For project-based firms, the relevant questions now include whether technology makes work more adaptable, supports distributed teams, protects information, keeps data accessible and provides a sound foundation for emerging tools such as AI. Cloud is one possible way to meet those goals—not a guarantee of them.
What changed in the cloud conversation?
Earlier cloud decisions often centered on infrastructure location: keep systems on premises, move them to a provider, or combine the two. The newer discussion puts business outcomes first. Bret Tushaus, a Deltek executive, made that case in an Enterprise Times article published September 28, 2026: “The question is no longer simply what systems a firm uses. It’s how effectively those systems help the business adapt, grow, and compete.” Read the article.

That is a vendor executive’s argument, not independent proof that adopting cloud services produces those results. It is most directly relevant to project-based businesses, particularly architecture and engineering (A&E) firms, the audience and sector discussed in the article.
Cloud adoption is already substantial in the cited A&E findings
Tushaus reports that more than half of firms surveyed in the 47th Annual Deltek Clarity Architecture & Engineering Study said at least 60% of their infrastructure, systems and tools were cloud- or SaaS-based. The article does not state the study’s sample size or field dates, and the underlying methodology is not established here. Treat this as a reported finding about the study’s A&E respondents, not a measure of every industry or a current census of all firms.

Security concerns are part of the discussion
The same article reports that 93% of A&E firms in the study had experienced an attempted cyberattack within the preceding three years. An attempted attack is not the same as a successful breach; the figure should not be read as a breach rate. The article does not provide the sample size or field dates needed to assess the finding’s scope independently.
What business outcomes should a cloud decision support?
Changing the conversation does not mean choosing cloud by default. It means starting with the work the systems must support, then deciding where each workload can run effectively.
Rank #2
- Adaptability: Can the organization adjust systems and capacity as projects, staffing or business needs change?
- Distributed work: Can employees and project partners access the information and applications they need without compromising appropriate controls?
- Information access: Is data available to the people and processes that need it, in a form they can use?
- Protection and recovery: Are security responsibilities clear, and can the business restore operations after disruption?
- Operational fit: Does the organization have the people and processes to manage the chosen environment over time?
These are evaluation questions, not automatic benefits of a cloud deployment. A move can create new dependencies or operating work as well as relieve some existing burdens.

Does cloud adoption make a business ready for AI?
No. The Enterprise Times article connects cloud with the potential to use emerging capabilities, including AI, but cloud adoption alone does not establish that systems or data are ready. Practical AI use depends on whether relevant data is accessible, reliable and connected across the systems that hold it.

Check the foundations before treating AI as the payoff
- Data quality: Determine whether information is accurate, consistent and maintained well enough for its intended use.
- Accessibility: Identify whether authorized people and applications can reach the data they need.
- Connected systems: Map where important information lives and whether systems can exchange it appropriately.
- Governance and protection: Set rules for access, permitted use and safeguards before exposing sensitive information to new workflows.
If these foundations are weak, moving infrastructure to cloud does not fix them by itself. Treat AI readiness as a data and systems capability to assess, not as a result implied by the word “cloud.”
How should you compare cloud, hybrid and on-premises options?
Public cloud, private cloud, hybrid environments and on-premises infrastructure are possible destinations for workloads. There is no neutral head-to-head provider comparison in the cited material, so the useful comparison is against your own requirements. Telarus discusses private cloud and repatriation through the perspective of its VP of Cloud writing for technology advisors; Synapse360 emphasizes the ongoing management of hybrid environments. Those perspectives are useful prompts, not independent proof that one model is best for every organization.
| Decision factor | Questions to answer |
|---|---|
| Total cost and predictability | What are the full operating and transition costs, and how predictable are they for this workload? Do not assume a cloud move will automatically reduce spending. |
| Performance and latency | How quickly must applications respond, and where must users, data and processing be located to meet that need? |
| Security and recovery | Which party is responsible for each control? Are recovery plans tested, and can the workload meet the organization’s recovery needs? |
| Compliance and data location | Do legal, contractual or internal requirements constrain where data is stored, processed or accessed? |
| Operating capacity | Can internal teams manage the environment, integrations, costs, security and recovery on an ongoing basis? |
Hybrid can be a deliberate way to place different workloads according to their needs, but it also means managing connections and responsibilities across environments. The right answer may vary by workload rather than being a single company-wide choice. Telarus’s discussion of private cloud and workload characteristics and Synapse360’s overview of hybrid-environment management offer additional context, each from its own commercial perspective.

The Enterprise Times article says JSRa Architects moved from on-premises systems to a cloud deployment and reported greater workforce flexibility, automatic updates and less burden on internal IT. These are outcomes reported for that named customer in the article, not independently measured results or a promise that another firm will experience the same effects. The example illustrates the kinds of outcomes a firm may seek; it does not replace evaluating costs, workload requirements and operating responsibilities in a specific organization.

How to make the decision practical
- Start with workloads and business needs. List the applications and data involved, who uses them, and the performance, access and recovery requirements they must meet.
- Check constraints. Identify compliance, data-location, security, contractual and latency requirements that rule out or limit particular placements.
- Compare full operating implications. Consider transition and ongoing cost, internal expertise, integration work, responsibility boundaries and recovery operations—not just infrastructure location.
- Assess data foundations separately. Review quality, accessibility, connections and governance before treating AI as a reason to move systems.
- Choose placement workload by workload. Keep, move or combine environments according to evidence about each workload rather than assuming one model fits all.
