Android camera apps are difficult to make consistently good because Camera2 standardizes how apps talk to cameras, not which capabilities every camera must provide. Android 5.0 and later include Camera2, but a phone—or even one camera module on a phone—may not expose Bayer RAW capture. An app must check what that specific camera reports and configure a supported output before it can capture RAW_SENSOR data.
Why Android camera apps vary so much
Camera2 offers a common interface for accessing camera devices, reading their characteristics, and requesting supported outputs. It does not make every camera implementation identical. Android’s documentation cautions that devices running Android 5.0 and later may not support every Camera2 feature (Android camera version support).

The available capabilities are properties of the individual camera device. A phone’s main rear camera, ultrawide, telephoto, and front camera can therefore present different options to an app. The app has to query the selected camera rather than infer support from the phone’s Android version or from the presence of Camera2.

Camera2 describes hardware levels including LEGACY, LIMITED, FULL, LEVEL_3, and EXTERNAL. They describe groups of capabilities, but they are not a substitute for checking the specific capability an app needs. FULL requires manual sensor and manual post-processing capabilities, yet RAW is optional even at FULL. LIMITED devices may expose any subset of capabilities. LEVEL_3 includes RAW capture and YUV reprocessing, but apps still need to inspect device characteristics and supported outputs.

Android feature flags can help app stores filter for some device capabilities, but filtering does not turn an optional feature into a universal one.
What Bayer RAW means in Camera2
A processed photo has already passed through the camera’s image pipeline. Bayer RAW refers to sensor data before the usual image rendering steps; in Camera2, the relevant output is RAW_SENSOR. The API’s REQUEST_AVAILABLE_CAPABILITIES_RAW capability indicates that a camera can provide RAW buffers and metadata needed to interpret them. Android says this supports saving DNG files or processing raw sensor images directly in an app (CameraMetadata API reference).
The RAW capability is constant value 3 and was added in API level 21. On a device that advertises it, RAW_SENSOR is an available output format. Android documents the maximum RAW_SENSOR resolution as matching the pixel array or pre-correction active array size.

A file ending in .dng is not, by itself, proof that a particular app saved unprocessed Bayer sensor data. The platform’s documented DNG workflow uses RAW_SENSOR buffers and DngCreator; whether a specific app or device produced a file by that route requires evidence about that implementation.
High-resolution sensors can add another wrinkle
Some newer devices advertise remosaic reprocessing for ultra-high-resolution sensors. In that case, a RAW_SENSOR stream may use a binned Bayer pattern, and the API defines conditions for remosaicing it to a regular Bayer pattern. This capability is not universal; it was added in API level 31 and is tied to supported ultra-high-resolution sensor hardware.
How an app captures RAW and writes DNG
Camera2 exposes camera devices through CameraManager and their properties through CameraCharacteristics. An app must select a device, check its capabilities and stream configurations, then create a capture session whose output surfaces use supported formats and sizes. Android documents ImageReader configured for RAW_SENSOR and DngCreator as the route for producing DNG files (Camera2 documentation).

- Select the camera module. Identify whether the app is using the main, ultrawide, telephoto, or front camera. Each is an individual camera device with its own characteristics.
- Check for RAW. Read
REQUEST_AVAILABLE_CAPABILITIESand confirm that the selected camera reportsREQUEST_AVAILABLE_CAPABILITIES_RAW. - Check output sizes. Inspect the supported
RAW_SENSORstream configurations and choose a size the camera supports. - Configure and capture. Create a session with a supported RAW_SENSOR output, submit a capture request, and receive the RAW buffer and associated metadata.
- Write the DNG. Use the buffer and metadata in the documented
DngCreatorworkflow. A RAW capability alone does not ensure the app has configured a compatible session or handled the resulting data correctly.
Why RAW support is not the same as manual control
RAW and manual controls are separate Camera2 capabilities. Android defines RAW support separately from MANUAL_SENSOR and manual post-processing capabilities. A camera can support RAW without offering every manual control a photographer might expect, and manual controls do not establish that RAW_SENSOR output is available. Check each requirement independently.

That is one reason a feature may work differently between devices or apps even when all use Camera2.

Android’s compatibility requirements include some conditional guarantees. The Android 12 Compatibility Definition Document (2021) required handheld devices reporting Android S media performance class to support RAW and RAW_SENSOR on the primary rear camera. That condition does not promise RAW support on every Android phone, every rear camera, or every front-facing camera (Android 12 Compatibility Definition Document).

There is no authoritative cross-device prevalence figure in these platform materials for how many Android phones support Bayer RAW. A claim that RAW is available on a particular model or module needs device-specific verification.
Why one app may succeed where another fails
First, the apps may be selecting different camera modules or using different supported stream sizes. Second, one app may query and configure the device correctly while another assumes a capability or output combination that the camera does not support. Finally, RAW availability and manual-control availability are separate checks, so apps can differ in which features they expose even on the same device.
To assess a specific phone and app, verify the selected module’s RAW capability and supported stream sizes, then confirm that the app creates a compatible capture session and saves a DNG through the RAW_SENSOR workflow. A meaningful comparison also needs the phone model, Android version, camera module, and app version; platform documentation alone does not validate any particular retail device or app.
