That is because validity, correct parsing, and correct data meaning are three separate checks—and CSV files do not carry a universal contract that every importer follows.
How a valid CSV can still go wrong
CSV is a family of text-file conventions, not a guarantee that every program will interpret a file the same way. RFC 4180 describes a widely used format, but it is an informational document, not a binding universal standard. Its author notes: “Due to lack of a single specification, there are considerable differences among implementations.” RFC 4180

It helps to separate three questions:
- Format validity: Are the file’s records and fields arranged according to the CSV conventions it claims to use?
- Parsing: Does the importing application use the same delimiter, quoting rules, header assumption, and encoding?
- Meaning: Do the resulting columns and values match the intended names, order, and types?
A file can pass the first check and fail either of the other two. For example, a semicolon-delimited file may be consistent text, but an importer expecting commas may treat each entire row as one field.

Check the file before opening it in a spreadsheet
Start with the raw text in a plain-text editor. This avoids having spreadsheet software automatically reinterpret values while you are trying to diagnose the source.

- Identify the delimiter. Check whether fields are separated by commas, semicolons, tabs, or another character. Do not infer it from the “.csv” extension alone.
- Check the first row. Decide whether it contains column names or data. RFC 4180 permits an optional header, so an importer may need to be told whether one is present.
- Inspect line breaks. Check where records end and whether a field contains a line break that belongs inside the value rather than starting a new record.
- Compare field counts. Records in the common RFC 4180 format should have a consistent number of fields. A row with a different count may indicate a malformed record or a delimiter that was not quoted correctly.
RFC 4180 describes fields containing commas, quotation marks, or line breaks as quoted. An actual quotation mark inside a quoted field is represented by two quotation marks. For example, "She said ""hello""" represents the value She said "hello". If these boundaries are wrong, later columns can shift even when the file looks plausible at a glance. RFC 4180
Match the importer to the file
After identifying the file’s structure, check the settings of the application receiving it. A correct file can still be parsed incorrectly when the importer expects different conventions.

Excel
Microsoft documents that Excel’s IMPORTCSV function expects comma delimiters and UTF-8, while locale settings affect regional formatting. A file using another separator, or values whose interpretation depends on regional date and number conventions, may need an import approach or settings that match its contents. PowerShell
PowerShell’s Import-Csv accepts an explicit delimiter or can use the current culture’s list separator. If the chosen delimiter does not match the file, a row may appear as one property containing the entire row text rather than as separate fields. Check encoding, locale, and value types
Encoding determines how text characters are represented in the file; locale can affect how software interprets dates, decimal marks, and other regional formats. UK government guidance recommends UTF-8 for CSV data. Microsoft’s Excel documentation also specifies UTF-8 for IMPORTCSV. Confirm what the file contains and what the target importer expects rather than assuming that the extension settles the question. UK government CSV guidance Microsoft Support: IMPORTCSV function
A CSV also does not preserve a spreadsheet’s full structure. Exporting to CSV removes formatting, formulas, and other worksheet tabs. UK guidance for tabular data says column types and table validation should be defined separately from the CSV structure. That means a text file alone may not tell an importer whether a value is a date, an identifier with leading zeroes, or a number—and some applications may make their own guesses. Verify the imported result against what you intended
Once the importer has read the file, validate the result instead of stopping at “the file opened.” Compare the imported data with the intended schema or a known sample:
- Row count: Do the expected records appear, without accidental splits or omissions?
- Column names and order: Did the header land in the header row, and do values appear under the right names?
- Field boundaries: Do values containing commas, quotation marks, or line breaks remain in one field?
- Types and exact values: Are dates, decimal values, identifiers, and leading zeroes preserved as intended?
These checks are especially important when a file has no separate schema: the importer may successfully produce a table that is structurally readable but semantically wrong.

Account for spreadsheet formula injection
Correct parsing does not make every CSV safe to open in spreadsheet software. OWASP warns that untrusted cells may be interpreted as formulas, creating a formula-injection risk. There is no universal sanitization method that is safe across spreadsheet applications and downstream consumers; a mitigation can also alter the underlying value. Assess the intended spreadsheet and subsequent processing before choosing how to handle untrusted text. OWASP: CSV Injection
