Why Buttons Look Clickable but Do Nothing: How to Find and Fix Dead Controls

A control can be keyboard-accessible and still fail its apparent purpose. Learn a practical way to find controls that do nothing and verify their outcomes.

A button, link, toggle, or menu item that looks interactive but fails to produce its expected result is a “dead feature”: a useful description, not an official accessibility term. To find one, check both whether people can reach and activate the control and whether the promised result actually happens. Keyboard access and visible focus are essential checks, but they do not prove that an action works.

What makes a control “dead”?

A control’s appearance sets an expectation. A button suggests an action; a link suggests navigation; a toggle suggests a state that can change. If the expected action does not occur—or a change occurs without being communicated—the interface has broken that expectation. “Dead feature” is an explanatory phrase, not a WCAG category.

Separate two questions when diagnosing the problem: did the control activate, and could the user tell what happened? A control may not activate at all. Or it may activate without showing a state change, navigating, submitting, validating input, or presenting a clear error. Those failures can look identical to someone using the interface, but they call for different fixes.

Accessibility checks are necessary, not sufficient

WCAG 2.2 Success Criterion 2.1.1, Keyboard (Level A), requires that all functionality be operable through a keyboard interface, except for functions that inherently depend on the path of a user’s movement. Success Criterion 2.4.7, Focus Visible (Level AA), requires a mode in which keyboard focus is visible for keyboard-operable interfaces. See the W3C WCAG 2.2 Recommendation and WAI’s Understanding Focus Visible.

These checks establish whether keyboard users can operate the interface and see where they are. They do not establish that a control completes its apparent task. A button can receive focus and respond to Enter or Space yet fail to submit a form or provide a result. Test the outcome as well as access.

WAI recommends making interactive elements easy to identify with distinct, consistent styles, and ensuring keyboard users can reach them and see the current focus. WCAG 2.2 became a W3C Recommendation on 5 October 2023. Its focus-obscured criterion also requires that a focused component not be entirely hidden by content created by the author; a sticky header or overlay can obscure focus even when the control technically receives it.

A practical audit for controls that appear to do nothing

  1. Inventory the visible controls. Include links, buttons, form actions, tabs, toggles, menu items, and any other element that appears actionable.
  2. Write down the promise. For each control, note its apparent purpose and expected result: for example, open a menu, navigate to a page, change a setting, submit a form, or reveal an error. Check that its visual treatment is distinct and consistent with other interactive elements.
  3. Navigate with a keyboard. Use the keyboard without a pointer. Confirm that each function can be reached and operated, that focus is visible, and that the order of focus follows a logical sequence. WAI’s Easy Checks recommends a keyboard review as a practical first check.
  4. Check for obscured focus. When focus moves to a control, make sure sticky headers, dialogs, overlays, or other author-created content do not hide it completely.
  5. Activate the control and verify the result. Check whether the expected navigation, state change, validation, submission, or clear error feedback occurs. Test with keyboard input and pointer input; do not treat a visible focus indicator or a click animation as proof that the task succeeded.
  6. Record and retest defects. Describe the failure in terms of the user’s task and its impact. As a practical prioritization approach, address controls that block a primary task first. After a fix, repeat the same keyboard and pointer checks so the issue can be caught again if it returns.

How to tell where the failure is

  • The control cannot be reached or activated by keyboard: investigate keyboard operability and focus behavior against WCAG 2.1.1 and 2.4.7.
  • It activates, but nothing useful is communicated: check whether the expected state, destination, validation message, or error is actually produced and made apparent.
  • It appears to work with a pointer but not a keyboard: the action may be tied to pointer-specific handling rather than being available through the keyboard interface.
  • It works in one state but not another: repeat the test in the relevant interface states, such as an expanded menu, a form with invalid input, or a page with an overlay. A single successful activation does not check every state.

These are diagnostic paths, not claims about how often each failure occurs. The cited W3C guidance establishes accessibility requirements and review practices; it does not provide a prevalence rate for dead controls or quantify their business impact.

Make the review repeatable

A useful review method should make keyboard operation and focus location observable, exercise the actual action and confirm its result, cover the browsers and interface states that matter to the product, and let the team repeat failed checks after changes. A tool-assisted scan can support parts of this work, but the central question remains whether the user’s expected task completes. Keep a record of the control, expected outcome, input method, interface state, observed result, and retest outcome so fixes can be checked consistently.
