If an Android foreground service stops, the missing notification alone does not explain why. The service may have been blocked from starting in the background, failed a type-specific permission check, missed its startup deadline, or exceeded a runtime limit. Check the exception or ANR in Logcat first, then compare the device’s Android version with your app’s target SDK; each failure needs a different fix.
Start with the error, not the symptom
Foreground services are for work that is noticeable to the user and requires an ongoing notification. Android’s documentation describes them as a way to “asynchronously perform operations that are noticeable to the user.” If the work does not need that user-visible treatment, consider a background-work API instead. A service that seems to vanish is not automatically being killed by a single Android rule. Look for the app’s crash stack trace, relevant Logcat entries, and any ANR report. The exception name and message can distinguish a rejected start from a permission failure, late promotion, or timeout. Android’s foreground-service troubleshooting guide covers these failure paths.

Check both Android version and target SDK
Many foreground-service restrictions depend on the app’s target SDK as well as the Android release installed on the device. Record both before changing code; an OS-version-only diagnosis can point to the wrong rule.

Android 15 targeting also changes some background-start exemptions: certain foreground-service types cannot be launched from a BOOT_COMPLETED receiver, and the SYSTEM_ALERT_WINDOW exemption requires a currently visible overlay window. These details are target-sensitive; check Android 15 behavior changes before relying on either route.
Use a diagnostic sequence that narrows the cause
- Capture the failure. Inspect the crash stack trace, Logcat, and any ANR report. Search for the exception names in the table rather than treating a missing notification as a diagnosis.
- Record the versions. Note the device’s Android release and the app’s target SDK. Restrictions described for a target level do not necessarily apply to every app running on that Android release.
- Trace how the service started. Determine whether the app was visible or in the background at the time. If it was backgrounded, identify the precise documented exemption and confirm its conditions were satisfied. If the start depended on a high-priority FCM message, check the priority actually delivered.
- Verify type and access prerequisites. Confirm the manifest declares the service type that matches its work, and verify required permissions and runtime prerequisites before creating it. An exemption that permits a background start does not necessarily make camera, microphone, location, or other while-in-use access available.
- Promote before doing lengthy work. After
startForegroundService(), callServiceCompat.startForeground()promptly with the notification and appropriate type. Do not delay promotion with network requests, lengthy initialization, or other work. - Stop cleanly at timeout. Implement the relevant timeout callback where required, stop the service promptly, and keep the task within the applicable budget. If that is not possible, choose an API whose execution model fits the task.
- Recheck after platform or target changes. Review the current troubleshooting and behavior-change documentation when updating the target SDK or testing on a newer Android release; exemptions and limits can change.
Choose a different API when a foreground service does not fit
A foreground service makes sense when the user needs to know that work is actively running and the task genuinely needs that ongoing status. If the task can be deferred or scheduled without continuous user-visible execution, a background-work option may fit better. Compare the choices against these practical questions:

- Visibility: Does the user need an ongoing notification while the work runs?
- Start conditions: Must work begin while the app is in the background, or can it start from a visible user action?
- Access: Does the operation need location, camera, microphone, or another resource with runtime or while-in-use rules?
- Duration: Can the work complete within the applicable service limit, and can it tolerate interruption or deferral?
- Delivery need: Can a job-based option such as WorkManager meet the task’s timing and execution requirements?
