitats; an approach that fits one shoreline may not fit another.
  • Extreme events and changing conditions: Ask how the design is expected to perform under severe events and how sea-level change affects its protective role. Do not assume a habitat will always withstand extremes or keep pace with rising seas.
  • Benefits beyond protection: Consider habitat, water quality and recreation alongside physical risk reduction, while recognizing that these benefits do not eliminate the need for engineering or maintenance.
  • Whole-life costs: Compare capital and maintenance needs and the long-term value of benefits for the specific project—not a headline ratio from a different location.
  • Monitoring: Track performance over time, especially after extreme events. NOAA’s long-term evaluation work examines project sites five or more years after implementation to understand how benefits change as sites mature: NOAA long-term evaluation.

Concrete can be an important part of protection, but no single wall or structure can solve every coastal risk. The strongest choice is the one suited to local hazards and conditions, with its limits understood and its performance monitored.
