Agentic AI could help banks move from answering a customer’s question to coordinating the steps needed to address it: understanding the issue, gathering relevant account information, and taking a permitted action. That could make routine service more connected, but it is a potential capability—not evidence that banks already use agents to resolve customer problems end to end at scale. The distinction matters because mistakes in banking can affect money, privacy, fees, and consumer rights.
What makes AI “agentic” in banking?
A conventional chatbot is usually designed to answer questions or perform a defined task, such as retrieving a balance, finding recent transactions, or paying a bill. The Consumer Financial Protection Bureau (CFPB) identifies these as existing chatbot functions and names Bank of America’s Erica and Capital One’s Eno as examples. Those examples establish chatbot use, not that either service is an agent capable of independently resolving complex problems.

An agentic system would go further by interpreting a broader request, dividing it into smaller tasks, retrieving information, and using connected tools or other agents to carry out steps within its permissions. In a 4 April 2025 speech, Federal Reserve Governor Michael S. Barr described the potential: “Gen AI chatbots can break down complex tasks into component parts, split up tasks between several AI agents, and help customers make informed decisions.” This describes a possible capability, not a measured result from a production bank agent.

Suppose a customer asks why a charge appeared and what to do about it. A basic chatbot might show recent transactions or provide a general explanation. A more capable system might identify the likely issue, collect details, retrieve relevant account information, explain available next steps, and—if the bank permits it and the customer authorizes it—initiate a routine action. That is an illustration of how an agent might be designed; the official sources do not establish that a named bank agent currently performs this full sequence reliably.

What could change for customers—and what is known so far
The potential benefit is continuity. Instead of making a customer repeat the same explanation across several menus or interactions, a system could organize the problem, gather needed information, and carry context from one permitted step to the next. Breaking a complicated request into manageable tasks could also help a customer understand choices before acting.
But evidence of chatbot adoption is not evidence that agentic AI improves resolution. The CFPB reported that more than 98 million users—approximately 37% of the U.S. population—engaged with a bank chatbot in 2022. Its report also cited a projection of 110.9 million users by 2026; that figure is a forecast, not a verified 2026 count. Neither figure measures the effectiveness of agentic systems. The reviewed official sources do not establish how many banks have customer-service agents in production, which problems they autonomously resolve, or measured before-and-after changes in resolution, satisfaction, cost, or complaints.
Why banking needs stronger safeguards than a simple answer bot
Incorrect answers can have financial consequences
The CFPB warns that chatbots may provide inaccurate information, fail to recognize when a consumer is invoking federal rights, mishandle privacy, or trap customers in repetitive interactions without a useful route to a person. Incorrect financial guidance can contribute to a poor product choice, fees, or penalties. The bureau’s stated boundary is that “Financial institutions should avoid using chatbots as their primary customer service delivery channel when it is reasonably clear that the chatbot is unable to meet customer needs.” An agent that can take actions raises the stakes further: a wrong answer may mislead, while a wrong action may directly affect an account.

More autonomy means more ways for something to go wrong
Barr cautioned that generative AI can produce plausible but inaccurate information and give different answers to the same or similar questions. Banking decisions often require numerical precision, legal accuracy, repeatability, and an explanation of how a result was reached. If an agent can access sensitive customer data or transaction tools, unauthorized access, data leakage, or an erroneous action become additional concerns.
A June 2026 Financial Stability Board (FSB) consultation report describes agent-specific risks including unauthorized actions, errors arising from misaligned goals or insufficient information, sensitive-data breaches, and disruption to APIs, databases, information and communications technology systems, or other agents. An error may occur at an intermediate step and be difficult to detect in real time. Human review can help, but overseeing every action may become impractical as deployments grow.
Connected systems and vendors create dependencies
Barr identified data silos, technology debt, and processes not designed for AI as practical barriers for banks. A system that coordinates work across legacy platforms may be constrained by gaps or inconsistencies in those systems. Partnerships with fintech firms could accelerate adoption, but banks also need transparency about how tools are developed and controlled, clarity about ownership of customer data, and safeguards against customer data being fed back into a vendor’s model.

Operational resilience matters as well as customer-service quality. In a speech on 18 September 2026, Fernando Restoy, Chair of the BIS Financial Stability Institute, said banks were using AI in areas including customer service, fraud detection, creditworthiness assessment, compliance, and risk management. He also highlighted explainability, cybersecurity, and resilience challenges: AI may help monitor security and respond to incidents, while frontier AI could increase the speed and scale of cyberattacks and service disruption.
How to judge whether an AI banking service is suitable for a problem
The label “AI assistant” does not tell a customer what the system can access or do. The relevant questions are its scope, the stakes of the issue, and how a customer can verify or challenge what happens.

These are practical comparison criteria drawn from concerns raised by the CFPB, Federal Reserve, FSB, and bank supervisors; they are not a quoted regulatory checklist. For an urgent or high-impact problem, a usable route to a human matters more than a fluent automated response.

What regulators have—and have not—said
The FSB’s 10 June 2026 report proposed a menu of 12 sound practices for organization-wide AI governance and lifecycle management, with financial-sector case studies and discussion of emerging technologies including generative and agentic AI. It was consultation material, and the consultation closed on 22 July 2026; it is not binding law.
On 17 April 2026, the Office of the Comptroller of the Currency (OCC), coordinating with the Federal Reserve and Federal Deposit Insurance Corporation, announced revised model risk management guidance. The risk-based, non-prescriptive guidance addresses validation, monitoring, governance, controls, and third-party products, but explicitly excludes generative and agentic AI because they are novel and rapidly evolving. The agencies said they planned further information gathering on AI. The guidance should not be read as setting agentic-AI requirements.

Together, these developments show supervisory attention to AI governance and resilience, not regulatory approval of any particular bank agent or proof that such systems improve customer outcomes.
What responsible use would require
For agentic AI to be useful without creating avoidable harm, a bank would need to decide what the system may do, what it must leave to a person, and how failures are detected and corrected. The following are practical implications of the risks identified by the regulators and supervisors above, rather than a single authority’s prescribed checklist:
- Limit permissions to the task, data, and actions necessary; do not treat a customer-service agent as automatically entitled to authorize consequential transactions.
- Require meaningful customer confirmation before significant actions and provide a way to stop or challenge them.
- Keep a clear human-escalation path, particularly for suspected fraud, disputes, hardship, rights-related issues, and problems the system cannot resolve.
- Monitor not just answer quality but actions, intermediate failures, complaints, privacy incidents, and outcomes across connected systems.
- Assess vendors and integrations, including data ownership, model use, access controls, and operational-resilience plans.
- Keep the bank accountable for the service it provides, even when a vendor supplies the model or tools.
Can AI resolve a bank problem, or should you speak to a person?
Existing bank chatbots may be able to retrieve information or handle defined routine tasks. Agentic systems could eventually coordinate multiple steps, but the available official evidence does not establish broad, measured end-to-end problem resolution by bank agents. If an issue involves possible fraud, a disputed charge, a deadline or legal right, hardship, or a consequential account change—or if the automated channel is not meeting your need—use the bank’s human service channel rather than relying on an answer the system cannot verify or act on appropriately.
